NAVY RESERVE ORDER WRITING SYSTEM (NROWS) ORDER WRITING AUTHORIY (OWA) USERS GUIDE May 2011

Section 1: User Maintenance Adding a User As the OWA, you have the authority to add and delete users/profiles in NROWS. You also have the authority to delegate the following profiles. Assistant OWA Fund Approver Unit Approver (CO/TO) Unit Reviewer Order Specialist Security Hard Holds Budget Estimator Maintaining Users Section 2: OWA Reports Section 3: Fund Approver Reports Section 4: Order Specialist Reports Section 5: Security Reports Section 6: Hard Holds Reports Section 7: Budget Estimator Reports

Section 1: User Maintenance Adding a User - Step #1: After logging in to NROWS, you will be directed to the Welcome Screen. NOTE: Refer to COMNAVRESFORCOMINST 1571.1 Chapter 2 for Roles and Responsibilities.

Step #2: Use the pull-down menu at the top left side of the screen to select Utilities.

Step #3: From the Utilities Menu, click on Add User under the User Maintenance section.

Step #4: Enter the user s information in the appropriate fields. The login name will be generated here by the OWA (i.e. JSMITH). Type the desired name of the profile in the Profile Name field (i.e. NOSC Norfolk Fund Approver). Utilize drop down arrow for the Activity and Work Center fields. Place a check in the appropriate role box pertaining to the individual s authorized access. After checking the appropriate roles, click the Create User button. NOTE: When entering the SSN for an active duty/fts member, always use 000-00-000.

NOTE: After checking the Unit Approver, Unit Reviewer, Budget Estimator or Fund Approver box, a new field will appear allowing you to select the applicable RUICs. Step #5: When the user has been created, a message will appear at the top of the screen indicating that the action was successful. NOTE: NROWS will generate a default password for all new users. They will be prompted to change it the first time they login.

Section 1: User Maintenance (continued) Maintaining a User Step #1: From the Utilities Menu, click Maintain User.

Step #2: From here you can search for a user. Enter the user s last name, first name, and/or login name. Once you have entered the information, click the Search button.

Step #3: A list of members that match the criteria you entered will show up in a list. Click on the appropriate member name.

Step #4: From this screen you can edit the member s name, SSN, rank, phone number, etc. If you make any changes to the information, click the Save Changes button at the bottom of the page. You can also add a profile for this user by clicking the Add Profile button. For instructions on adding the profile refer to Section 1: Adding a User. NOTE: The Login Name cannot be modified.

Section 2: OWA Reports STEP #1: From the drop down menu, click on Reports.

STEP #2: Click the Financial Reports link.

NOTE: This is a list of financial reports the OWA has the ability to run.

Execution of Funds: This report allows the OWA to view what has been executed in a specific Fiscal Year. You must select the appropriate Fiscal Year with the option to view suballocations. Next, use the drop down to select the appropriate BCN. The Program Code gives the option to view All personnel or sort by O Officer or E Enlisted. Use the drop down menu next to File Type to choose how you want the report to appear. Once all this has been selected, click OK to view the report.

FSC Financial: This report allows you to view the Fund Source Code (FSC) used. You must select the appropriate Fiscal Year with the option to view sub-allocations. You can click All to search all RUICs you have access to, or you can select RUICs individually from the list provided. Next, use the drop down to select the appropriate BCN. The Program Code gives the option to view All personnel or sort by O Officer or E Enlisted. You also have the option to include the SDN and SSN on the report. Use the drop down menu next to File Type to choose how you want the report to appear. Once all this has been selected, click OK to view the report.

Order Completion: This report allows you to view completed orders. You must select the appropriate Fiscal Year. You have the option to include Report Type Program Code and Detail Type. You must select Threshold (# of Days): The number you put. For example, if the threshold sign is Greater Than and you input 12 days as the Threshold (# of Days) then the report will show all members in that Fiscal Year that have more than 12 days of the type of orders that was selected in Report Type. Next, use the drop down to select the appropriate BCN. Use the drop down menu next to File Type to choose how you want the report to appear. Once all this has been selected, click OK to view the report.

