école nationale d administration ENGLISH

ena: public service and applied education Created by General de Gaulle in October 1945, the École nationale d administration was founded on the principle of rendering the highlevel civil service accessible to all while professionalising the training of senior officers. ena s mission is to: Recruit and provide initial training to French and foreign high-level civil servants. Ensure continuing professional and advanced training for French and foreign high-level civil servants, through long- or short-term sessions. Foster bilateral and multilateral European and international relations in the fields of public governance and administration. Educate students on European issues and prepare them for the competitive examinations required to enter European institutions.. ENA has trained over 6,500 high-ranking French civil servants and nearly 3,000 foreigners. More than one hundred nationalities come together each year, not including the 1,300 individuals hailing from all corners of the globe who participate in study visits.

initial training following competitive entrance examinations A versatile and multidisciplinary school of applied education, ENA is in line with new national, European and international challenges. Its educational scope is twofold: Expertise in all key areas of public action, based on a general and inter-ministerial logic (law, public finance, applied economics, European and international issues, territorialisation of public policy, e-government); Public management (risk management, project management, monitoring and measuring of collective performance, cost control, human resource management, all in a constantly changing environment). ENA offers a curriculum that alternates between periods of study and internships. It features the expertise of practitioners from both the public and private sectors. Its goal is to train students to work together in an inter-ministerial approach to the senior civil service. Admission to the initial training program is based on three competitive examinations open to European Union nationals. Thanks to its specific positioning as an applied-education institution that fully embraces the comparative dimension of public administration, ENA is internationally renowned and sought out for its instructional model. ENA recruits and educates the men and women who will bring our government to life and move it forward, while imbuing it with a sense of public service firmly grounded in the values of responsibility, neutrality, performance and impartiality.

careers in government ENA offers a remarkable variety of careers at the heart of public action both in France and abroad. In particular, the school prepares students to exercise responsibilities in the following bodies: ADVISORS TO ADMINISTRATIVE COURTS AND REGIONAL COURTS OF AUDITORS Administrative tribunals Regional audit bodies and courts DIPLOMATIC AND CONSULAR BODIES Diplomatic representatives of France abroad Headquarters of the Ministry of Foreign Affairs CORPS OF ADMINISTRATORS OF THE CITY OF PARIS Supervisory body of the city of Paris MEMBERS OF HIGH COURTS The French Council of State (Conseil d État) The French high Court of Auditors (Cour des Comptes) ADMINISTRATEURS CIVILS AND SUB-PREFECTS Assignments in different ministries MEMBERS OF MONITORING INSTITUTIONS General Inspectorate of Finance General Inspectorate of Administration General Inspectorate of Social Affairs

continuing education, top-quality professional training The École nationale d administration offers a range of specific training programs suited to the needs of French and foreign executives from both the private and public spheres. Conférence des Grandes Écoles Masters programs These degree programs in the field of public administration and management are organized in partnership with prestigious French universities or as part of the Conférence des Grandes Écoles. A catalogue of ready-made training programs This type of training is available on the topics of communication, public management, international and European questions, economics and territories. A privileged meeting place for inter-ministerial and public/private exchange, these training programs are led by experts at the top of their fields. Full-time cycles ENA trains administrateurs civils selected from among high-level civil servants, in addition to officers who have been admitted to positions in government offices. It organizes seminars for directors, heads and deputy managers of the central administration. Weekly and monthly cycles ENA offers both long and short continuing education cycles, from two weeks to several months. Above all, they seek to promote professional mobility for executives who aspire to positions of greater responsibility (cycle of Post-graduate European Studies, administrators of the Senate and National Assembly, executives in the Pôle Emploi employment bureau, etc.). Customised training The school organizes training in the most diverse facets of public administration for French and foreign public or private actors. The content and format are developed with the requesting organization.

training in european issues ENA develops actions that encourage leaders of the public and private sector all over the world to promote the European project and European identity. ENA s vocational focus is organized around three areas of professional development: preparation for European careers, training in European governance, training in European policies. its main actions include: the European Studies cycle, preparation for candidates taking the competitive entrance examinations for European institutions, initial training and continuing education on European Union governance (Presidency of the Council of the European Union, negotiation, lobbying, etc.) and sectoral policies, conferences and seminars on current affairs in the European Union, monthly breakfast meetings and clubs for discussing European issues.

open mindset and far-reaching influence Since the creation of its first international cycles in 1949, ENA s scope has never ceased to grow. Today its role is far greater than simply hosting foreign students. partnerships As part of its mission to build expertise and strengthen its international reach, ENA works with a number of research networks and training institutions in France and abroad. INTERNATIONAL RELATIONS AND COOPERATION International administrative cooperation is one of the pillars of the school s mission. Its actions correspond to geo-strategic priorities, especially in Europe, around the Mediterranean, in emerging countries and in the Francophone world. Each year, the school hosts over a hundred foreign delegations for official visits. It also organizes short-term training sessions in France and abroad, which are either based on its catalogue of offerings or custom designed. The École nationale d administration meets the specific needs of high-level officials and foreign experts by organising study visits that put them in contact with their counterparts in France and the rest of Europe. Lastly, ENA increasingly provides services to clients seeking to purchase expertise and training services, and plays a role on the international stage in a competitive environment. ena s offering Short-term cycles in French, English and Spanish (2- or 4-week intensive advanced training sessions on a specific topic) which are generally held in Paris: International Courses Specialising in Public Administration (CISAP); these cycles, initially for foreign civil servants, are now also open to French civil servants. Long-term cycles (from eight to 16 months), general or specialised, which are held in Strasbourg. The Long International Course (CIL 16 months), which may be completed by one of the following two Masters programs: - Professional Master in General Public Administration; - Professional Master in Communication in Public Institutions. The International Advanced Training Course (CIP eight months), which may be completed by a Professional Master in Public Administration along one of two tracks, Administrations and International Affairs or Administrations and Public Management.
