Netwrks must have prtectin against crruptin f, r unauthrized access t, traffic and cntrl, including expanded encryptin techniques and user authenticatin, as apprpriate. Selected users must be able t use NS/EP services withut risk f usage being traced (i.e., withut risk f user r lcatin being identified). Shuld a disruptin ccur, services must be capable f being reprvisined, repaired, r restred t required service levels n a pririty basis. Services must prvide access t and egress frm internatinal carriers. Services must intercnnect and interperate with ther selected gvernment r private facilities, systems, and netwrks. The cmmunicatins infrastructure must supprt transprtable, redeplyable, r fully mbile cmmunicatins (e.g., persnal cmmunicatins service, cellular, satellite, high frequency radi). Services must be readily accessible t supprt the natinal security leadership and inter- and intra-agency emergency peratins, wherever they are lcated. 5

Survivability/Endurability Services must be rbust t supprt surviving users under a brad range f circumstances, frm the widespread damage f a natural r man-made disaster up t and including nuclear war. j. Vice-Band Service The service must prvide vice-band service in supprt f presidential and ther cmmunicatins. k. Bradband Service The service must prvide bradband service in supprt f NS/EP missins (e.g., vide, imaging, Web access, multimedia). l. Scaleable Bandwidth NS/EP users must be able t manage the capacity f the cmmunicatins services t supprt variable bandwidth requirements. m. Affrdability Services must leverage netwrk capabilities t minimize cst (e.g., use f existing infrastructure, cmmercial ff-the-shelf technlgies, services). n. Reliability/Availability Services must perfrm cnsistently and precisely accrding t their design requirements and specificatins, and must be usable with high cnfidence. 6

Netwrk Evlutin End-t-end QS shuld be prvided based n internatinally standardized QS classes and parameters sufficient t meet user s expectatins in interdmain and inter-netwrk (including wireline and wireless interperatin) cntexts. Service/Netwrk prviders must have Operatin Supprt Systems (OSSs) in place in rder t prvisin and maintain critical netwrk elements that are used fr ETS. The OSSs need t have redundancy in the event a disaster/emergency eliminates the utilizatin f ne r mre central cmputer cmplexes. Service/Netwrk prviders must have a means f accumulating accunting and billing data t bill custmers wh utilize the capabilities f ETS. Accunting recrds will be accumulated autmatically and any request fr detailed billing statements must be authrized by the apprpriate gvernment agency. As mre details are knwn abut Next Generatin Netwrk (NGN) equipment, standards have t be develped t insure interperability and reliability f any netwrk element inserted int the mix f technlgies that will be used fr ETS. The NGN equipment must be designed t prvide ETS requirements such as cnnectivity, pririty service, security, QS, etc. 7
