1 PART III TECHNICAL SPECIFICATIONS OF THE REQUIRED SYSTEMS I. GENERAL The objective of this specification is to describe a system which uses solar energy to produce electricity. For each site (lot) one qualified contractor will be selected to provide all labour, supervision, equipment, tools, materials and incidentals necessary to install, test and commission the complete solar powered electricity supply system. The system shall operate off-grid in conjunction with the purpose-built electrical infrastructure/system for provision of the electricity for the essential equipment at each hospital. 1.1 SYSTEM DESCRIPTION Design Requirements Design, furnish and install four sets of new electricity supply systems using photovoltaic panels in the respective hospitals. Supplied equipment will have to be rated and warranted to withstand and operate under lowest-record-low and highest-record-high temperature for the location. The following design requirements apply: A. Provide a separate complete solar powered off-grid electricity supply system for each hospital. B. Systems should be designed for optimal annual performance, without sacrificing good aesthetics. C. Tilt angle of the PV arrays mounted facing due south should provide for maximum system efficiency. D. Systems must be simple and easy to maintain by design E. Systems must have automatic operation not requiring operator intervention F. Systems must include a monitoring system to measure systems outputs and performance. G. Design shall include all the systems components including photovoltaic panels, charge controllers, battery pack, inverters, as well as all other accessories and equipment required for completion and proper operation of the solar powered electricity supply systems. I. Design and size two [2] of the four [4] systems to supply at least 5kW and the remaining two [2] systems to supply at least 6kW electricity. J. Design and size the Battery packs to store and provide power for at least 18 continuous hours at each hospital. Battery pack must have option of getting charged from main grid when PV is not producing electricity (night hours or heavy cloud days). H. System design shall be documented with a schematic diagram that accurately describes all electrical components to be installed and the wiring design. Diagram should include: (a) Module series/parallel wiring (b) Conductor and ground wire types and sizing (c) Conduit types and sizing (d) Voltage drop calculations (e) AC breaker sizing Performance Requirements A. Solar powered electricity supply systems must be safe, reliable, require no operator intervention for normal operation, be visually unobtrusive, and be designed and installed in accordance with all applicable codes. B. PV panels must be installed on the buildings in a location and manner that is acceptable for normal safe operation, servicing and maintenance requirements. C. Two [2] of the four [4] systems must supply at least 5kW and the remaining two [2] systems must supply at least 6kW electricity. D. Each system must include proper battery pack to store and provide electricity for 12 hours of continuous usage during times that PV is not producing electricity. Battery pack must have option of getting charged from main grid when PV is not producing electricity (night hours or heavy cloud days). E. Include with the systems all labour, supervision, equipment inside and outside the building, tools, materials and incidentals necessary to design, supply, install, check/commission and place into operation, a complete solar powered off-grid electricity supply systems for use in the respective hospitals. 1.2 SUBMITTALS ITB/EMO/MAIN/ Page 60 of 71

2 Submit the following: A. Commercial Products Data with Performance Charts and Curves B. Annotate descriptive data to show the specific model, type, and size of the item. C. Provide ratings in accordance with applicable standards specified for selected system Solar System Design A. Submit a complete description of the design of the systems, including drawings, specifications, wind load and flow calculations and written narrative. B. Submit calculations of solar system performance leading to the proposed design. Include mechanical, electrical and structural drawings and specifications in sufficient detail for construction of the system Drawings A. Provide drawings for the system type and size containing a system schematic; B. Solar panel s layout and roof plan; C. A schedule of operation and installation instructions; D. A schedule of design information including solar panel height and width, gross area of panels, solar panels weight, weight of support structure, and tilt angle of collectors from horizontal. E. Include in the drawings, complete wiring and schematic diagrams, and any other details required to demonstrate that the system has been coordinated and will properly function as a unit. F. Show proposed layout and anchorage of equipment and appurtenances, and equipment relationship to other parts of the work, including clearances for maintenance and operation. G. Provide a detail of the joint connection between the solar panel mounting brackets and the roof membrane Instructions Submit instructions, in typed form, explaining preventive maintenance procedures, methods of checking the system for normal safe operation and procedures for safely starting and stopping the system, methods of balancing and testing flow in the system, and methods of testing for control failure and proper system operation Operating and Maintenance Manuals A. Submit manuals that detail the step-by-step procedures required for system start-up, operation, and shutdown. Include in the manuals the manufacturer's name, model number, service manual, parts list, and brief descriptions of all equipment and their basic operating features. B. List routine maintenance procedures, possible breakdowns and repairs, recommended spare parts, troubleshooting guides, equipment layout and simplified wiring and control diagrams of the system as installed. 