EXHIBIT A SCOPE OF WORK 1. (Contractor) shall provide fire alarm system maintenance/repair/testing services as described herein to the California Department of Veterans Affairs (hereinafter CDVA, CalVet, or the State, as required by context). Fire alarm system maintenance/repair/testing services shall be provided for the Veterans Home of California - Barstow (hereinafter referred to as the Home), located at 100 East Veterans Parkway, Barstow, CA 92311. 2. The term of this Agreement shall be July 1, 2013 through June 30, 2015. The State reserves the right to extend the term of this Agreement for one (1) additional year under the same terms and conditions. However, the total duration of this Agreement, including the exercise of any option(s) under this clause, shall not exceed two (3) years. 3. Contract shall be effective upon approval of the State. Contractor shall not perform any work required by this contract until written notification is given to Contractor from the Home s contract manager to begin services. 4. The contract managers identified below are responsible for the administration of this Agreement and for responding to contractual inquiries pertaining to the governing provisions of the Agreement during the term of this Agreement. 5. Pre-Action Sprinkler system (Annual) Pre-action sprinkler system service shall follow these codes and standards: NEPA 13A, 70, 72, 75 and the California State Fire Marshall: Title 19, system devices for Service and Inspection are to include: a. Test operation of tamper switches, low pressure switches and post indicator valves. Service procedures shall be on a semi-annual basis. 1) Control Panel and Battery System I. Verify LED operation for power, trouble, and alarm conditions II. Test battery for charge and automatic switchover capability III. Operate test and reset switches for sequence and function IV. Visual inspection of terminations and wiring within the panel 2) Smoke Detectors 3) Visually inspect detectors, service procedures on an annual basis b. Place each detector in alarm using industrially standard and approved methods. c. Perform maintenance as described in semi-annual inspection procedure d. Alarm bills/horns 1) Check individually for full sound power operation e. Manual pull-stations: verify individual operation
f. Auxiliary devices and systems down: air conditioning, heating ventilation systems and power equipment shutdowns will only be performed by special request from the owner g. Pre-Action Riser: 1) Activate solenoid (with detection system) 2) Release air pressure from system using inspectors test 3) Confirm operation of valve to open position h. Perform inspections as required per quarterly cycle 8. Fire Alarm System (Semi-Annual) Frequency of Service and Inspection: Fire Alarm System must be performed by an authorized and certified technician as required and recommended by the authority having jurisdiction. a. System devices for service and inspections (as applicable): 1) Fire alarm control panel 2) Annunciation panel 3) Audible devices 4) Visible devices 5) Manual pull stations 6) Smoke detectors 7) Duct smoke detectors 8) Heat detectors 9) Emergency Voice/Alarm System 10) Fireman Telephones 11) Water flow switches 12) Tamper and post indicator valve switches 13) Magnetic Door Holders 14) Gas detection 15) Air sampling detection 16) Dialer b. Inspection Procedures 1) Check in with immediate facilities supervisor. 2) Notify building central fire alarm station and all occupants in the immediate area that a functional system test is about to be conducted. 3) Perform an inspection of the system for installation integrity 4) Upon completion of test and service: i. Notify central station, facilities supervisor and immediate personnel of completion of service and leave system in full operational condition. ii. Submit to owners representative a fully itemized service report with any recommendations for safety updates and repairs as required. Service procedures performed on an annual basis. c. Control Panel and Battery System 1) Verify LED operation for power, trouble and alarm conditions 2) Test Battery for charge and automatic switchover capability. 3) Operate test and reset switches for sequence and function. 4) Visual inspection of terminations and wiring within the panel. d. Annunciation: Verify for proper operation. e. Alarm Indicating Appliance 1) Audible and visible devices alarm and verification of proper operation and annunciation 2) Speakers (one-way emergency voice/alarm system) put into operation and voice clarification verified. 3) Telephones (two-way) communications systems) verified for voice operation and clarity.
