Supervising Welfare Fraud Investigator Merced County Human Services Agency Application Deadline Monthly Salary $5,357 - $6,519 Recruitment Type Wednesday, September 16, 2015 at 5:00pm PST Open to the Public, Full-Time Tentative Examination Date Oral Examination Week of September 28, 2015 Work Location The Position Examination will be held in Merced County Merced, California Merced County is an Equal Opportunity Employer Under direction, to plan, organize, coordinate, and supervise the investigative and office support work of an investigation unit engaged in investigating cases of suspected fraudulent receipt of public assistance; to serve as liaison with the District Attorney's office and other law enforcement agencies; to act as receiver of Department subpoenas; to direct the work of a unit engaged in locating and developing financial resources of clients; to supervise staff who participate in the arresting and booking of suspects; to negotiate for and secure repayment or funding owed the Human Services Agency; and to do related work as required. Incumbents in this class are responsible for directing the initial, on-going, and final investigative activities of suspected fraud cases referred to the District Attorney s Office. Investigation includes making a rapid determination whether aid should be withheld and gathering detailed evidence which may be used by the District Attorney in prosecution for fraud. Incumbents will also be responsible for directing preventative welfare fraud programs. Minimum Qualifications While the following requirements outline the minimum qualifications, only applicants who demonstrate the best qualifications match for the job will be selected to continue in the 1

recruitment process. Applicants must meet the minimum qualifications by the application deadline. Three (3) years of full-time paid experience in criminal investigation work locating observing and interviewing suspects and witnesses and preparing reports of findings. AND Equivalent to graduation from a four (4) year college or university. (Additional qualifying experience may be substituted for the required college on a year-for-year basis.) Additional Information A valid driver s license may be required at the time of appointment and employees may also be required to drive their own car, provide proof of car insurance, and a DMV clearance. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis. Applicants for positions within the Human Services Agency are subject to a criminal history background check. Prior to appointment to peace officer status a background check, psychological and physical exam shall be required. Must obtain a valid basic P.O.S.T. certificate within 12 months of appointment, failure to do so will result in termination. There is no existing eligible list. The eligible list established from this recruitment will be used to fill part-time and full-time regular, limited-term or extra-help positions as vacancies occur or the need arises. Knowledge and Abilities The following may be tested in the examination. Knowledge of: Public welfare programs and goals. Principles and practices of employee supervision, development, and evaluation. Investigative techniques and sources of information. Financial and credit transactions, including principles of bookkeeping. Legal procedures and rules of evidence with particular reference to fraud investigation. Laws and regulations applicable to fraud investigation. Principles of identification, preservation and presentation of evidence. Laws of search and seizure. Techniques of locating and interviewing clients. Preparing and serving search warrants. Ability to: Plan, organize, direct, and coordinate the investigative functions of the County Human Services Agency. 2

Supervise, train, and evaluate the work of assigned staff. Teach awareness and acceptance of the purposes of public assistance. Develop and analyze data, drawing valid conclusions. Prepare and present evidence, reports and correspondence in effective oral and written form. Effectively represent the Human Services Agency in investigative functions in contacts with recipients, the public, other County departments, and other government agencies. Establish and maintain cooperative working relationships with those contacted during the course of work. Work independently. Deal effectively with potentially hostile people of diverse backgrounds.
