I would like to Thank all of our dedicated Associate Vendor Members. The CCAA would not be what it is today without the help and support of all of our Associate Vendor Members. We all really appreciate all you do to support our businesses, community and each other. You will not want to miss our Annual CCAA Trade Show on September 18, 2014 from 4:00 pm to 7:00 pm at the Holiday Inn Bordeaux and Conference Center in Fayetteville. Page 6 NEWS AND VIEWS: REPUBLICAN PARTY Coal Ash Agreement http://www.wesleymeredith.com/ The Senate and House announced last Tuesday evening that they have reached a compromise agreement on coal ash mitigation that would give North Carolina the strictest regulations on coal ash in the nation and make it the first state to force the closure of all coal ash ponds. The bill sets a firm 15-year deadline for de-watering and closing all unlined coal ash ponds in North Carolina. It also stops the disposal of wet coal ash and requires future coal ash to be put to a beneficial use or into a lined facility. As a landscape contractor, I have remained environmentally conscious in my beliefs. This is something that we needed to address and this plan will responsibly safeguard our North Carolina environment. Additionally, the plan sets firm closure deadlines based on the overall risks certain ponds pose. It also protects North Carolina consumers by banning utility companies from recovering costs for damages caused by coal ash spills. In simple terms, this measure ensures that companies will be held accountable for any possible damage resulting from coal ash spills. Further, the proposal requires utilities with coal ash ponds to fund at no expense to consumers new regulatory positions and a new independent coal ash commission to ensure efficient and safe coal ash management in the future. It s important to deal with coal ash responsibly to ensure that we are protecting our state as much as possible. Our rivers are a beautiful and unique part of North Carolina. They not only make it a more pleasant place to live, they make it a place that people want to visit. Keeping our state a beautiful and expansive land means a pleasant state for our children and tourism dollars for North Carolina businesses. More on Teacher Pay Raises The most recent budget that I worked to help pass includes an average 7 percent permanent pay raise for North Carolina public school teachers without requiring them to make a choice on whether to keep tenure. This $468 million increase would be the largest in state history and would boost North Carolina from 47th in overall teacher pay to the middle range of current national rankings and from 9th to 3rd in the Southeast, propelling the state ahead of Virginia, Tennessee and South Carolina. The plan, which reforms and replaces the archaic 37-step system with an entirely new base pay scale, is designed to attract and keep the best teachers in the classroom. Above is a chart that breaks down the new system; clicking on the picture will provide you with a bigger version, and it can also be found here. As you can see, this is a raise for ALL teachers, even those with longevity pay. The raises for teachers average out to 7 percent. It is also important to note that in addition to the 7 percent increase in starting salary for teachers, an additional 7 percent for entry level pay will be applied for the 2015-16 year. This means entry level teacher pay in NC will rise 14 percent, making this state a leader for the region. Critics say that this plan is complicated and I hope that laying it out in exact terms here is helpful to those reading. Even level raises for both less experienced and more experienced teachers would have been easier to understand, but it would not be the best plan to improve public education in North Carolina. This is something that is explained well in an article by John Hood of the John Locke foundation. This compromise marks a continuation of the commitment to education in North Carolina. Here is a graph that breaks down the funding for public schools since Republicans took control of the state government following the 2010 elections. This graph shows that funding has steadily risen from the first Republican passed budget, which was for the 2011-12 year. An increase in spending for our schools, and an increase in teacher salaries are clearly the right steps for improving North Carolina education. With teacher pay that is a regional leader, this state will attract and retain the best young teachers, and our children will have the means for long term scholastic success.