f. Trouble Signals 1) Audible/ visible verification of operation of panel trouble signal. 2) Zone-Disconnect Switches: Verify that each switch performs its intended function and trouble signal is received when a zone is disconnected. 3) Ground Fault Monitoring Circuit: Verify that a ground fault condition occurs at the control panel when any system conductor is grounded. g. Smoke Detectors Smoke detectors sequence each detector in an alarm condition. Each detector will be set in alarm mode using a test gas, external magnet, or appropriate device. h. Pull Stations: Operate per manufacturer s instruction and verify proper operation. i. Training: System operation training can be provided for owner s personnel as needed during system inspection. j. Service Procedures Performed on a Semi-Annual Basis: Perform a Visual Inspection of the following (as applicable). 1) Fire alarm Control Panel 2) Annunciation Panel 3) Audible/visible Devices 4) Manual pull station 5) Smoke detectors 6) Duct smoke detectors 7) Heat detectors 8) Emergency voice/alarm system 9) Fireman telephone 10) Water flow switches: verify proper operation/annunciation to control panel 11) Valve tamper switches: verify proper operation and annunciation to the control panel 9. Special extinguishing system (annual) Preventative maintenance scope of service to be performed is updated from the following codes and standards: NFPA 11, 16, 17, 17A, 69, 70, 72, 96, AND 750. a. Frequency of service and inspection: 1) As recommended, semiannually by authorized and certified technician. 2) On-site personnel should visually inspect on a weekly basis for the following: I. Pressure Gauge on agent storage container II. General condition of both electrical and mechanical system 10. System devices for service and inspection (as applicable). a. Releasing control panel b. Battery back-up systems c. Audible notification devices d. Visual notification devices e. Abort stations f. Manual discharge pull stations g. Smoke, heat, or air sampling detectors h. Maintenance bypass switches i. Agent storage containers, distribution piping and nozzles j. Dry chemical system k. Wet chemical system l. Water mist system
m. Explosion protection system n. Magnetic door holder/release 11. Inspection Procedures: a. Check in with immediate facilities supervisor. b. Notify building central fire alarm station and all occupants in the immediate area that is about to be conducted. c. Perform an inspection of the system for installation integrity, both electric and mechanically. d. Completion of Test and Service 1) Notify central station, facilities supervisor, and immediate personnel of completion of service and leave system in full operational condition. 2) Submit to owner s representative a fully itemized service report with any recommendations for safety updates and repairs as required. 12. Service Procedures Performed on an Annual Basis a. Detection Devices: Sequence each detector in an alarm condition. Each detector will be set in the alarm mode using gas, external magnet or appropriate device. b. Complete system testing as outlined in Section V. 13. Service Procedures Performed on a Semi-Annual Basis a. Control Panel and Battery System 1) Verify LED operations for power, trouble and alarm conditions. 2) Test battery for charge and automatic switchover capability. 3) Operate Test and Rest switches for sequence and function. 4) Visual inspection of terminations and wiring within the panel. b. Detection Devices: Visually inspect detectors. c. Alarm Bells and Discharge Horn/ Strobes: Check individually for proper operation and sound level. d. Manually pull and abort stations: Verify individual operation. e. Auxiliary Devices and System Shut-Downs, Air Conditioning, Heating, Ventilating Systems and Power Equipment Shutdowns will only be performed via SPECIAL REQUEST FROM THE CUSTOMER. f. Check room/ hazard integrity. g. Agent storage containers/ distribution piping nozzles: 1) Check agent quantity and pressure of agent containers. 2) Visually inspect accessible discharge piping and nozzles for integrity and corrosion. h. Training: System operation training can be provided for owner s personnel as needed during the scheduled system inspection. 14. Wet sprinkler system (quarterly) Frequency of Service and Inspection: Perform by an authorized and certified technician as required and recommended by the authority having jurisdiction. a. System devices for service and inspection (as applicable) 1) Water flow switches 2) Tamper and post indicator valve switches. b. Inspection procedures performed on an annual basis 1. Check with immediate facilities supervisor 2. Notify building central fire alarm station and all occupants in the immediate area that a functional system test is about to be conducted 3. Perform an inspection of the system for installation integrity 4. Complete test and service
a) Notify central station, facilities supervisor and immediate personnel of completion of service and leave b) Submit to owner s representative a fully itemized service report with any recommendations for safety updates and repairs as required c.
