Unrivalled agency relationships With over 15,000 recruitment agencies in the UK, finding the right partners can be difficult. To compound this, no single agency controls more than 5% of the workforce, so for large employers this often means having tens or even hundreds of agency suppliers. At Talent, with our recruitment and procurement expertise, we know what to look for when assessing and selecting agencies, so we can ensure that only those best able to supply are put forward. On-going monitoring and reporting The reports and analytics provided by our website enable you to take a snapshot of your workforce at any time, as well as providing all the information you need to plan and forecast. However, we don t just leave this to you. Management information, as we all know, is only useful if it forms the basis for action. So, as part of Talent s on-going service, we will provide regular reviews of performance, against agreed Key Performance Indicators and offer strategies for continued improvement. 4 Managed services at work Many public sector organisations and some innovative private sector companies have been quick to use outsourcing providers like Talent. Here are some examples of how different services have worked for three organisations Improving the provision of social care workers Spending nearly 10 million annually on social care workers, Essex County Council wanted more control over their temporary and contract workforce. By installing a Neutral Vendor Managed Service, the council was able to retain existing suppliers (as long as they signed up to the terms of the Managed Service) and in year one, were guaranteed a saving of 250,000 on recruitment costs. The contract is based on a shared-savings basis, where 70% goes to the council and 30% is the charge for the service. In addition to these direct savings, there have also been notable improvements in candidate quality and in compliance (for example some workers previously worked for different agencies and so were going over the Working Time Directive). MATALAN Making HR outsourcing work A restructure of the HR department and a review of their career portal led to Matalan s decision to outsource more of their HR processes. With over 200 stores across the UK, the first priority was to streamline work processes and develop a comprehensive candidate management system at the new domain of matalan.jobs. This system underpins a featurerich website, which successfully attracted over 25,000 applications in the first 6 months, resulting in 500 placements. A significant uplift on previous responses. In addition, a vendor (or agency) portal was later added to better manage the various agencies on Matalan s preferred supplier list. This immediately eliminated duplications in the system and ensured agencies operated within Matalan s compliance policy and in-line with key performance indicators. Latest figures suggest a 20% reduction in time-to-hire has been achieved as well as a significant reduction in agency fees. Pioneering new recruitment solutions A major re-structure and supplier contract renewals, stimulated a review of the Council s HR and recruitment strategy. With a mandate to significantly reduce costs, a project team was formed of HR specialists, senior decision-makers and Trade Union representatives with a view to outsourcing temporary and permanent recruitment. A key part of the plan was to introduce e-recruitment as quickly as possible and to integrate the management of the total workforce, both permanent employees and agency temps. Although shortlisting and selection decisions were still made by the council, the first phase of the new system was designed and implementated within 6 months. The Council has subsequently won awards from Personnel Today and Municipal Journal for Innovation in recruitment and is generally regarded as one of the pioneers of outsourced recruiting solutions.