30 60 90 Day: This report allows you to view executed orders that are 30, 60, and 90 days partially liquidated or completely unliquidated. You must select the appropriate Fiscal Year. You can click All to search all RUICs you have access to, or you can select RUICs individually from the list provided. Use the drop down options to for Program, Report Type, and Detail Type if desired. Use the drop down menu next to File Type to choose how you want the report to appear. Once all this has been selected, click OK to view the report.

Liquidated Unliquidated Cancel Partial Document: This report allows you to view orders that have either been liquidated, unliquidated, partially unliquidated or cancelled, by order type. You must select the appropriate Fiscal Year. Use the drop down to select the appropriate BCN. The Program Code gives the option to view All personnel or sort by O Officer or E Enlisted. You also have the option to include the UIC and sort by Date Range on the report. Use the drop down menu next to File Type to choose how you want the report to appear. Once all this has been selected, click OK to view the report.

Commitment: This report allows you to view all committed, not yet approved or obligated, orders. You must select the appropriate Fiscal Year. The Program Code gives the option to view All personnel or sort by O Officer or E Enlisted. Use the drop down menu next to File Type to choose how you want the report to appear. Once all this has been selected, click OK to view the report.

Advances Outstanding: This report allows you to view any outstanding pay advances. Select if you would like to show the SSN Masked or Unmasked. Use the drop down to select Report Type if desired. You must select the appropriate Fiscal Year. You can click All to search all RUICs you have access to or you can select RUICs individually from the list provided. Use the drop down menu next to File Type to choose how you want the report to appear. Once all this has been selected, click OK to view the report.

MISCELLANEOUS REPORTS STEP #1: Click the Miscellaneous Reports link.

This is a list of miscellaneous reports the OWA has the ability to run.

Broadcast Message: This report contains all previous Broadcast Messages. Use the drop down menu to select the file type you wish to view the report in, then click OK.

Reporting or Active Duty Man Day: This report allows you to view how many accumulated days are accounted for by selecting the required Fiscal Year. You have the option of searching for how many days have been worked at a particular UIC. Use the drop down menu to select the file type you wish to view the report in, then click OK.

AT/ADT/IDTT Completion: This report reflects how many days of AT/ADT/IDTT a member has completed. Use the drop down menu next to Duty Type to select the type of duty you want to run the report on. You must also use the drop down menu to select the Fiscal Year you wish to search within. You can click All to search all RUICs you have access to or you can select RUICs individually from the list provided. Use the drop down menu next to File Type to choose how you want the report to appear. Click OK to view the report.

Application/Orders (CO/TO): Use the Report Type drop down menu to view approved orders or applications awaiting approval. You may create a report by using RUICs or by individual. Enter a date range by clicking each of the calendar icons. Use the drop down menus for Sort Options to sort the report by End Date, Name, SSN, Start Date or Tracking Number. Use the File Type drop down to select the format for the report. Click OK to run the report.

AT/ADT/IDTT Required: This report reflects how many days of AT/ADT/IDTT a member has completed. Use the drop down menu next to Duty Type to select the type of duty you want to run the report on. You must also use the drop down menu to select the Fiscal Year you wish to search within. You can click All to search all RUICs you have access to or you can select RUICs individually from the list provided. Threshold (# of Days)-the number you put in this field depends on what you select as the Threshold Sign. For example, if the threshold sign is Greater Than and you input 12 days as the Threshold (# of Days) then the report will show all members in the RUICs you selected that have more than 12 days of AT/ADT/IDTT. Next, use the drop down menu next to File Type to choose how you want the report to appear. Click OK to view the report.

SELRES: This report reflects current orders, applications, historical orders, and current & historical orders. Use the drop down next to Report Type to select the option you require. You can click All to search all RUICs you have access to or you can select RUICs individually from the list provided. You must select the appropriate Fiscal Year. Next, use the drop down menu next to File Type to choose how you want the report to appear. Click OK to view the report.