2.1 GENERAL EQUIPMENT REQUIREMENTS PART 2 - PRODUCTS Standard or Pre-approved Products Furnish materials and equipment that are the standard products of a manufacturer regularly engaged in the manufacture of such products in compliance with internationally recognized standards such as ISO. All System components shall be new Nameplates Secure to the major item of equipment, the manufacturer's name, address, type or style, model or serial number. 2.2 WIRING SYSTEM Provide complete wiring systems with all the materials, including but not limited to, disconnects, wire, conduit, junction boxes, mounting hardware, monitoring equipment, and other electrical balance of systems components with their specifications and the drawings. 3 2.3 PHOTOVOLTAIC PANELS Physical characteristics A. Panels shall have monocrystalline, polycrystalline or multicrystalline cells with not less than 12% solar conversation efficiency (panels rated 16% - 22% or higher preferred). B. Panels shall have a weather-tight stainless steel or aluminium mounting brackets and hinges. C. All supporting structures including bolts and nuts shall be stainless steel. D. Furnish stainless steel assembly hardware including all bolts, washers, and nuts Performance requirements The bidder must warrant that PV modules shall: A. During the first ten (10) years from the date of installation, produce at least 90% of the minimum power output rating; B. During the first twenty (20) years from the date of installation, produce at least 80% of the minimum power output rating. 2.4 PV PANELS ARRAY Net Absorber Area and Array Layout PV panels array shall be oriented so that all panels face the same direction. Arrange the multiple rows array appropriately, so that no shading from other panels is evident between 1000 hours and 1400 hours solar time on December 21. Indicate minimum spacing between rows Supports for Panels Array A. Provide support structure for the panels array of stainless steel. Furnish a support structure, which secures the panels array at the proper tilt angle with respect to horizontal and orientation with respect to true south. B. The panels tilt angle shall vary by not more than +/- 30 degrees from the angle of the local latitude, and the azimuthal angle may vary by not more than +/-60% from due true south. C. Provide a support structure that will withstand the weight of the panels, snow loads, wind, seismic, and other anticipated loads without damage. D. Provide a support structure, which allows access to all equipment for maintenance, repair, and replacement. 2.5 INVERTERS General requirements A. The inverters shall be of grid-independent type. B. The voltage of the inverter shall be adjustable. C. The inverter shall have an intelligent LED display containing display of inverter mode, output, fault, saving mode, power, etc. D. The inverter shall have a full range of intelligent protection: over load, over current, over voltage, over heat, short circuit, low voltage, etc Performance requirements: A. The inverter(s) at Ton (Lot 1) and Alay (Lot 4) Territorial Hospitals should be rated to supply 11kW peak (surge) power and 6kW typical (usual) power. B. The inverter(s) At-Bashy (Lot 2) and Jalal-Abad (Lot 3) Territorial hospitals should be rated to supply 10kW peak (surge) power and 5kW typical (usual) power Warranty requirements The inverters shall have at least 2 years warranty covering labor and materials and 5 years warranty covering manufacturing defects. 2.6 BATTERY PACK General requirements ITB/EMO/MAIN/ Page 62 of 71

4 A. Battery type: Deep-cycle, maintenance free batteries with Absorbed Glass Mat (AGM) B. The batteries will have a minimum rating of 12V, 100 or more Ah, with discharge rate depending on model. C. 75 % of the rated capacity of the battery should be between fully charged & load cut of conditions. D. Battery pack must have option of getting charged both from PV panels as well as mains grid. The system must be designed in a manner that shall allow switching the charge system from PV Panels to mains grid during the long cloudy periods, when the PV panels output is minimal. E. Provide strong supportive racks or shelves for battery placement; batteries must not be placed directly on the floor Battery pack sizing and performance A. For Ton (Lot 1) and Alay (Lot 4) Territorial hospitals the system should be configured to draw at least 72kWh for each day at 50% discharge rate of the battery pack. B. For At-Bashy (Lot 2) and Jalal-Abad (Lot 3) Territorial hospitals the system should be configured to draw at least 60kWh for each day at 50% discharge rate of the battery pack. 2.7 CHARGE CONTROL SYSTEM General requirements Charge control systems (regulators) must be designed to keep the batteries at peak charge without overcharging and also do not allow the batteries drain past 50% when drawing power. Meters for Amps (from the panels) and battery Volts should be included into the system Features and functions: (a) MPPT function, (b) Microprocessor controller pulse width modulation (PWM) charging; (c) Temperature sensor battery charging compensation; (d) Overload protection (automatic restoration); (e) Overcharge protection; (f) Short circuit protection (automatic restoration); (g) Thunder protection; (h) Reverse discharge protection; (i) Reverse polarity connection protection (automatic restoration); (j) Under voltage protection. 