EP Logger Client Application EP Logger Client Application Overview The EP Logger client application is a stand-alone software tool used to document and log parliamentary sessions. This tool helps users to input descriptive information about events during sessions for documentation and search purposes. Examples of such information include the subject of the session, the speaker s name, the start and end time of the interval of the speech event, the event type, and an explanatory note. This information is saved to the EP Logger central database and may be exported to a file that can be used to import the data into Nexio Insight for further processing. 2016 Imagine Communications Corp. Proprietary and Confidential. 5/25/2016 Page 4

Carton Service Carton Service Introduction The EP Logger client application is able to connect to a service called Carton Service, which forwards messages from the European Parliament s Carton System to the EP Logger application that contain subject start time and end time, event details, etc. To connect to the Carton Service, a president name needs to be specified in the President field which is located at the bottom of the Live Log tab of the EP Logger application and users need to click the Connect button. Once a connection has been established between the EP Logger client application and the Carton System, the Carton Service forwards messages to the EP Logger application that can be processed by the user while performing live logging. Connect to the Carton Service A connection to the Carton Service can be established using the bottom section of the Live Log tab. To connect to the service, do the following: 1. In the EP Logger client application, click the Live Log tab. 2. On the Live Log tab, navigate to the bottom of the screen and click the Carton tab. 3. Under the Carton tab, enter a president name in the President field or start typing the first few characters of the president name and select an item from the auto completion list that appears. 4. The connection is established automatically and the Carton Service starts forwarding messages. 2016 Imagine Communications Corp. Proprietary and Confidential. 5/25/2016 Page 14
Carton Service Receive Carton Messages Carton messages are received automatically in the EP Logger client application once a connection has been established to the Carton Service. Messages contain subject start time and end time information, and primary event details including speaker s name, start time, end time, and a note. Information is inserted into the relevant fields automatically, which means that no user action is necessary to process the messages. However, users may modify each piece of information manually if needed. For instance, users may want to choose a different end time for a primary event, or they may want to modify the subject name. If the user changes the title of a subject, it is his responsibility to close the subject at the appropriate time, since the Carton message will no longer match for the subject. Sometimes it may happen that the user connects to the Carton Service later than the start time specified in a Carton message. Since events (both primary and secondary) can be created only when a subject is started and in case the start of the subject Carton message is missed, we recommend connecting to the Carton Service and starting the subject as soon as possible; otherwise, messages will be discarded and information will be lost. To process messages forwarded by the Carton Service, do the following: 1. Open the EP Logger client application and click the Live Log tab. 2. Make sure that there is an active connection to the Carton Service. 3. Messages forwarded by the Carton Service start arriving automatically. 4. Click the Start button to start a new subject. 5. Check the details generated in the Subject and Primary Events panels and modify them if necessary. 6. Perform live logging as required. 7. When finished, click the End button to end the subject and start a new subject as necessary. 2016 Imagine Communications Corp. Proprietary and Confidential. 5/25/2016 Page 15
