Convert existing Fiber Hubs, Communication Cabinets, Fiber Optic Variable Message Sign Systems, and Lane Control Systems to ATM (Asynchronous Transfer Mode). 2. Convert Existing Fiber Hub to ATM. 2. Remove existing Digital Loop Carrier and OC-3 Digital Multiplexer from Fiber Hub and deliver to TransGuide. 3. Provide, install, and make fully operational the following equipment in the Fiber Hub, meeting the Special Specifications in the plans (quantities of each item are shown on the plans for each Fiber Hub being converted): Dual OC-3 ATM MPEG2 Encoder Single Mode Fiber Optic Video/Data Transceiver Equipment (ATM) 3. Convert Existing Communication Cabinet to ATM. 2. Remove existing Data Service Unit from Communication Cabinet and deliver to TransGuide. 3. 4. Convert Existing Fiber Optic Variable Message Sign System to ATM. 2. Remove existing Data Service Unit from Fiber Optic Variable Message Sign Controller Cabinet and deliver to TransGuide. 3. Provide, install, and make fully operational the following equipment in the Fiber Optic Variable Message Sign Controller Cabinet, meeting the Special Specifications in the plans (quantities of each item are shown on the plans for each Fiber Optic Variable Message Sign System being converted): 5. Convert Existing Lane Control System to ATM. 2. Remove existing Data Service Unit from Lane Control System Controller Cabinet and deliver to TransGuide. 3. Provide, install, and make fully operational the following equipment in the Lane Control System Controller Cabinet, meeting the Special Specifications in the plans (quantities of each item are shown on the plans for each Lane Control System being converted): 6. Construction Methods. A. General. Provide equipment that utilizes the latest available techniques for design and construction with a minimum number of parts, subassemblies, circuits, cards, and modules to maximize standardization and commonality. 2-5 1840
Design the equipment for ease of maintenance. Provide component parts that are readily accessible for inspection and maintenance. Provide test points to check essential voltages and waveforms. Replace any equipment accidentally damaged during conversion to ATM at no cost to the Department. B. Electronic Components. Provide electronic components in accordance with Special Specification, Electronic Components. C. Mechanical Components. Provide external screws, nuts and locking washers that are stainless steel; no self-tapping screws will be used. Provide parts made of corrosion resistant material, such as plastic, stainless steel, anodized aluminum or brass. Protect materials from fungus growth and moisture deterioration. Separate dissimilar metals by an inert dielectric material. 7. Documentation Requirements. Provide 5 complete sets of operation and maintenance manuals. Include the following: Complete and accurate schematic diagrams. Complete installation procedures. Complete performance specifications (functional, electrical, mechanical and environmental) on the unit. Complete parts list including names of vendors for parts not identified by universal part number such as JEDEC, RETMA, or EIA. Pictorial of component layout on circuit board. Complete maintenance and trouble-shooting procedures. Complete stage-by-stage explanation of circuit theory and operation. 8. Testing Requirements. Conduct approved continuity, stand alone, and TMS equipment system tests on the equipment converted to ATM with the remote and laptop equipment. Furnish test data forms containing the sequence of tests containing all of the data taken as well as quantitative results for all tests. Submit test data forms with test procedures to the Engineer at least 30 days prior to the day the tests are to begin for Engineer s approval. Provide at least 1 copy of the data forms to the Engineer. Conduct an approved stand-alone test of the equipment converted to ATM at the field site(s). Test, at a minimum, all stand-alone (non-network) functional operations of the equipment with all of the equipment installed per the plans as directed by the Engineer. Provide approved and completed data forms to the Engineer as the basis for review and 3-5 1840
rejection or acceptance. Provide at least 30 working days notice prior to all tests to permit the Engineer or his representative to observe each test. The State will conduct approved TMS equipment system tests on the field equipment converted to ATM with the central equipment. The tests shall, as a minimum, exercise all remote control functions and display the return status codes from the controller. Prepare and deliver to the Engineer a report of any unit which fails to pass a test. Describe the nature of the failure and the corrective action needed. If the failure is the result or consequence of conversion to ATM, replace faulty equipment and repeat the test until equipment performs satisfactorily, at no additional cost to the Department or extension of the contract period. 9. Experience Requirements. Meet the following experience requirements prior to converting existing Traffic Management Equipment to ATM: Contractor or subcontractor has offered services in the installation of Fiber Optic Variable Message Signs (VMS), Lane Control Systems (LCS), Fiber Hubs, and Communication Cabinets for two continuous years. Two completed projects for each of the following items: A minimum of 2 VMS, 2 LCS, 1 Fiber Hub, and 1 Communication Cabinet where the Contractor or the subcontractor's personnel installed and tested this equipment. All components listed above need not be part of the same project, however, additional project references may be required in order to meet the minimum number of installed equipment items listed above. The VMS and LCS shall have been installed outdoors, permanently mounted on overhead structure(s) with related sign and LCS equipment. The completed system installations shall have been in continuous satisfactory operation for a minimum of 1 year. Prior to converting existing Traffic Management Equipment to ATM, provide a statement which outlines contractor s or subcontractor s qualifications on system installation experience. Information on system installation experience must include specific projects, locations, and dates for beginning and completion of installation. The statement must also include the name, telephone number, and address of a representative of the agency or business owning the system, who will be contacted by the Department. If requested by the State, demonstrate a working computerized control system with the various equipment items as described above. The demonstration must be performed within the continental United States. The Contractor will not be required nor expected to pay any associated travel or living expenses of the State's representatives to witness the demonstration. Failure to meet the above requirements will be sufficient reason for not being approved to convert existing Traffic Management Equipment to ATM. If approved subcontractors are unable to complete the entire project, resubmit prequalification material for approval before continuing work. Submit experience requirements statement a minimum of 2 weeks prior to converting existing Traffic Management Equipment to ATM, to allow the Department adequate time to review and request additional information if required. Any statement which does not correctly address all specified items shall be rejected for the reason of insufficient data. Failure to submit a complete and satisfactory statement shall be sufficient reason for not 4-5 1840
being approved for the conversion to ATM work. Submit all statements required by this Special Specification to the Traffic Management Engineer located at 3500 N.W. Loop 410, San Antonio, Texas, 78229. 10. Measurement. Convert Existing Fiber Hub to ATM will be measured as each Fiber Hub converted and tested as per this specification and as shown on the plans. Convert Existing Communication Cabinet to ATM will be measured as each Communication Cabinet converted and tested as per this specification and as shown on the plans. Convert Existing Fiber Optic Variable Message Sign System to ATM will be measured as each Fiber Optic Variable Message Sign System converted and tested as per this specification and as shown on the plans. Convert Existing Lane Control System to ATM will be measured as each Lane Control System converted and tested as per this specification and as shown on the plans. 11. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under Measurement will be paid for at the unit price bid for Convert Existing Fiber Hub to ATM, Convert Existing Communication Cabinet to ATM, Convert Existing Fiber Optic Variable Message Sign System to ATM, and Convert Existing Lane Control System to ATM. This price is for removing and installing specified components, installing all cables, connectors, materials and incidentals necessary to make new components operational; for documentation and testing; and for labor, tools, and equipment necessary to convert existing equipment to ATM. 5-5 1840
