What is Umoja? Umoja is a complete re-working of the way the United Nations Secretariat manages its administration, in both business processes and Information Technology solutions. It will transform our work patterns, how we conduct our business and how we manage our resources. At the center of this transformation is the implementation of leading-edge Enterprise Resource Planning (ERP) software that will provide a harmonized and streamlined approach to the Organization s management of finance, human resources, procurement and assets. Umoja...it is far more than an IT project, it is an organizational transformation that will enable high quality and cost effective service delivery around the world. Umoja Integration - Secretary-General Ban Ki-moon The Umoja solution represents a oncein-a-generation opportunity for the United Nations to: Upgrade its technology, tools and practices to those appropriate for the 21st century by replacing multiple fragmented legacy systems such as IMIS, Mercury and Sun. Comply with international industry standards such as IPSAS (International Public Sector Accounting Standards) in a sustainable manner. Streamline fragmented administrative processes to allow Managers and Staff to focus on our mandates rather than lengthy approval processes. Harmonize and simplify disparate solutions to avoid waste and frustration. Tear down barriers across offices, departments, and functional areas. What is ERP and SAP? ERP The purpose of Enterprise Resource Planning (ERP) is to facilitate and streamline the flow of information between all business functions within an Organization resulting in improved service delivery. REAL TIME DATA ONE TIME DATA ENTRY TRANSPARENCY ERPs streamline operations in an organization through business process re-engineering, sharing of common data, and implementation of best practices and standards. O SHARED CATALOGUE SAP SAP (Systems, Applications and Products) Enterprise Resource Planning (ERP) software being used for Umoja. MASTER DATA AUTOMATION FINANCIAL CONTROL SAP provides the core system from which Umoja is built on and enables the United Nations to create its own integrated system of components and functionalities specific to the UN. VISIBILITY SHARED DATABASE FORECASTING The system allows one stop shop for employees to make their requests and reduces the response time. How will Umoja transform the UN? Umoja is an opportunity to change and improve the Organization in the following ways: Modernized Technology New ERP software replacing multiple outdated IT systems Technology management: consolidating major custom-built systems that are costly to maintain and cannot easily interact with a global solution (legacy systems to be replaced over time include IMIS, SUN, Mercury, Procure+ and eventually Galileo); Business processes: moving away from working practices which vary by location to a single way of delivering administrative services using a single source of data, with improvements gained in speed and efficiency; Compliance: comply with international industry standards (e.g. IPSAS) For all staff and non-staff personnel, Umoja will reduce the amount of time spent on paperwork and manual administration. Umoja will enable us to work together more effectively and to offer a better client service experience. All UN staff members and non-staff personnel will be required to interact with the new system through the Employee Self-Service and Manager Self- Service (as applicable) functionalities. All managers will have a new role with Umoja. They will be directly responsible for managing administrative matters, such as contract extensions, through Umoja s MSS functionality, which will enable managers to more efficiently and conveniently perform certain HR-related managerial tasks related to personnel administration, time and travel. MSS will offer greater visibility, a single source of accurate information and less manual steps / data entry for managerial tasks. I fully support the concept of self-service and believe that Umoja will offer significant benefits in the long-run. How will Umoja improve our business? Umoja will change the way we do a wide variety of activities, from ordering materials and tracking inventory to performing all of our financial activities and managing projects. It will also impact the way we manage our assets and resources. All recruitment is initiated by human resources, I appreciate that it follows the process from beginning until the end [including] various allowances, monthly and during the separation pay. Umoja automatically checks for available funds before a shopping cart can be made. Umoja sends email alerts to those involved in this process. 