OS OWA Document: This report reflects what type of orders individuals are or have been on within a particular Fiscal Year. Click All to search all RUICs you have access to, or you can select RUICs individually from the list provided. You must select the appropriate Fiscal Year. Use the drop down to select the appropriate BCN. Next, use the drop down menu next to File Type to choose how you want the report to appear. Click OK to view the report.

Mod Initiation: Click All to search all RUICs you have access to or you can select RUICs individually from the list provided to view all modifications that have been initiated. You must select the appropriate Fiscal Year. Use the drop down to select the appropriate BCN. Next, use the drop down menu next to File Type to choose how you want the report to appear. Click OK to view the report.

Application Status: Click All to search all RUICs you have access to or you can select RUICs individually from the list provided view all members in a certain application status. Use the drop down menu next to Application Status to select which status you want the report to display. For example, if you select NRA Hard Holds and the RUIC 3533R then the report will show you all the members current in NRA Hard Holds that are assigned to that RUIC. Next, use the drop down menu next to File Type to choose how you want the report to appear. Click OK to view the report.

User Roles: This report lets you view members at a certain RUIC that has a specific role. Start out by selecting which role you would like the report to be ran on. You can select All Roles to view everyone who has a role at a certain RUIC, or you can individually pick a role from the list provided. Next you must select the Activity and the Work Center, then type in the RUIC in the space provided. To narrow your search more, you can enter a person s login ID or last name. Next, use the drop down menu next to File Type to choose how you want the report to appear. Click OK to view the report.

OSO Report: This report reflects personnel currently or historically on orders within a certain gaining command. Start out by selecting which Gaining Command UIC you would like the report to be ran on or you can select All. Select the Date Range to view personnel who is/was at the gaining command selected. Next, you must select the Duty Type and the RUIC. Click All to search all RUICs you have access to or you can select RUICs individually from the list provided. Use the drop down menu next to File Type to choose how you want the report to appear. Click OK to view the report.

Section 3: Fund Approver Reports STEP #1: From the drop down menu, click on Reports.

STEP #2: Click the Financial Reports link.

This is a list of financial reports the Fund Approver (FA) has the ability to run. NOTE: The FA can run the same financial reports as the OWA. Please refer to Section 2 of this guide on descriptions and how to run each report.

MISCELLANEOUS REPORTS Click the Miscellaneous Reports link.

This is a list of miscellaneous reports the FA has the ability to run. NOTE: Please refer to Section 2 of this guide on descriptions and how to run each report. The OWA cannot run the On Orders Costing report.

On Orders Costing: This report allows you to view the cost of individuals on current orders. Use the option for Reporting UIC if desired. You can click All to search all RUICs you have access to or you can select RUICs individually from the list provided. Use the File Type drop down to select the format for the report. Click OK to run the report.

Section 4: Order Specialist Reports STEP #1: From the drop down menu, click on Reports. Click the Financial Reports link.

This is a list of financial reports the Order Specialist (OS) has the ability to run. NOTE: Please refer to Section 2 of this guide on descriptions and how to run each report.

MISCELLANEOUS REPORTS Click the Miscellaneous Reports link.

This is a list of miscellaneous reports the OS has the ability to run. NOTE: Please refer to Section 2 of this guide on descriptions and how to run each report.

Section 5: Security Reports STEP #1: From the drop down menu, click on Reports. STEP #2: Click the Miscellaneous Reports link.

This is a list of miscellaneous reports Security access has the ability to run. NOTE: Please refer to Section 2 of this guide on descriptions and how to run each report.

Section 6: Hard Hold Reports From the drop down menu, click on Reports. Click the Miscellaneous Reports link.

This is a list of miscellaneous reports that the Hard Hold Role has the ability to run. NOTE: Please refer to Section 2 of this guide on descriptions and how to run each report.

Section 7: Budget Estimator Reports From the drop down menu, click on Reports.

Click the Miscellaneous Reports link.
