2 The purpose of this amendment is to provide answers to questions received regarding this RFP, in Part 1, and to revise M4 of section 3. Evaluation Criteria for B.5 Business Process Re-engineering Consultant Integrated Business Process (IBP) (Level 3) of Attachment 4.1: Evaluation Criteria fo the Proposed Resource(s) - Mandatory and Rated Requirements, in Part 2. PART 1 - QUESTIONS AND ANSWERS Question #001: Is there currently, or has there been within the past 12 months, resources performing this or similar services? If so, please provide the company name(s), contract duration(s), and dollar value(s). Answer #001: There has been and currently are resources performing similiar work but this is a new requirement including new Statements of Work. Those resources were obtained under the following contracts: - G /001/XN - Contract of $194, awarded to S.i. Systems Ltd. on March 20, 2012 and expired on February 6, G /001/XN - Contract of $257, awarded to Professional Computer Consultant Group Ltd. for a duration of 240 billable days + 2 options of 240 billable days each - G /002/XN - Contract of $243, awarded to Professional Computer Consultant Group Ltd. for a duration of 240 billable days + 2 options of 240 billable days each Question #002 Is there now, or in the last 12 months, a vendor providing the services as outlined in the SOW? If so, please provide the vendor name and contract value. Answer #002: Question #003: Are there currently or have there been within the past 12 months, incumbent resources providing the services as outlined in the solicitation? Answer #004: Question #005: In regards to the above mentioned solicitation, is there currently, or has there been within the past 6 months, an incumbent performing similar duties as described in the SOW? Answer #005: Question #006: Is there currently, or has there ever been Vendors/Contractors performing the work on this project? Answer #006: Question #007: With respect to the subject RFP, is there currently, or has there been within the past 12 months, a contractor(s) delivering the services similar to those services being solicited in this RFP? If so, who are the incumbent contractors for each of the roles, what have been the duration of the contract or contracts and total value for the services provided to date. Answer #007: Question #008: M4 for the Business Process Re-engineering Consultant Integrated Business Process (IBP) (Level 3), states: The bidder s proposed resource must demonstrate a minimum of 5 years experience conducting business process modeling using Business Process Modeling Notation (BPMN) 2.0 and editors such as Visio or igrafx. 1.1 M4 requests 5 years of experience in BPMN 2.0, we note that this version was only released in March 2011 and we therefore kindly request that the specified version 2.0 be removed. 4 1.2 Would the crown please confirm that M4 above will be evaluated for 5 years of combined experience with BPMN and Visio or igrafx? Please confirm if our assumption is correct. Answer #008: Please see change to solicitaiton in Part 2 of this amendment. Question #009: Due to current client commitments and the Easter holiday, would the Crown please consider extending the due date of this RFP for 2 weeks to May 9, 2014? Answer #009: No, Canada will not extend the closing date of this RFP due to the statutory holidays. Question #010: With respects Business Analyst Integrated Business Process (IBP), Business Analyst Enterprise Reporting and Business Process Re-engineering Consultant IBP to R3, R4, R5 and R6 For project experience to qualify, the project must have a minimum duration of 12 months Given the nature of the position(s), Business Analysts are typically brought in periodically throughout the lifecycle of the project and rarely for 12 months on the same project (especially 3 projects of 12 months in the last 5 years). That being said, would the Crown consider removing that project experience to qualify in its entirety OR reducing it from 12 months to perhaps 3 or 6 months? Answer #010: No, Canada will not remove nor reduce: 1) The minimum duration a resource must have been on a project to qualify. 2) The minimum duration a project must have had to qualify. Question #011: On Page 4 of 34, it states It is intended to result in the award of up to 3 contracts. Could you confirm that this means that we do not have to submit on all 3 roles? Answer #011: Canada confirms that the Bidders may submit bids on any or all of the categories. However, please note that if Bidders bid on category B.1 Business Analyst IBP, they must submit 2 separate resources in their bid in order to be considered. These 2 resources will be awarded together on the same contract. Page 4 of - de 5

5 Question #012 Can the Crown please confirm that vendors are to submit 3 separate bids One for the Business Process Re-engineering Consultant Integrated Business Process (IBP) (Level 3), one for the Business Analyst Enterprise Reporting (ER) (Level 2) and one for the Business Analyst - IBP (Level 2). Answer #012: Canada confirms that Bidders may submit up to 3 separate bids: One for one (1) Business Process Re-engineering Consultant Integrated Business Process (IBP) (Level 3), one for one (1) Business Analyst Enterprise Reporting (ER) (Level 2) and one for two (2) Business Analyst - IBP (Level 2). Question #013 For each resource vendors must show proof of a degree or diploma in Business or in an IM/IT related field from a recognized university or community college. Will the Crown accept a resource with 15+ years of Business Analysis experience combined with a Bachelor of Engineering Degree with emphasis on Telecommunications and Computer Science? Answer #013: Canada can confirm that it will give indicated point(s) to a bidder that shows proof that a proposed resource has an Enginering Degree for a rated requirement where it states: The bidder s proposed resource must show proof of a degree or diploma in Business or in an IM/IT related field from a recognized university or community college. Insert: The bidder s proposed resource must demonstrate a minimum of four (4) years combined experience conducting business process modeling using Business Process Modeling Notation (BPMN) 1.2/2.0 with editors such as Visio, igrafx or other Business Process Modeling tools.
