1 THE STATE OF TEXAS COUNTY OF ORANGE BE IT REMEMBERED that a Special Court Session was held on Monday, March 29, 2010 at 2:00 P.M. in the Commissioners Courtroom of the Orange County Administration Building with the following in attendance: Carl K. Thibodeaux, County Judge David Dubose, Commissioner, Precinct No. 1 Owen Burton, Commissioner, Precinct No. 2 John Dubose, Commissioner, Precinct No. 3 Beamon Minton, Commissioner, Precinct No. 4 The meeting was called to order at 2:08 P.M., Douglas Manning, Assistant County Attorney gave the invocation, Carl Thibodeaux led in the Pledge of Allegiance and the following business was transacted, towit: APPROVE MINUTES Motion made by John Dubose, seconded by Beamon Minton approving the minutes of the Special Court Session held March 22, 2010, as circulated. 1. PROCLAMA- Motion made by Owen Burton, seconded by Beamon Minton authorizing the Orange County TION Commissioners Court to issue a Proclamation proclaiming April, 2010 as Confederate History and Heritage Month in Orange County, Texas. 2. RESOLUTION Motion made by John Dubose, seconded by David Dubose authorizing the Orange County Commissioners Court to issue a Resolution affirming the importance of the Community Emergency Response Teams (CERT).

TREASURER S Motion made by John Dubose, seconded by Beamon Minton accepting the monthly reports MONTHLY from the County Treasurer for the month of February 28, 2010 into the minutes of the Court as REPORTS follows: a. Approval of Interest Earned to Date in the amount of $61, b. Approval of Investment in TexPool, Super-General, Certificates of Deposit and U.S. Agencies in the amount of $9,640, c. Treasurer s report of revenues and disbursements. d. Pledged Security Collateral in the amount of $57,140, as follows: Wells Fargo Bank $55,748, Capital One Bank $ 1,391, ACCEPT Motion made by John Dubose, seconded by David Dubose filing in the minutes of the Court DEPOSIT a direct deposit from the State Comptroller of Public Accounts in the amount of $255, These funds represent the ½ cent Sales and Use Allocation for the month of January, 2010, and has been credited to the General Operating Fund. 5. BILLS PAID Motion made by David Dubose, seconded by Owen Burton authorizing payment of bills approved by the County Auditor as per attested listings and also specifically as follow: a. $87, to O.C.A.D., from general fund ( ) for second quarter funding due April 1, GENERAL FUND $303, ROAD & BRIDGE 22, MOSQUITO CONTROL 9, ADULT PROBATION OTHER FUNDS 13, TOTAL FOR PAYMENT $349,240.62

LINE ITEM Motion made by Owen Burton, seconded by David Dubose authorizing Line Item Transfer TRANSFER as follow: FROM: (Office Supplies)...$(13.00) TO: (Printing & Binding) PURPOSE: To provide funds for the remainder of the fiscal year. 7. AUDITOR S Motion made by John Dubose, seconded by Beamon Minton receiving the County Auditor s FINANCIAL financial report for fiscal year to date through February 28, REPORT 8. RECOGNIZE The Court recognized Lori Wiggins with TAC who discussed a privately owned vehicle LORI WIGGINS insurance endorsement for county employees using private vehicles in county work. 9. MOVE Motion made by John Dubose, seconded by David Dubose that Orange County move FORWARD forward with the intent of purchasing a privately owned vehicle insurance endorsement WITH POV for the Constables and their Deputy Constables that are doing county work in their private INSURANCE vehicles. 10. DISCUSSION Discussion on protecting the health, safety, welfare and property of the citizens of Orange ONLY County, Texas affected by Hurricane Ike.

EARLY Motion made by Beamon Minton, seconded by John Dubose authorizing the Early Voting VOTING Dates, Times and Locations for the April 13, 201 Run-Off Election, as follows: DATES Monday, April 5, 2010 through Friday, April 9, :00 a.m. through 5:00 p.m. Orange Public Library 220 North 5 th Street, Orange, Texas Bridge City Public Works Building 220 Nitsche, Bridge City, Texas Mauriceville-First Baptist Church Hwy 12, Mauriceville, Texas Raymond Gould Community Center 385 Claiborne, Vidor, Texas 12. NOTICE OF Motion made by John Dubose, seconded by Beamon Minton authorizing the County Judge to RUN-OFF sign notice of the April 13, 2010 Run-Off Election for publishing in the local newspaper. ELECTION 13. APPROVE Motion made by Owen Burton, seconded by David Dubose approving a hotel rate of $ HOTEL RATE to stay at the hotel where the Texas Aviation Conference is being held in the Woodlands and the special conference rate of $ The maximum county rate is $ There is enough money in the Loss Control and Airport Budgets to cover this. 14. PURCHASE Motion made by Beamon Minton, seconded by John Dubose authorizing the purchase of one CONTAIN- (1) insecticide containment pallet required to increase chemical storage capacity at aircraft MENT PALLET hanger. No additional funds requested. Containment pallet to be purchased at a cost of $1, from savings incurred through approved capital outlay expenditures.
5 15. FILE PLAT Motion made by John Dubose, seconded by Beamon Minton approving for filing only a minor plat of Steiner Place subdivision as approved by Orange Planning and Zoning Commission. A copy of the plat will be provided to the City of Bridge City. (See Maps Volume 11, Page 74.) 16. COMMENTS David Dubose asked Patrick Beebe to give an update on mosquito control and spoke on the start of the Healthy County program. Owen Burton addressed the Court on the National Healthcare and the County s Indigent responsibility. Carl Thibodeaux spoke on Mr. Judy being out of compliance with the Junkyard Rules and Regulations. Doug Manning gave a brief litigation update o the Court. 17. ADJOURN Motion made by Beamon Minton, seconded by John Dubose to adjourn the Commissioners COURT Court meeting.
