2 TOLWORTH MASTERPLAN The Masterplan and Design and Access Statement was prepared by C.F.Moller on behalf of South West London and St George s Mental Health NHS Trust Masterplan Considerations A new vehicular entrance off of Red Lion Road wide enough for two-way traffic and pedestrians has been proposed on the north side of Woodroffe House. The entrance leads straight into the centre of the hospital with all buildings and parking areas accessed directly off this new east-west hospital boulevard. This new access route requires the part demolition of Woodroffe House and the demolition of Draycott House. A north-south pedestrian link will be created to connect the entrance boulevard to the new ward buildings. All visitor services, reception, information, security and catering will be oriented towards this new central access route. The proposal will consist of 3 new build blocks, each containing mental health wards, support and facility management services. The maximum height of new buildings is 2 storeys. The maximum heights are centred in the middle of the site. Woodruffe house and Acacia ward will be reconfigured to increase office space and ward sizes. A new ward could be added to the Acacia building. The existing vehicular entrance to the south will be closed to daily traffic but retained as a fire access route. 5 3. TOLWORTH LANDSCAPE STRATEGY

6 LANDSCAPE KEY PRINCIPLES Landscape Typologies The landcape outlined at the Tolworth master plan defines a number of landscape typologies: Access roads and parking Roads: The main circulation road is laid out as a conventional street with a bound surface aligned with kerbs to segregate pedestrian and motorized traffic in order to secure safe entry along roads used for delivery and refuse collection. The pedestrian routes will lead to all wards on the site Parking: The main parking area will be placed adjacent to the retained part of Woodroffe House. This parking will be an on-grade parking area with the possible addition of a single raised parking deck above. The parking facility is planned as a one way system that takes visitor and staff cars off the road shortly after entering the site. The separation of the traffic flow creates a minimum of traffic around the main entrances as well as optimizing access for delivery and drop-off points. Patients, visitors and staff with special needs will have direct access to the main entrances The parking spaces and adjacent roads will not have separate pedestrian zones - partly due to the constraints of the site and since it has been assessed that a dead-end system will reduce users speed. Entrance Square and Adjacent Streetscape: The entrance square is planned without kerbs or other trip hazards and spans from the façade of the new wards and Acacia building and thereby demarcating the entrances. Street trees are proposed integrated in the otherwise predominately paved space in order to create a unifying element between the diverse buildings facing the square. Feature planting is proposed as privacy boundary for the adjacent wards and at the same time adding a green element to the public open space. Shared Landscape Space: The shared landscape spaces are planned to incorporate a number of functions; defined landscape elements such as spaces for rest and contemplation, viewing corridors and privacy buffers. Perimeter planting: Perimeter planting will be designed predominately with native species and laid out in a belt no less that 5m wide. The function of this planting is dual, partly securing privacy for the patients and partly giving them views to natural vegetation. The focus will be on providing seasonal views as a dominating parameter for the design of these screening vegetation belts. Evergreens are not proposed in this instance for a few reasons - they would secure maximum privacy, but they would also create a strong feeling of enclosure and will reduce the feel of the change of seasons and limit the habitation of birds and wildlife. Refer to Soft Landscape proposals below. Courtyard gardens and roof gardens: These gardens will be designed in order to secure lush vegetation for users to enjoy looking at from the wards as well as accommodating specific functions for the users in the adjacent wards. The further design will be developed around thematic outdoor spaces such as: Therapeutic gardens Outdoor fitness, & games Vegetable gardens Flower gardens All these types of gardens will be designed to benefit the hospital users. These options for gardens can enhance the patient s imagination and give distant identities to outdoor spaces as well as acting as wayfinding when passing through the interior corridors. In order to identify the user s preferences these functions would be defined through consultation with staff and service user groups Green roofs Green roofs are proposed on horizontal roof surfaces where there is no direct access. Biodiversity The scheme aims to increase habitat and biodiversity, The Tolworth Landscape Strategy is further intended to: Introduce tree planting to provide habitats, shade, screening, avenues and framed views. Provide improved landscape settings for the retained buildings. Consider appropriate use and selection of materials.
