Amendment 001 has been raised to modify the Request for Proposal (RFP) and publish all answers to questions received to-date. A. MODIFICATION TO RFP A1. Under PART 3 BIDDER PREPARATION INSTRUCITONS, Item 3.5 Section IV Other Information, add the following under 3.5.3 Training: System Administration Training A2. Under PART 4 EVALUATION PROCEDURES AND BASIS OF SELECTION, under 4.1.1 Technical Evaluation replace item (c) Step 3 Demonstration Data Validation Test (DVT) in its entirety and replace with the following: (c) Step 3 - Demonstration Data Validation Test (DVT) Following the bid evaluations, the top three (3) Bidders with the Highest Combined Rating of Technical Merit and Price will advance to the Demonstration - Data Validation Test (DVT). The Bidder must perform a DVT on a system of the type proposed for purchase by the Government of Canada to validate performance claims and feasibility of compliance with the stated requirements. Data Validation Testing will be conducted at a mutually agreed upon date/time/location during the month of September 2015. The tested system must be made available for a minimum of 15 hours of testing to be conducted over the course of 5 or less consecutive days. Only one DVT will be performed per compliant system; CBSA personnel must be able to observe and direct the testing. Test results from the DVT will be used to confirm compliance and point allocation to the evaluation criteria based on the Technical Evaluation Matrix, attached as APPENDIX 1 to PART 4 of the RFP. In the event of any discrepancy between the purported performance and technical scoring assigned under step 2 and the performance demonstrated during the DVT; the technical scoring will be adjusted to reflect the demonstrated performance accordingly. If results of the Demonstration - Data Validation Test (DVT) change the bidder s combined rating and if any of the three bidders combined rating drop below the 3rd ranked bidder, then that bidder will advance to Demonstration - Data Validation Test (DVT). Failure to demonstrate compliance with any of the assessed mandatory requirements will result in the Bidder's proposal being declared nonresponsive. CBSA will provide the DVT Test Plan to compliant bidders upon selection. CBSA will be responsible for all travel and living expenses for CBSA and PWGSC personnel attending the Testing. The Bidder will be responsible for all costs to furnish test equipment, test fixtures, radiation survey instruments required to demonstrate systems compliance. The Bidder will be responsible for all travel and living expenses for its personnel attending/performing the Testing.

A3. Under PART 6 RESULTING CONTRACT CLAUSES, delete item 6.2 Security Requirements for Foreign Suppliers in its entirety and replace with the following: 6.0 Security Requirements 6.2 Security Requirements for United States of America Suppliers The following security requirements apply and form part of the Contract. 6.2.1 The Foreign recipient Contractor shall, at all times during the performance of the Contract, hold a valid Facility Security Clearance, issued by the NSA/DSA of the UNITED STATES OF AMERICA, at the equivalent level of CONFIDENTIAL in accordance with the National Policies of the UNITED STATES OF AMERICA. 6.2.2 The Foreign recipient Contractor personnel requiring access to Canadian Government sites shall each hold a valid Personnel Security Clearance at the equivalent level of CONFIDENTIAL granted by the NSA/DSA of the UNITED STATES OF AMERICA, in accordance with National Policies of the UNITED STATES OF AMERICA. 6.2.3 Until the Foreign recipient's responsible NSA/DSA for industrial security of the UNITED STATES OF AMERICA has provided the Canadian DSA with the required written Personnel Security Screening assurances, the Foreign recipient Contractor personnel SHALL NOT ENTER Government or Contractor sites without an escort who holds the appropriate Personnel Security Clearance at the required level. An escort is defined as a Government of Canada or Contractor employee who holds the appropriate Personnel Security Clearance at the required level. 6.2.4 Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the UNITED STATES OF AMERICA NSA/DSA, in accordance with the National Policies of the UNITED STATES OF AMERICA. 6.2.5 The Foreign recipient Contractor visiting Canadian Government or industrial facilities, under this contract, will submit a Request for Visit form to Canada DSA, through their respective NSA/DSA. 6.2.6 The Foreign recipient Contractor shall comply with the provisions of the Bilateral Industrial Security Memorandum of Understanding between the UNITED STATES OF AMERICA and Canada, in relation to equivalencies. 6.2.7 The Foreign recipient Contractor must comply with the provisions of the Security Requirements Check List attached at Annex C. A4. Under PART 6 6.5 Term of Contract, delete item 6.5.1 Period of the Contract in its entirety and replace with: 6.5.1 Period of the Contract The period of the Contract is from date of Contract to December 1 st, 2016, inclusive. ALL OTHER TERMS AND CONDITIONS OF THE RFP REMAINS UNCHANGED.

B. QUESTIONS AND ANSWERS Q1. Is the dose of 5uSv/h correct? (please refer to Annex A Section 11.0) A1. Yes. Q2. Is it possible to have an extension for the RFP submissions? A26. Requests for extension will be evaluated based on case-by-case basis, subject to written request outlining rationale. Q27. How fast will award be done? A27. See RFP for timelines for DVT. Q28. Does the system demonstrated during the DVT have to be exactly the same as the proposed system? A28: No, but must demonstrate rated capabilities.

Will just normal maintenance (if required) be performed or will fault insertions be generated to test maintenance performance of more significant issues? A47. During the Site Acceptance Testing (SAT) all Radiological Safety Systems and failsafe capabilities will be tested. During the Occupational Stress Test (OST), any and all necessary corrective and preventative maintenance must be conducted promptly.

Q48. Is there a conflict between the Geotechnical Assessment Report and the actual site conditions with respect to the water table? a. Geotechnical Assessment Report identifies the groundwater table at approximately 2.0 meters below existing site grade. b. Actual inspection identifies the water table to be approximately 2 feet below existing site grade. A48.
