("Cisc") has 15 years f experience implementing technlgy slutins at schls and libraries as part f the E-rate prgram. We have implemented such slutins at thusands f schls and libraries arund the natin and acrss the glbe. Our recmmendatins reflect many f the lessns learned frm these implementatins. Classrms and technlgy have dramatically changed ver the past 15 years. Students have cme t expect wireless bradband access at their fingertips s that they can cnduct research, view multi-media cntent, and cllabrate with their teachers and peers. The challenge is that the prgram has nt kept up with technlgy trends, and funding fr internal cnnectins fr students has dwindled t nthing. The Cmmissin is rightly lking at ways t mdernize the prgram t address this and ther shrtfalls. Cisc has supprted the Cmmissin's effrts t refrm the E-rate prgram, including submitting an extensive reprt based n a cmprehensive assessment f its experience with the prgram, with the gals f identifying success stries and best practices fr bringing technlgy int schls and libraries; making cncrete recmmendatins fr hw the prgram can be mdernized and streamlined based n real-wrld technlgy implementatins; and recmmending a minimum bandwidth speed fr schl districts, schls, and individual classrms t meet technlgy needs. 1 Fllwing up n Cisc's White Paper, "High-Speed Bradband in Every Classrm: The Prmise f a Mdernized E-rate Prgram", Cisc has reviewed its extensive experience with internal netwrk installatins t respnd t Cmmissin staff's requests fr mre granular infrmatin abut the specific equipment and services that are needed t meet schls' and 1 Cisc, "High-Speed Bradband in Every Classrm: The Prmise fa Mdernized E-Rate Prgram," attachment t Cmments f Cisc Systems, Inc., WC Dcket N (filed Sept. 13, 2013) ("White Paper").

2 libraries' internal netwrking needs and the csts f this infrastructure. The attached cst analysis sununarizes the results f Cisc's review. The attached dcument sets ut Cisc's assessment f the internal netwrk equipment and services that schls and libraries need t achieve the gal f mdem levels f E-rate cnnectivity in the classrm. We believe ur mdel is cnservative and reflects nly the equipment and services necessary t deliver cnnectivity that meets the needs f students and teachers in the classrm, based n a five-year refresh mdel. Additinally, the mdel makes the fllwing explicit assumptins: Delivery f specified bandwidth t the student: per-student internet bandwidth target f 1.25 Mbps and per-student inter-building/data center bandwidth target f 6 Mbps. This drives the infrastructure mdeling t meet this gal n a natinwide basis and t reliably deliver actual access as intended. In the Cisc White Paper referenced abve, Part 3, we make recmmendatins fr per-student bandwidth targets. In the attached mdel, we use a per-student internet bandwidth target f 1.25 Mbps and per-student inter-building/data center bandwidth target f 6 Mbps. These targets are the mid-pint between ur 2014 and 2018 targets. This is in line with SETDA's 2011 recmmendatins fr Estimated items: Sme items, including building wiring, equipment installatin and cnfiguratin, are nt actual and are estimated based upn infrmatin cllected frm a variety f surces. The csts f these types f items als vary widely fr schls, depending upn schl physical tplgy, lcal rates and fferings, and schl technical staff resurces. Infrastructure design gal and type f equipment: In general, the mdel seeks t utilize best practices in netwrk design, based upn ur extensive netwrk infrastructure experience with ur wide variety f educatin custmers glbally. Our custmers have many different design gals. Cisc and ur partners seek t meet thse gals n a per custmer basis. We have taken these custmer experiences and bradened them t cver the wide range f schl district sizes in the US; frm the very smallest ne building district t the very largest districts with mre than 500,000 students. Hwever, district netwrk design and custmer equipment chices and requirements vary frm smallest t largest based upn many factrs. Therefre we created typical netwrk infrastructure cnfiguratins fr fur ranges f district sizes, then based estimated csts n these cnfiguratins. These ranges are lsely based upn Natinal Center fr Educatin Statistics data: Small District (less than 10,000 students) Medium-Small District (10,000-39,999 students) Medium-Large District (40,000-79,999 students)