1 2 3 4 5 CATALOGUE SEARCH ENTER INFORMATION SHOPPING CART APPROVAL PO IS GENERATED PO IS APPROVED Requisitioner searches in a contract catalogue for IT equipment to add to Shopping Cart. Requisitioner enters information such as funding source and delivery details. Shopping Cart is automatically routed to the Cost/Fund Centre Manager for approval within Umoja. Upon Shopping Cart approval, PO is automatically generated and routed to the Buyer. Buyer validates that PO has been created according to terms of contract and sends to commodity vendor. Details of the goods receipts are recorded in Umoja. In Umoja, freight forwarders, vendors and other groups are referred to as Business Partners. Umoja provides a 3-way match among invoice. PO and Goods Receipt to clear an invoice for accounts payable. 6 7 8 9 GOODS ARE SHIPPED GOODS DELIVERED GOODS AT DEPARTMENT PA YMENT TO VENDOR Commodity vendor ships goods. UNHQ s receiving unit, receives goods, completes goods receipt in Umoja and advises UNHQ department. UNHQ Department completes inspections. This does not impact payment. Umoja conducts 3-way match. When will Umoja be implemented? Umoja will be deployed across the global Secretariat in phases (known as Clusters ) in order to allow the Organization to absorb change gradually, and to address key risks associated with deploying a comprehensive solution in a global organization. What is Employee Self-Service (ESS)? Employee Self-Service (ESS) in the Umoja portal will provide a central resource for many HR-related tasks; enabling UN staff to update data and information; submit requests and applications for entitlements, time management and travel and access information and guidance on HR policy and procedures. How ESS Will Change The Way We Work Employee Self-Service I WANT TO... TODAY USING UMOJA ESS Employee Self-Service (ESS) in the Umoja portal will provide a central resource for many HR-related tasks; enabling UN staff to update data and information; submit requests and applications for entitlements, time management and travel and access information and guidance on HR policy and procedures UPDATE PERSONAL DATA Personal information Marital status and family information Banking information (available June 2015) Supporting documentation UN Staff complete manual requests, fill out hard-copy forms and submit to HR to view or change personal information. UN Staff, for certain tasks, can enter, view and modify personal data and upload documentation in ESS. Information is automatically routed to HR for review and approval. UN Staff can view information in ESS, complete requests and upload supporting documents. Travel requests and expenses are paper-based; personnel cannot track request status. UN Staff can initiate self-service tasks and upload supporting documentation in ESS. Information is automatically routed to HR or other relevant administrative personnel for review and approval. MSS will allow managers to efficiently and conveniently perform many HRrelated tasks related to personnel administration, time management and travel. ONE SOURCE OF INFORMATION A single, central resource for HR-related tasks CONVENIENCE & AUTOMATION Reduction of manual and paper-based transactions REDUCED EFFORT Quicker data entry and approval of time entries and leave requests MANAGE PERSONNEL ADMINISTRATION Contract renewal/extension Contract and funding information Reports on contract expiration dates and personnel assignments Staff movements (available June 2015) Assignment extension (available June 2015) Information is entered into multiple systems and every office has individual processes, resulting in the inability to pull accurate information and ensure action is taken in a timely manner. This process is performed manually, making proactive planning challenging and time consuming. Information on contract renewal, temporary movements and assignment extensions (available in June 2015) is available to managers which will enable them to anticipate the arrival/departure of personnel, plan effectively and make informed decisions. Automatic notifications will be sent to managers upon HR s approval of contract renewal/ extension. MANAGE TIME AND LEAVE GREATER VISIBILITY Access to Staff information, work schedules and calendars for pro-active planning and efficiency IMPROVED REPORTING Automated notifications and tracking of information STANDARDIZED PROCESSING Consistent policy and procedures applied across the Organization Review and confirm absence and attendance submissions Approve overtime (OT) and/ or compensatory time off (CTO) hours worked Endorse requests for certain special leave Approve absences, including family visit, home leave, annual leave, and paternity leave View team calendar In certain duty stations, there may be a time-recording system that is not integrated with IMIS, which may lead to inaccurate leave balances. In some offices, managers approve OT hours worked by signing a hardcopy form submitted by staff members. Managers will use MSS to review and endorse/reject absence/ attendance requests that are passed to them for action. Managers will use MSS to approve OT and CTO hours worked by staff. Managers will have a team calendar where they can see who is/will be present or absent during a time period, to better plan activities.
