1 Lewistown, PA February 19, 2015 The Board of Mifflin County Commissioners met for their Regular Meeting on Thursday, February 19, 2015 at 9:00 a.m. In attendance were Commissioners Mark A. Sunderland, Otis E. Riden, Jr., and Kevin P. Kodish; Co. Solicitor Patricia Gardner; Chief Clerk Cathy Romig; and Fiscal Assistant Ellen Ammon. Bill Gomes; Chief Probation Officer Todd Harpster; and Lucas Parkes, EADS Group. The meeting was called to order at 9:00 a.m. by Chairman Sunderland. I. A moment of silent prayer was observed as the Invocation. II. III. The Pledge of Allegiance was said by all present. Approval of Minutes: Motion was made by Commissioner Riden to accept the minutes of the Regular Meeting of February 5, 2015 as received. Seconded by Commissioner Kodish. The motion was unanimously approved. IV. Approval of Bills: 1. Old Business: None VIII. New Business: A. Allocation of $8, from Act 13 open space funds to assist with a trail feasibility study: Planning Dir. Bill Gomes explained that Act13 money is set aside from the Marcellus Shale Funds. The county receives $40,000 a year in Marcellus Shale Funds even though there is no Marcellus shale activity in the county. This is to be used for open space and recreational services. Part of implementing the County Comprehensive Plan, the Planning Commission has made a recommendation for trail development and a feasibility study. Motion was made by Commissioner Riden to approve the allocation of $8, from Act 13 open space funds to assist with a trail feasibility study. Seconded by Commissioner Kodish. B. Request for real estate tax refund: Parcel No. 12,22-314A located in Armagh Township removal of a mobile home County portion $ ( )

3 Motion was made by Commissioner Kodish to approve the request for real estate tax refund on the above listed parcel. Seconded by Commissioner Riden. The motion was unanimously approved. C. Request for exoneration of 2014 real estate tax bill and relieve the tax collector from collecting this bill: Parcel No. 20, ,000 located in Union Township taxpayer did not receive this bill and will be re-billed with the March 2015 supplemental billing County portion $ Parcel No. 20, ,000 located in Union Township taxpayer did not receive this bill and will be re-billed with the March 2015 supplemental billing County portion $ Parcel No. 20, A--,000 located in Union Township taxpayer did not receive this bill and will be re-issued with the March 2015 supplemental billing County portion $ Motion was made by Commissioner Kodish to approve the request for exoneration of 2014 real estate tax bills and relieve the tax collector from collecting the bills on the above listed parcels. Seconded by Commissioner Riden. Ms. Bolling asked that since the taxpayer did not get their bills then they don t have to pay till the following billing. Chairman Sunderland explained that the Union Township tax collector is a new tax collector and she did not send the taxpayers their tax bills. Other than charging the taxpayers penalties and fees on the taxes by allowing them to go delinquent, the right thing to do is exonerate them and have the taxpayers pay their taxes in March D. Agreement with Central Counties Youth Center for $40, per quarter totaling $160, (last year $171,865.00): Motion was made by Commissioner Riden to approve the Agreement with Central Counties Youth Center for $40, per quarter totaling $160, (last year $171,865.00). Seconded by Commissioner Kodish. Ms. Bolling asked what kind of an agreement this is. Commissioner Riden answered that it is a yearly agreement where we send our juvenile offenders because they are not allowed to be put in prison. The juvenile detention center is located in Bellefonte, PA. This is a joinder with four other counties. Ms. French asked if this is the only facility that Mifflin County uses for its juvenile offenders. Chief Probation Officer Todd Harpster answered yes. Mifflin County is in agreement or joinder with four other counties. Because of this, Mifflin County does not pay a per diem per juvenile housed there, but pays so much per year because it is considered a home county. Chief Probation Officer Todd Harpster also stated that the rate has gone down since last year due to the closings of other detention centers. Other juveniles from outside counties have been coming in and using this facility. This makes the rate go down. Commissioner Riden said that there is always room for our kids even though outside counties are using the facility due to detention centers closing across the state. Chief Probation Officer Todd Harpster added that they can never turn us away. Ms. French asked if the outside counties pay a daily per diem. Commissioner Riden and Chief Probation Officer Todd Harpster both answered yes.

Application for the second year of the Juvenile Treatment Court Grant - $260,903.00: Chief Probation Officer Todd Harpster said that this is the second year of the federal grant and this is a renewal for the second year. This grant runs the Juvenile Treatment Court and helps pay for officers salaries, counseling, drug testing, and those types of things. Motion was made by Commissioner Kodish to approve the application for the second year of the Juvenile Treatment Court Grant. Seconded by Commissioner Riden. The motion was unanimously approved. F. Treasurer s Report of 2014 Tax Duplicate and exonerate the tax collectors from any further collection of 2014 taxes: Treasurer Civitts said this report is the amount of taxes that the tax collectors have turned into the Tax Claim Bureau minus what taxes have been exonerated over the past year. Nancy Laub has signed off verifying that she got the same amount that Treasurer Civitts got for Motion was made by Commissioner Kodish to approve the Treasurer s Report of 2014 Tax Duplicate and exonerate the tax collectors from any further collection of 2014 taxes. Seconded by Commissioner Riden. G. Hiring of Jordan Yohn for part time Corrections Officer effective February 14, 2015: Motion was made by Commissioner Kodish to approve the hiring of Jordan Yohn for part time Corrections Officer effective February 14, Seconded by Commissioner Riden. H. Resignation of Diego Alcalde from part time Corrections Officer effective February 12, 2015: Motion was made by Commissioner Riden to accept the resignation of Diego Alcalde from part time Corrections Officer effective February 12, Seconded by Commissioner Kodish. I. Quarterly Report from Chris Wysocki, Juniata Valley Behavioral and Developmental Services Administrator: Juniata Valley Behavioral and Developmental Services Administrator Chris Wysocki said that their fiscal situation is good. Invoices are coming in from providers normally and things are going well. They were concerned that there would be a take back by the state, but that is not happening this year. The money that was held back will go back to the community through services provided. Service numbers for Mifflin County are as follows: 261 Individuals receiving Intellectual Disability Services 522 Individuals receiving Mental Health Services 45 Children receiving Early Intervention Services There is a new Early Intervention Coordinator and she has been in that position for a little over a month now. She is doing quite well and we are getting a lot of positive feedback. Things are going well at this point in time, Mr. Wysocki concluded. Ms. Bolling asked if they had any children in placement right now. Mr. Wysocki answered that in the three counties there are children in placement. However, the Juniata Valley Behavioral and Developmental Services do not pay for any children in placement. There are children in residential treatment facilities being paid for through the health choices dollars. He doesn t know what the number of children is across the three counties.

5 Ms. Bolling asked if he knew the number for Mifflin County. Mr.Wysocki answered that he did not know the number. IX. Public Comment: Chairman Sunderland explained the procedures for the public comment period. Ms. Bolling asked about the cutoff of the agenda. She said that someone stopped in to get an agenda yesterday at noon and it wasn t done yet. Chairman Sunderland answered that the cutoff for agenda items is Wednesday at noon. Ms. Bolling asked when she can come get an agenda. Chairman Sunderland said she could get an agenda around 2:00 pm or 2:30 pm on Wednesday, the day before the meeting. Occasionally, the agenda changes the morning of the meeting, but this does not happen very often. Armagh Township Supervisor Mike Reed thanked the Commissioners for the good job they do and expressed his support. Armagh Township Supervisor Glen Boyer thanked the Commissioners for supporting Armagh Township and helping them to get grant money. Mr. Moyer complimented the Commissioners on doing a tremendous job.
