1 Aiding the Hydro-scheme development process. Web-links to useful information sources Web-pages are in bold. These pages aim at providing developers, land-owners, decision makers and advisors with a collation of useful links which can be used to gather the appropriate and required environmental information, using available guidance etc., in order to complete an Environmental Statement and improve mitigation works to keep the impacts of a proposed and working hydro-electric scheme to a minimum. SEPA - Hydropwer - SEPA Planning - How and when to contact SEPA; Energy; and Flood Risk. SEPA has introduced new water monitoring and classification systems that will provide the data to support the aim of the Water Framework Directive (WFD): that all water bodies are of good ecological status, or similar objective, by Monitoring and Classification - SEPA has established, and will continue to maintain, a register of protected areas. The register will help to ensure that water bodies in these designated areas are managed and that they achieve the objectives required by the Water Framework Directive (WFD) and the Water Environment (Register of Protected Areas) (Scotland) Regulations Protected Areas - The river basin management plans (RBMPs) ensure that public sector bodies, businesses and individuals work together to protect the water environment and address significant impacts by co-ordinating all aspects of water management for the next 6 years. River Basin Planning - Taking a source-to-sea approach and integrating land and water management are essential for the effective protection and improvement of the water environment. This is because impacts on one part of a river basin can often have effects elsewhere in that basin. River Basin Planning Area Plans - River Basin Planning Interactive Map - SEPA monitors river level and flow throughout Scotland. River Levels Data collection and River level data The Water Framework Directive (WFD) resulted in the Water Environment and Water Services (Scotland) Act 2003 (WEWS Act) becoming law in Scotland. The WEWS Act gave Scottish ministers powers to introduce regulatory controls over water activities, in order to protect, improve and promote sustainable use of Scotland s water environment. If you intend to carry out any activity which may affect Scotland s water environment, you must be authorised to do so. Discharges, disposal to land, 1
2 abstractions, impoundments and engineering works are all regulated by SEPA. SEPA operate flood warning services in partnership with local authorities and the police. The Flood Risk Management (Scotland) Act came into force on Nov It places a duty on the Scottish Government, SEPA, Scottish Water and local authorities to better co-ordinate the assessment and management of flood risk. Flooding - SNH - Renewable Energy o The impacts from hydroelectric schemes on Scotland's nature and landscapes can occur over a wide area. In considering these impacts, issues of particular concern are sediment transport, water quality and quantity, water temperature, morphological changes to running and standing waters, impacts on species (particularly migratory fish and fresh water pearl mussel), landscape, recreational use of rivers/burns and wild land qualities. Hydro - o SNH Renewable Policy Statement - o Due to the increasing number of applications for renewable energy developments and the significant demands that these place on our staff resources, we have developed a Renewable Energy Service Level Statement (updated May 2010).Service Level Statement - o In some places the installation of micro-renewable devices could have an impact on protected areas and some species which are protected by law. It is important that householders and installers conduct some basic checks prior to installation. Micro-renewables - o Guidance for developers - Landscapes are continually changing, and this can be positive if it is well planned and managed. We need to recognise that the capacity of landscapes to accommodate 2
3 development varies from place to place, and we need to make sure that, wherever possible, change leads to enhanced landscapes, to make the most of the benefits they provide. Looking after our landscape Landscape Character Assessments Areas may be designated to meet the needs of international directives and treaties, national legislation and policies or more local needs and interests. Protected Areas - Scottish Natural Heritage's primary responsibility with protected species is through the licensing of activities that would otherwise constitute an offence. The licensing system is part of a legal framework in order to reduce wildlife crime. It is everyone's responsibility to act within the law. Protected Species - A licence allows somebody to carry out an action in relation to a protected species that might otherwise be against the law. They can be granted by either Scottish Government or Scottish Natural Heritage depending on the species in question and the purpose for which the licence is sought. Species Licensing - Geodiversity is the variety of rocks, minerals, fossils, landforms, sediments and soils, together with the natural processes which form and alter them. Protecting Geodiversity - Planning Our role in development management - Environmental Assessment is a formal process to identify, assess and mitigate impacts on the environment. We get involved in three types of assessment: Strategic Environmental Assessment, Environmental Impact Assessment; Habitats Regulations Appraisal. Environmental Assessment - Wild and remote areas have a distinct and special character, in which many people derive psychological and spiritual benefit. Research shows that the presence of wild land brings economic benefits, attracting visitors and tourists. These areas are seen as a key component of Scotland's identity. Wild Land - SNHi - Use the map to find information on special places and recorded species sightings in Scotland. Interactive map - The purpose of SiteLink is to provide easy access to data and information about sites of national and international importance across Scotland. RAFTS - The SFCC is an association of Fisheries Trusts, District Salmon Fishery Boards, Fisheries Research Services Freshwater Laboratory, the Scottish Government and others interested in the sound management of salmon and freshwater fisheries in Scotland and directly involved in fisheries data collection and use. SFCC - The National Biodiversity Network (NBN) is concerned with making species data available to anyone interested in the UK s biodiversity. 6 The Biological Records Centre is the national focus in the UK for terrestrial and freshwater species recording (other than birds). BRC - The Centre for Ecology and Hydrology (CEH) is a public-sector research centre - part of the Natural Environment Research Council (NERC) - which delivers independent research, survey, training and knowledge transfer in the environmental sciences to advance knowledge of planet Earth as a complex, interacting system. CEH - There is a pressing need for greater knowledge of how to manage scarce environmental resources in a sustainable and integrated manner. The Environmental Information Data Centre (EIDC) has been developed to address this fundamental requirement in support of the whole CEH Science Strategy. The primary objective of the EIDC is to provide researchers (both internal and external to CEH) with access to the coordinated data resources and informatics tools required to deal with complex, multidisciplinary environmental questions.
