1 THE POLISH PLATFORM FOR HOMELAND SECURITY IDEA, HISTORY AND RESEARCH PROJECTS Professor Emil W. Plywaczewski Dr Wojciech Filipkowski University of Bialystok, Poland.
2 The idea and need for creation of PPBW has been born during realization of a legal research project in the area of organized crime, terrorism and immunity witness institution. The research project mentioned above gathered theoreticians and practitioners of law (university professors, judges and public prosecutors) on one side and experienced law enforcement employees on the other side. This team during three years prepared a new, working Act on Immunity Witness Program.
3 This unique team did more than just one Act. During numerous meetings, conferences and seminars many major and minor obstacles and shortcomings both in law system and day to day procedure has been identified and corrected. However some of them has been more of a technical nature and it was then when the idea of inviting engineers to this gremium was formulated for the very first and was a preludium for the PPBW establishing.
4 Legal roots of PPBW, despite nowadays its completely devoted to technological support of law enforcement agencies, are still well visible. The rules of Penal Code are solid foundations for any technological research project that the PPBW initiates. The Code of Criminal Procedure base is one of the guarantees that any equipment brought to daylight by PPBW is fit to work starting from the first day. The second guarantee is ubiquitous presence of end users on every step of PPBW projects realization from wish list till interface colour.
5 It is impossible to effectively and successfully assure public safety without the involvement and support of highly advanced computer technologies and tools.
6 Entities participating in PPBW activities: Supreme Court, General Prosecutors Office, General Police Headquarters, Border Guard, Internal Security Agency, University in Bialystok, Poznan University of Economics, Adam Mickiewicz University in Poznan, Poznan University of Technology, Medical University in Poznan of K. Marcinkowski, Gdansk University of Technology, AGH Univestity of Science and Technology in Krakow, Poznan Supercomputing and Networking Center, Jarosława Dabrowski Military University of Technology in Warsaw, Pomeranian Special Economic Zone Ltd.
7 The activities of the PPBW are aimed at creating integrated computer tools to support the broadly defined efforts to improve public security. The main focus of these efforts is to support police and other law enforcement services with most modern technological solutions. Some of the proposals worked out within the Platform will strengthen the efforts to improve both security and prevention of crimes committed with the use of modern technologies and the ubiquitous Internet.
8 The integrated computer tools that are developed within the Platform improve the competitiveness and innovativeness of Polish science in the European arena, and increase the effectiveness of government services and institutions responsible for the security of citizens and the state. The joint performance of projects contributes also to strengthening cooperation between the research institutions participating in the projects and the industry represented by commercial companies.
9 Works in the framework of the Polish Platform for Homeland Security also include multi-use technologies. There is a strong cooperation between an Educational Center for Blind Children in Owinska, Poland, aimed at creating modern equipment to assist blind and shortsighted persons in walking. Works are also conducted on computer aid tools to be used by pupils suffering from hearing, speech and development disorders.
10 Nowadays within PPBW there are 20 projects going on, among them one that is financed from the 7 th Framework Programme. The current financing horizon for research activities is year The total budget for all research projects overcome the sum of 50 M Euro and the number of people involved in the works of PPBW is more than 1000.
