Global Security Manager

Introduction from the Head of International People Management Thank you for taking the time to read this information pack. This is a really exciting opportunity to join WaterAid at a time when we have just launched our new Global Strategy, with a vision of everyone everywhere having access to safe water and sanitation by 2030. Access to safe water and sanitation is everyone s right, and yet over 650 million people don t have safe water and over 2.3 billion people lack an adequate toilet. This is totally unacceptable in the 21st century and leads to over 500,000 children dying every year from diarrhoea. WaterAid UK works in Africa and South Asia alongside communities and partner organisations from government, civil society and the private sector to catalyse the changes needed to improve access to safe water, sanitation and hygiene for the poorest and most marginalised people. As Global Security Manager you will play an important role in the delivery of our ambitious Global Strategy 2015-2020. This renews our commitment to accelerate transformational change by focusing on four aims reducing inequalities of access; strengthening sustainable services; improving hygiene behaviour; and integrating safe water, sanitation and hygiene into all areas of human and economic development. We believe that empowered communities engaged in championing their rights, alongside effective service providers, whether public, private or NGO, are critical to ensuring affordable, adequate and sustainable services that reach the poorest and most marginalised people and change their lives. The People and Organisational Development Team (The People Team) plays a critical role in helping WaterAid realise its goals. We lead on the development of strategies that ensure that WaterAid people are aligned and engaged with our aims and objectives, and that they have the skills and opportunities to maximise the impact they can make. We work with managers across the organisation to support great people management and to create a high performing environment. Our remit also includes strategic internal communications, security management and facilities management. 2

We have recently strengthened our International People Team with the appointment of four Regional People Leads based in the four regions where WaterAid UK works. Our Regional People Lead for South Asia also supports the Country Programmes led by WaterAid Australia. A Senior International Reward manager (based in the US) is also a member of the International People Team. This new Global Security Manager role is a new role in this recently strengthened International People team. As Global Security Manager you will be part of the International People Team and areas of specific focus for your role over the next year include: Effective implementation and embedding of our new global security framework, with revised security procedures and policies. Assessment of global security training needs, and develop and deliver where appropriate security training programs for all staff to meet these needs. Further strengthen security management including crisis management preparedness globally; and provide support during the management of crises. Provide coaching and mentoring to WaterAid specialist security advisors and build the capacity and knowledge sharing of country security focal points. Advise priority country and regional offices on assessment and mitigation of their security risks and their impact on safety and programming, including scenario planning and development of country specific security plans. Global Security Manager People and Organisational Development Team Place of work: Pay band: Salary: Contract type: Reports to: Key working relationships: Budget responsibility: Travel: 47-49 Durham Street, London SE11 5JD Band B Circa 45,000-50,000 with excellent benefits Full time permanent Head of International People Management The postholder will work closely with specialist security staff in regions and country programmes (currently this is a Regional Security Advisor West Africa and Security Advisor Pakistan) and also Security Focal Points who are identified in each country where WaterAid staff are based. The role will also work alongside other stakeholders across WaterAid member organisations, such as Directors, regional teams, country programme staff and senior managers. Responsible for the central WaterAid security budget 6-8 weeks of international travel per year Job purpose The overall purpose of the role is to ensure that WaterAid has effective management systems in place to ensure the safety and security of staff across the global organisation. The postholder will also provide and ensure access to specialist security advice to managers and staff across the organisation. He or she will encourage the maintenance of an organisational culture where safety and security considerations are high profile. The postholder will be employed by WaterAid UK but will provide support and advice to all WaterAid member organisations (currently UK, America, Australia, Sweden, India, Canada). Accountabilities 1. Develop and maintain WaterAid s global security standards, policies and procedures including policies relating to travel safety. 2. Provide specialist advice to staff at all levels including Chief Executives, Directors and other Senior Managers on all security related issues. 4

3. Ensure a robust process for the risk assessment and sign-off for all global staff travel. Support managers and security focal points in its application, advising travellers and their managers as appropriate. 4. Keep up to date with the latest security standards, legislation and regulations and apply and disseminate as appropriate. Monitor advisories, alerts and vulnerabilities in our countries of work and highlight, communicate and respond as appropriate. 5. Assess global training needs regularly and coordinate, develop and where appropriate deliver security training programs for all staff, including hostile environment training ensuring that WaterAid meets its duty of care to all staff. 6. Lead on ensuring global crisis management preparedness and support crisis management preparedness at country and regional level. Provide support and advice during the management of crises. 7. Advise Country and Regional offices on the assessment and mitigation of security risk and the impact on safety, security and the sustainability of programming. Provide support to scenario planning and the development and application of country specific security plans. 8. Advise member offices in London, New York, Melbourne, Ottawa and Delhi on security and crisis management preparedness and response. 9. Provide coaching and mentoring to specialist security advisors employed in WaterAid regions and country programmes. Build the capacity of security focal points and coordinate information sharing. 10.Ensure effective review and lessons learned from safety and security issues and/or near misses and the dissemination of this information globally. 11.Promote a common understanding of security and risk management as an essential element underpinning WaterAid s work. 12.Oversee the identification, selection and management of outsourced security advice and support services. 13.Oversee and manage the purchase, use and storage of security equipment, ensure relevant staff are advised on its effective use, and keep up to date on developments in the field. 14.Produce and present an annual security plan and regular security reporting. Assume responsibility for the central security budget. 15.Develop a strong understanding of WaterAid s work globally including an appreciation of culture, legislative and other environmental influences on our work. 5

16.Maintain strong networks to share best practice and lessons learned particularly with other INGOs. Represent WaterAid in other relevant networks and forums such as the European Interagency Security Forum. Person specification Commitment to WaterAid s values and a working style that reflects these. Extensive experience of security management, ideally in the context of NGO, INGO or inter-governmental agency operations including experience of working in insecure country contexts. Degree or professional training in Security Management or a related field, or comparable work experience/certification. Strong understanding of WaterAid s duty of care requirements and how this will integrate with other good security practices, health and safety legislation and organisational needs in the global context. Excellent overall communication skills, including experience of writing and reviewing security policies, procedures and plans. A strong and well-developed network of contacts with key security providers, as well as key professionals working with these providers. A high level of resilience and drive, able to be flexible and adapt to change as required and work in highly pressurised security situations. Excellent political judgment, responsiveness and ability to provide leadership and support for security-related emergencies. Seen as a credible source of advice. Experience of running security related training programmes. Good interpersonal skills and ability to communicate complex information to a range of levels and stakeholders Good report writing skills. Experience of working in an international environment with a culturally diverse stakeholder community. Excellent project management skills Budget management experience / oversight is required 6

Good coaching and mentoring skills and an approach that builds capacity rather than dependency. Experience of leading, managing and motivating others is desirable. Willing and able to travel internationally. Excellent written and spoken English skills. Ability to speak languages used in other countries where WaterAid works would be an advantage, particularly French and/or Portuguese. 7