3.1 INSTALLATION PART 3 - EXECUTION General requirements A. All mounting hardware shall be new and installed according to manufacturer specifications. B. All required over-current protection shall be included in the system and accessible for maintenance. C. The inspection or maintenance of combiner or feed through junction boxes shall not require the removal or displacement of modules or other obstructions. D. A listed means of disconnection from ALL sources of power (both AC and DC) shall be provided such that inverter source and output circuits can be safely isolated and removed for service. Disconnects shall be designed to be switched under load without an arcing hazard (e.g., blade-type or circuit breaker). Pull-out style disconnects shall not be used. E. All electrical terminations shall be torque to specification, secured, and strain-relieved as appropriate. Wire ends shall be coated with anti-corrosive compound prior to termination. F. All cables, conduit, exposed conductors, and electrical boxes shall be secured and supported according to code requirements and in accordance with their performance. G. When outdoors or exposed to moisture, twist-on wire connectors used for AC connections shall be listed for usage in a damp/wet location. H. Junction boxes and combiner boxes shall be listed and suitable for their environment and conditions of use. Bell-type boxes shall not be used in a damp or wet location. I. Permanent labels shall be applied to system components. J. Disconnect switch coverplates (not switch handles) should be secured closed for safety (i.e., padlock, zip tie, etc.). K. Inverters shall be installed according to manufacturer's specifications and: L. Inverters shall be installed in their designated locations. ITB/EMO/MAIN/ Page 63 of 71

5 3.1.2 PV Panel Array Install PV panel array at the proper tilt angle, orientation, and elevation above roof. Install the PV panels with the ability to be removed for maintenance, repair, or replacement. Array racking and mounting systems shall be engineered and installed to meet local wind, snow, and seismic load requirements. All mounting hardware shall be installed according to manufacturer specifications Array Supports Install array support system/racking in accordance with the recommendations of the PV panel manufacturer Roof Penetrations All roof penetrations shall be made permanently waterproof. Contractor shall install the rack system as per manufacturer s recommendations Battery-pack installation A. Batteries shall be located in the designated secure rooms that meet seismic requirements and are weatherproof as needed. B. The racking system for the batteries shall be properly installed and batteries shall be put on the racks. C. Access to live battery terminals shall be limited per applicable safety codes. D. Flooded lead acid batteries shall be housed taking into consideration the applicable safety requirements, vented to the outdoors and with a nearby clearly marked safety kit. E. Battery interconnect and inverter cables shall be properly sized, with secure crimps and lugs on ends. Lugs and terminals shall be listed for the wire type used. F. Charge controller and inverter settings shall be appropriate for the systems batteries and set for grid-independent optimum performance. G. Temperature compensation probes for inverter and/or charge controller shall be installed to control battery charge properly. H. Array configuration shall operate within current and voltage limits of charge controller, accounting for temperature-adjusted array voltage under record high and low temperatures for that location. I. Ground fault protection shall be added to the system if not included in the inverter. J. Customer manual shall include instructions for operation, maintenance and safety procedures for batteries, charge controller, and inverter. 3.2 INSPECTION AND TESTING Instructions Prepare condensed operating instructions explaining preventative maintenance procedures, methods of checking the system for normal safe operation, and procedures for safely starting and stopping the system, in typed form, framed as specified above, and posted beside the diagrams Acceptance Testing and Final Inspection Maintain a written record of the results of all tests, to be submitted in booklet form Operational Test Operationally test the system over a period of 48 consecutive hours with sufficient solar insolation to cause activation of the solar energy system during daylight hours Overall System Operations Demonstrate the solar energy system will operate properly while unattended for a period of at least 72 hours. As required by system design, demonstrate that system will start producing electricity from sunlight including during cloudy weather over a minimum of three complete cycles. 3.3 FIELD TRAINING Provide a field-training course to staff members regarding the operational and maintenance procedures after the system is functionally complete. Include in the training a discussion of the system design, layout and demonstrate routine operation, maintenance and troubleshooting procedures. ITB/EMO/MAIN/ Page 64 of 71

6 4. Drawings Section III Schedule of Requirements These Bidding Documents includes no drawings. 5. Inspections and Tests The following inspections and tests shall be performed: The Vendor shall get the Goods inspected in the manufacturer s works by a competent authority and submit a test certificate and also a guarantee/warranty certificate that the Goods conform to laid down specifications. UNOPS or its representative may inspect and/or test any or all item of the Goods to confirm their conformity to the Contract, prior to dispatch from the manufacturer s premises. Such inspection and clearance will not prejudice the right of the consignee to inspect and test the Goods on receipt at destination. If the Goods fail to meet the laid down specifications, the supplier shall take immediate steps to remedy the deficiency or replace the defective Goods to the satisfaction of the Purchaser.
