The motion passed. Approval of the Minutes: Dated August 24, 2010. On a motion made by Commissioner Hartle and second by Commissioner Reddinger to approve the minutes dated August 24, 2010 as presented. The motion passed. Correspondence: Letter dated August 19, 2010 from the Department of Public Welfare (DPW) informing the County that the FY 2010-2011 Human Services Development Fund (HSDF) Pre-Expenditure Plan has been approved. Final allocation amount: $80,020.00. Note: Kay Rupert stated that as of September 2 nd, the allocation had again been reduced to $79,220.00. Press Release dated August 31, 2010 from U.S. Senator Bob Casey announcing certification of Owens-Illinois Workers for Trade Adjustment Assistance. Business: On a motion made by Commissioner Hartle and second by Commissioner Reddinger to approve seeking Requests for Proposals (RFP) as presented. The motion passed. Discussion: There will be a pre-proposal conference on September 16, 2010 in the Commissioner s conference room to answer questions of firms interested in submitting proposals.

1. Approval to seek Request for Proposals (RFP) Clarion and Forest County Transportation Offices for the Human Service Transportation Plan, Program Management and Services Delivery. 1) Sealed proposals are due no later than 11:00a.m. EST on October 11, 2010. 2) The proposals will be opened on October 12, 2010 at the regularly scheduled Commissioner s Office. 3) The RFP is posted on the County web site. On a motion made by Commissioner Hartle and second by Commissioner Reddinger to approve a contract renewal for MH/MR/EI Administration with Clarion Vocational Services as presented. The motion passed. 2. Approval of a contract renewal for MH/MR/EI Administration with Clarion Vocational Services for housekeeping. Cost: $2,151.12/yr - $179.26/mo. County match: $215.11. On a motion made be Commissioner Reddinger and second by Commissioner Hartle to approve an amendment to the Open Flow Energy Agreement as presented. The motion passed. 3. Approval of an amendment to the Open Flow Energy Agreement - $5.599/Dt. Effective: September 1, 2010 through May 31, 2011. On a motion made be Commissioner Reddinger and second by Commissioner Hartle to approve a contract with JL Nick Associates, Inc. as presented. The motion passed. 4. Approval of a contract between Clarion County and JL Nick Associates, Inc. for Recruiting Support. Cost: $125.00/hr not to exceed $5,000.00. Effective: September 7, 2010. On a motion made by Commissioner Hartle and second by Commissioner Reddinger to approve a new contract for Clarion County Elections with ElectionsIQ, LLC as presented. The motion passed. Discussion: The firm does Election preparation work: programs, machine maintenance, print ballots, proof read ballots and becomes the IT for election day. 5. Approval of a new contract for Clarion County Elections with ElectionsIQ, LLC. to conduct election management for the November 2010 election. Total cost: $7,400.00. Effective: September 2, 2010 through November 2, 2010. On a motion made by Commissioner Hartle and second by Commissioner Reddinger to approve the Medical Assistance Transportation Program (MATP) Grant agreement as presented. The motion passed. 6. Approval of a Medical Assistance Transportation Program (MATP) Grant agreement. FY July 1, 2010-June 30, 2011 Allocation: $500,568.00.

On a motion made by Commissioner Hartle and second by Commissioner Reddinger to approve the appointment of Patricia Peters to the Clarion County Housing Authority as presented. The motion passed. 7. Approval of an appointment of Ms. Patricia Peters of Clarion to the Clarion County Housing Authority to fill unexpired term of Robert Bodenhorn. Term expires: January 1, 2014. On a motion made by Commissioner Hartle and second by Commissioner Reddinger to approve the exoneration of $5.25 per capita tax for a Monroe Twp taxpayer as presented. The motion passed. 8. Approval of an exoneration of $5.25 per capita tax for 2010 for a tax payer in Monroe Twp who has met all qualifications. On a motion made by Commissioner Hartle and second by Commissioner Reddinger to approve the proclamation for the 1954 Bobcat team as presented. The motion passed. 9. Approval of a Proclamation to proclaim September 10-12, 2010 as 1954 Bobcat Undefeated/Little Seven Championship Weekend in Clarion County. On a motion made by Commissioner Hartle and second by Commissioner Reddinger to approve the request submitted by Clarion College Conservatives as presented. The motion passed. Note: Commissioner Cyphert stated that the Never Forget Project did not take place. The order of flags for the Clarion College Conservatives display did not arrive. 10. Approval of request submitted by Clarion College Conservatives for Sunday the use of the Clarion County Memorial Park from 5:00p.m., Wednesday, September 8, 2010 through 2:00p.m.,, September 12, 2011. This group will be carrying out the Young America Foundation s Never Forget

Project by placing approximately 3,000 miniature American flags on the lawn of the Park to signify the victims who lost their lives in the September 11, 2001 tragedy. On a motion made by Commissioner Hartle and second by Commissioner Reddinger to approve the General Fund Bills as presented. The motion passed. 11. Approval of General Fund Bills dated August 20, 2010 through September 9, 2010. Totaling $886,342.78. On a motion made be Commissioner Reddinger and second by Commissioner Hartle to approve the Budget Transfers as presented. The motion passed 12. Approval of Budget Transfers dated August 19, 2010 through September 9, 2010. The motion passed. Discussion: Rita Woodard, Prevention Specialist for Clarion Drug and Alcohol Services, was present to accept the Proclamation. She stated that September has been proclaimed as recovery month for those who are recovering from substance abuse. Clarion Drug and Alcohol Services is managed by the Armstrong/Indiana

Drug and Alcohol Services and was started in Clarion County in July of this year. Their goal is to name every September as Alcohol and Drug Addiction Recovery Month. 1. Approval of a Proclamation for the Clarion Drug and Alcohol Services proclaiming September 2010 as National Alcohol and Drug Addiction Recovery Month. On a motion made by Commissioner Hartle and second by Commissioner Reddinger to approve a grant application as presented. The motion passed 2. Approval of a Grant application for the Byrne Justice Assistance Grant for the Clarion County Sheriff s Office. This addition to the Clarion County Courthouse Security will establish security for the Courthouse, which shall include one point of entry manned by a sheriff s deputy and necessary equipment. Project date: 1/1/2011 13/31/2011. Grant total: $107,124.00. County match of 25% ($26,781.00). Questions and Answer Period: Angie Keller from the Leader Vindicator asked if the Security grant will pay for a new system or if it is an addition to what the County has. This is in addition to what we already have. It will cover wages for the deputy on duty at the security point and schooling for the x-ray machine and how to identify unusual object.
