Purpose of the guide This manual sets out LBTH s vision for the Millennium Quarter street scene that has been developed in partnership with British Waterways, land owners, developers and local area partnership 8. The aim is to create a first class public realm that is attractive, uncluttered, accessible for all and seamlessly integrates public and privately owned land, and new public open space. The main principals set out in the manual provide the framework for delivering the vision for the MQ street scene. They are: Figure 1.1 Existing Photographs of the Millennium Quarter Create a new tree lined boulevard along Millharbour. Increase pavement widths, introduce more trees and protect existing ones, improved street lighting and York stone paving and granite setts throughout. Enhance and preserve the historic dockside promenade. Introduce new heritage trail, wayfinding plaques and blue granite paving throughout Enhanced paving and surfaces. It has been compiled by stitching together all of the live schemes in the Millennium Quarter. How to use the guide The Millennium Quarter Guidance Manual should be used as a reference tool for developers, designers and planners. It is intended to be used in combination with the Millennium Quarter Street Plan to provide clear objectives for the Millennium Quarter public realm. Millennium Quarter Master plan (2000) MQ Contribution Framework (2002) MQ Public Realm guidance Manual (MQGM) & Street Plan (MQSP) MQ Technical Appendix - Costs and Specifications (2002) MQ Transport Assessment (2000) The Public Realm Guidance Manual (MQGM) and Street Plan (MQSP) build upon the MQ Masterplan produced in 2000 and further develop the intentions of the Contributions framework in line with the intended costs and specifications. These documents are intended to be a reference tool to co-ordinate the 25 different development plots and the LBTH roads and spaces within the Millennium Quarter. Millennium Quarter Guidance Manual This document should be used as a reference to guide the design process. The first three sections provide analysis, strategy, and approach and the last three sections concentrate on the design guidance, specification, and management and maintenance recommendations. Millennium Quarter Street Plan This drawing should be used during the design process as a reference to ensure compatibility with adjacent developments and public realm. It will consist of the proposed street design and layout, a topographical survey, an ordinance survey, and the individual development designs. 8

LBTH - Tower Hamlets Street Design Guide This manual will provide advice to: Private developers for them to understand and integrate with existing and proposed surroundings and context Architects, Landscape Architects and other designers for them to consider and insert their projects within the Quarter. Existing landowners to provide guidance on maintenance and future enhancements Facility management companies to provide guidance for maintenance and management London Borough Tower Hamlets to help inform planning decisions and highways design and maintenance This is envisaged to be an ongoing process as new projects emerge and get constructed. Mayor of London - The London Plan 2004 CABE - Paving The Way Both the Millennium Quarter Guidance Manual and Millennium Quarter Street Plan will be available for reference from LBTH. They will be available in hard copy and in digital formats. Technical specifications given here should be used as a guide only and ultimately those used for the construction of the developments should be approved by the Planning and Highways Authority at LBTH. Background & Vision The Isle of Dogs has seen a rapid transformation in recent times. The relatively new high-rise buildings of Canary Wharf contrast dramatically with surrounding low density housing communities. The Millennium Quarter is a significant and dynamic development site within the Isle of Dogs. Situated directly south of Canary Wharf it is attempting to respond to the emerging high rise character of the area. A masterplan study was commissioned in 2000 for the Millennium Quarter which strategically laid out the building blocks, building heights, and the main links and spaces for the site. At this time the site was destined for a mix of commercial and residential developments. Canary Wharf West India Dock Millennium Quarter Today 25 individual sites are at various stages of completion which are rapidly changing the skyline. The site has taken the general form of the masterplan however there are some changes in layout and use with a greater proportion of residential development. Millwall Dock Mud Chute Park One of the objectives of the Millennium Quarter Masterplan is to achieve a co-ordinated urban form with a purposeful and integrated public realm. Greenwich Village Figure 1.7 Millennium Quarter boundary 10 In February 2007 the London Borough of Tower Hamlets (LBTH) commissioned a public realm and maintenance guidance manual which aims to guide the process of achieving a high quality environment.
This document has been funded by S106 monies, from Millennium Quarter developments. A group known as the Millennium Quarter Liaison Group made up of the developers within the Millennium Quarter and LBTH council officers meets regularly to agree and approve S106 spends. The group has been involved in the decision making relating to this document. The manual takes into consideration the current state of the Millennium Quarter, where there are completed schemes, schemes under construction, those within the planning process and others still within the design process or under negotiation. The vision of LBTH is to improve the quality of life for everyone living and working in the Borough. Figure 1.8 Existing Photographs of the Millennium Quarter 11
