Investments in new power units are necessary in order to maintain national energy security. Energy capacities to be achieved by 2020 are due to replace some of the old power units that must be switched off. Those new facilities should be powerful enough to meet the rising energy consumption. It is estimated that s energy sector will require investments worth PLN 170 billion in the next ten years. The current financial crisis limits the flow of foreign capital, which makes it difficult to precede with new projects. Thus, the question arises who is to pay for the large energy infrastructure projects? EU s fuel comes mostly from imports. Thus, seeking a path to independence from external suppliers seems to be a reasonable option. Many initiatives have been undertaken in order to enhance energy efficiency, strengthen the role of local energy resources, as well as to improve the energy transportation and distribution networks. The pace of these processes differs between EU member states. Hence, it is worth discussing how to alleviate these differences, how to use the energy produced by 27 states, and how to cooperate with external partners. Fulfilling the European consumers needs until renewable resources will be widely used, which implicates implementing balanced and coherent policy aiming to develop gas infrastructure. Experts claim that the upcoming decade will be the decade of gas. The significance of natural gas for the global economy is constantly growing. The capacity to extract natural gas from a country s own pools and to use it effectively is the measure of its economic security. Prices of natural gas in Europe are strictly related to oil prices. Most of gas contracts are long-term and set minimum amounts for importing gas regardless of the current situation on the market. Therefore, local exploration of shale gas on flexible terms of delivery is more and more appreciated. Europe needs energy security and shale gas is largely seen as an important factor of energy stability. Modern technologies have already enabled construction of low-emission buildings. This allows to reduce dependence on traditional energy sources as well as provides the best quality at a competitive price. Private construction projects are granted subsidies for the construction or acquisition of energy-saving buildings from the National Fund for Environmental Protection and Water Management. The economic crisis demands certain adjustments in some sectors of the economy. It has often been repeated that the state should be more active in the economy and strategically important companies. The main purpose of such an involvement would be to attract capital for innovation and investments and to avoid hostile takeovers. Will the government become more active in companies management boards? What will happen to privatisation programmes and private capital growth? This will be the consequence both of investment negligence and the decision, i.a. Germany s, to withdraw from nuclear energy. To avoid a negative scenario, huge investments are needed in the sector. Supporters of conventional energy generation methods say that recession is not a good time for the introduction of new energy technologies, as electricity derived from RES is expensive, and these costs are borne by businesses and individual recipients. On the other hand, their opponents argue that if one takes into account the pollution emitted by coal-fired power plants and expenses incurred for medical treatment, it turns out that energy from unconventional sources is not more expensive at all. At the same time, due to the higher oil supply, refinery profits will no more be as certain as they used to be in the past. Experts predict that the sector will remain stable as the main source of energy will still be hydrocarbons and the resources will be sufficient. It s an obvious consequence of EU s decision that Member States should reduce the emission of greenhouse gases by 80 % till 2050. First step towards fulfilling these goals is the plan 3x20, currently being in progress. In result, due to substantial technological development in the last year, the energy produced from renewable sources will be competitive enough to face market rivalry with energy based on fossil fuels. In, an introduction of transparent legislation and reduction of economic obstacles is a prerequisite to create a friendly environment for Green Energy.