3 Large District (80,000 r mre students) The netwrk design gal fr each type f district uses best practices, t achieve a rbust infrastructure capable f delivering highly reliable service thrughut each district, with redundant cmpnents where needed t prevent system-wide infrastructure utages. Existing district netwrk infrastructure: Given the prjected 5-year lifecycle fr this type f equipment, the mdel prvides an verall infrastructure estimate fr all US schls t achieve the desired bandwidth target t the student ver a five (5) year perid. Because f cnstantly changing and imprving technlgy, the mdel assumes that every schl wuld require a ttal netwrk infrastructure upgrade every the 5-year perid, the mdel des nt take int accunt existing schl infrastructure. Sme infrastructure nt included: While imprtant fr schl cmmunicatin services, schl safety, and persnalized learning envirnment, the fllwing infrastructure elements are nt included in this mdel: vice telephny (IP r analg), vide cnferencing, cntent filtering, fiber cabling r installatin beynd clset switches (building wiring estimate is classrm t clset switch nly). Service prvider r leased circuit equipment: The mdel des nt include service prvider equipment n-premise at building edge r district-wned leased/private ptical circuit equipment. The mdel des nt include service prvider r district-wned ptical internet access equipment n-premise. This functinality is required fr interbuilding and internet access but it is highly variable frm district t district. Our mdel des include all switching (layer-2) and ruting (layer-3) equipment required but nt ptical (layer- I) equipment. Hardware maintenance: The maintenance cst figures shwn d nt include hardware replacement, per current E-Rate ineligibility. It des include access t services such as: sftware maintenance, access t telephne-based maintenance technical supprt n-line resurces and dcumentatin. Technical design elements: The mdel assumes fur switched Ethernet jacks wuld be installed per classrm, each prviding Pwer-ver-Ethernet (PE+ r higher) with ne jack reserved fr the wireless access pint. It als includes wired access fr building ffices and ther spaces by adding ne prt per classrm fr these areas. Clset uplinks are I GE multimde ptical interfaces, with I OGE upgrade capability available tday n existing hardware. Wireless access pints utilize latest 802.l lac Wave 1 standard with multiple spatial stream supprt, high per-ap thrughput t supprt 25+ active devices per classrm at high bandwidth rate, rgue access pint detectin and cntainment, and remte spectrum analysis. A rati f 1.3 access pints per classrm is used,

4 t accmmdate nn-classrm areas such as hallways, labratries, ffice spaces, auditriums, cafeterias, gymnasiums, etc. Firewall appliances with VPN server and intrusin prtectin are included, hwever these are assumed t be less than 100% eligible. District level hardware and sftware fr netwrk device cnfiguratin, perfrmance mnitring, visibility, quality f service management, wireless spectrum management, and identity services management are included, hwever these are currently Erate ineligible. WAN ptimizatin is nt included given the bandwidth gals related t district WAN circuits, hwever, it will be required if such circuits wuld nt becme feasible in certain districts. Libraries. Library estimates are nt included in this mdel. The attaclunent prvides summary infrmatin abut the ttal cst f this equipment and services, estimating that internal netwrks fr all f the natin's classrms will cst apprximately $11.6 billin in equipment (with an expected useful life f 4-5 years) and $460 millin per year in maintenance in each f the five years. Distributing the equipment cst ver a hypthetical five-year rllut results in an annual cst f $2.33 billin fr equipment and $460 millin fr maintenance. Additinally, we estimate that installatin and cnfiguratin csts will amunt t $1.56 billin ver five years. This calculatin prvides useful infrmatin fr determining hw much supprt shuld be directed t internal cnnectins thrugh whatever mechanism and discunt rates that the Cmmissin selects fr ding s.
