Statement of Qualifications for Natural Resource Management Services October 2014 Prepared By: Michael Zenthoefer Point Environmental LLC 911 N Birch ST Canby, OR 97013 541 207 8441 mikez@pointenv.com www.pointenv.com

Who is Point Environmental? Point Environmental, LLC is a Pacific Northwest company offering biological field research services and environmental monitoring services. Point Environmental was started in mid 2013 and is currently a sole proprietor LLC. What Does Point Environmental Do? I started Point Environmental to offer a more complete set of environmental services to resource managers. I provide high quality and effective environmental data collection and natural resource services. I offer the following services at cost effective rates which increase my client s overall project quality. Aquatic Physical Habitat Surveys Biological Assessment Culvert Surveys Environmental Assessment Fish Presence/absence Surveys General Environmental Reconnaissance Perennial Flow and Stream Initiation Surveys Stream and Air Temperature Data Logging Surface and Groundwater Sampling Keys to Success My keys to success are comprised of the following factors: Oregon Department of Forestry Fish Presence/Absence Surveys Port of Vancouver Ground Water Sampling Passion about the environment Accurate estimates and timely delivery Relationships with scientist and natural resource managers Quality and unique workmanship Surface Water Sampling Holden Mine I believe the best approach to project management is clear and frequent communication. I prefer to over communicate on a subject rather than let confusion cause problems and delay schedules. Site Restoration Monitoring ODOT B508 Page 1 of 7

Relevant Past Project Experience Oregon Department of Forestry Fish Presence/Absence and Perennial Flow Surveys (ODF) Cost: $44,000 Job Type: Fish/Stream Survey Location: Clatsop County Completed: 2014 This project involved surveying streams in the Clatsop State Forest for the presence of fish in small streams. The project also included recording the end of perennial flow in each stream segment. Fifteen remote timber sale units were sampled. Fish were found using backpack electrofishing. Trees were tagged at the end of fish use and perennial break in each stream segment. Geospatial data was recorded using a handheld GPS. Geotagged photos were taken at the end of fish use and perennial break to document stream conditions. Surface water temperatures and conductivity measurements were recorded on field data sheets for each stream segment. The project began in March of 2014 and was completed in June of 2014. Upper Columbia River Fish Sampling (Parametrix) Assisted in the collection of multiple target fish species on the Upper Columbia River using boat electrofishing in 2009. Fish were captured at night and then dissected for laboratory tissue analysis. The ultimate client and purpose of the sampling is confidential. Page 3 of 7

US EPA Freshwater Habitat Project (EPA) Performed the following tasks as a field technician for the Environmental Protection Agency in 2005 and 2006: Physical habitat survey using EMAP protocols Electrofishing for multiple target species Stream temperature data logging Stream mapping PIT tagging Soil density fractionation Holden Mine Remediation (Parametrix) Cost: $250 million Job Type: Mine Remediation Location: Chelan County Completed: Ongoing Holden Mine was an active copper mine from the 20s to the 50s and is now being remediated by RioTinto. Assisted Parametrix (a sub to RioTinto) with efforts to continue an ongoing groundwater monitoring effort aimed at determining the effects of mine remediation activities on ground and surface water conditions. Ground water was sampled using low flow peristaltic pump methods and surface water was sampled using grab methods. Water was analyzed for anions, alkalinity, total suspended solids, dissolved organic carbon, total metals, dissolved metals, sulfide, humic acids, and volatile organic compounds. Water quality parameters were measured and recorded using YSI multimeters during purging and sampling. Port of Vancouver Groundwater Sampling (Parametrix) Cost: Ongoing Job Type: Groundwater Monitoring Location: Vancouver, WA Completed: Ongoing Assisted Parametrix from 2012 2013 in an ongoing effort to monitor the condition of groundwater at the port of Vancouver which has been polluted during years of industrial development. Sampled via low flow methods for volatile organic compounds. Page 4 of 7

Albany Hydroelectric Surface Water Sampling (Parametrix) Cost: Unknown Job Type: FERC Relicensing Location: Albany Oregon Completed: 2010 The City of Albany went through a Federal Energy Regulatory Commission (FERC) process to relicense their small hydroelectric facility on the Calapooia River. Assisted in sampling surface waters for dissolved gases in the vicinity of the hydroelectric tailrace and report preparation for the FERC relicensing effort. Dissolved gases were measured and recorded using a Hydrolab Datasonde. South Santiam Pipeline (Beggs) Cost: $600k Job Type: Pipeline Protection Location: Albany, Oregon Completed: 2012 This project involved the isolation and repair of an exposed natural gas pipeline in the South Santiam River. Assisted with fish salvage and reporting to the US. Army Corps of Engineers. Columbia River Crossing Marine Mammal Monitoring (Parametrix) As part of the proposed Columbia River Crossing project, to construct a new bridge over the Columbia River between Portland and Vancouver, the project team was tasked with determining the potential hydro acoustic effects on fish and marine mammals from in water pile driving. I assisted the team in monitoring for the presence of Pinnipeds during a test program to drive pile in the main channel. Various types of attenuation measures and hydrophones were used to measure sound levels under water. Due to federal regulations regarding the protection of marine mammals, pile driving was suspended if a marine mammal was spotted within the zone of potential effect. Page 5 of 7

Biography Michael Zenthoefer I graduated from Oregon State University in 2007 with a degree in environmental science and a year and half of fisheries biology field work experience. I have previously worked for Parametrix (June 2007 February 2014) as an environmental scientist, permitting manager, and environmental construction site inspector, and for the EPA (June 2005 September 2006) as a physical science technician. I have diverse experience in environmental services including environmental assessment, biological assessment, aquatic surveying, water quality sampling, and monitoring, in stream work, erosion and sediment control design, installation, maintenance and management, and environmental site management. I am a Certified Professional in Erosion and Sediment Control which allows Point Environmental to provided stamped erosion and sediment control plans for various agencies. I started my own company in order to provide better value and more effective services to my clients and the environment.