Page 7 NEWS AND VIEWS: DEMOCRATIC PARTY Senator Hagan Announces Approval of Fayetteville VAMC Leases Hagan Pushed Administration to End Bureaucratic Delays Holding Up Approval Tuesday, August 26, 2014 http://www.hagan.senate.gov/?p=home Washington, D.C. - U.S. Senator Kay Hagan announced today that after she sent a letter to the President urging swift approval of additional temporary medical space at the Fayetteville Veterans Affairs Medical Center (VAMC), a proposal for short-term leases is moving forward. Two facilities - one in Jacksonville and one in Fayetteville - will provide primary and mental health care services to better serve the growing number of veterans in the area. In July, Hagan sent a letter to the President pushing the administration to end bureaucratic delays that stood in the way of approval of the leases. "Bureaucratic delays should never prevent our veterans from receiving the care they have earned through their service, and I am relieved the bureaucratic impasse has ended and additional medical space will become available in both Fayetteville and Jacksonville to reduce the backlog of veterans who need care," said Hagan, a member of the Senate Armed Services Committee. "But these leases are just one symptom of a much larger problem and demonstrate the need for a complete change from the culture of delay and excuses at the VA." After an internal VA report revealed that the Fayetteville VAMC had some of the worst wait times in the country for veterans seeking medical appointments, Hagan urged then-acting VA Secretary Sloan Gibson to visit the Fayetteville VAMC and followed up with her own trip to Fayetteville. During both Gibson's and Hagan's visits, the need for additional leased space was identified as an immediate action that could be taken to address excessive wait times while construction on permanent buildings is completed. The proposed leases for Fayetteville and Jacksonville were both below the threshold requiring Congressional approval, however, approval was delayed because of the General Services Administration's (GSA) decision to suspend the VA's approval authority due to a discrepancy over the classification of large, long-term leases. The proposed spaces in Fayetteville and Jacksonville, which are short-term leases, have providers and their teams already identified. Additionally, two more spaces in the Fayetteville area are currently under review - a mental health facility and another primary care and mental health facility. "There is still much work to be done to restore the faith and trust of our veterans, and I will continue fighting to ensure the VA serves our veterans as well as they have served our country," added Hagan. "We owe it to our brave men and women in uniform who have sacrificed to uphold the promises that were made to them." During her time in the U.S. Senate, Hagan has made veterans and military affairs a hallmark of her office, including assisting over 5,000 veterans with constituent casework to ensure servicemen and women are receiving the benefits they have earned through their service. Hagan comes from a strong military family. Her father-in-law was a two-star Marine General; her brother and father served in the Navy; her husband, Chip, is a Vietnam veteran who used the GI Bill to help pay for law school; and she has two nephews on active duty who have served in Iraq and Afghanistan.

A rolling 12-month total of multifamily starts with no seasonal adjustment shows that construction for the year ended July 31 reached its highest level since 1989, based on Commerce Department data. Diane Swonk, chief economist of Mesirow Financial, notes that substantial gains in apartment starts are less bullish for economic growth than a comparable increase in single-family construction. That is because single-family housing has a bigger multiplier effect for both employment growth and consumer spending. Swonk writes: "We will take what economic activity we can get, but our housing market model was designed in the U.S. to build a lot of single-family homes for owners, not multifamily homes for renters." Single-family building permits are only up 0.8 percent through the first seven months of 2014 compared to a year earlier. By contrast, there has been a 17.5 percent year-to-date gain for apartment permits. Researchers say the surge in rental units offers additional proof that job gains are boosting household formation. It also indicates a shelter shortage that will require more construction -- for both owning and renting. Climbing apartment rents could eventually give potential home buyers added urgency. A separate Labor Department report reveals that rents were climbing at their fastest clip in five years last month, up 3.3 percent year over year. Many Americans have had no choice but to rent because they either lack funds for a down payment or cannot qualify for a home loan. Others simply prefer the flexibility that comes with renting. In turn, apartment company stocks have been on a tear. Shares of Equity Residential and AvalonBay Communities, for instance, closed Tuesday at their highest levels since the companies went public in the early 1990s. While cell phones, tablet computers, and laptops are important tools to help today's workers stay in contact and keep pace with the speed of business, these devices are so attached to people that they can become physically perilous. Users can feel overwhelmed by being connected from sunrise to sundown. Morgan-Seager said the mental drag that goes with staying in the conversation can interrupt the balance of work and play in life. She recommends re-conditioning one's self to put the devices down in an effort to find better work-life balance. "I think we should consider shutting down and stepping away from our devices, just a little bit at a time," she said. "Maybe 10-15 minutes at a time." Morgan-Seager reminded conference attendees that it is important to understand the difference between working hard and working with passion. For too many people, work has becomes life, especially when enabled by devices. She concluded, "If you're working for something you don't care about, it's called stress. Apartment Communities Are Moving to Paid Visitor Parking Digested From "Tallahassee Apartment Complexes Move To Paid Visitor Parking" WCTV.com (FL) (08/18/14) Alcock, Andy Florida State and Florida A&M University students moving into off-campus housing this month may be in for a bit of a surprise. Around 20 Tallahassee apartment communities are launching a new paid parking system for visitors. It's all started by a new company dubbed Parknpay App. Visitors to each of the communities can use the app to pay for parking with either a credit card or debit card. Payments can also be made to the firm's website. Parknpay App founder J.D. Camp says it is up to the individual communities as to what to charge. He adds that the main purpose is not money, but safety. People who pay for the spots are required to submit their names, e-mail address, and license plate number for easy tracking by apartment managers and their staff. Camp remarks, "I think it's worth it if it's just a couple of dollars just to make sure everybody's who's here is supposed to be here."
