2 Message From The Directorate Directorate of Distance Education, B.U. recognizes that if education is at the heart of the development it is also becoming a part of the globalization process. In order to compete in the globalization education market D.D.E. is trying its best to provide upgradation of professional skills, competence of individuals who for different reasons can not undergo the professional courses of studies as regular full time students of the Universities. India, in its development phase requires an ever expanding number of managerial personnel. The limitations of the conventional and face-to-face interactive system to meet these ever expanding requirements are too well known. Distance mode for its flexibility and cost effectiveness is obvious choice. To ensure and maintain quality, there should have clear-cut norms and standards for management education. The regular faculty members of the Centre for Management Studies, The University of Burdwan, have gladly accepted the challenges to make the programme educationally and contextually significant. The Directorate of Distance Education with the whole hearted co-operation of the teachers, staff & university authorities is going to introduce MBA with specialization in Finance / Marketing / Human Resource / Systems & Operations to reach the unreached. The Directorate would welcome any views and comments that will help the institute to prepare a flexible, responsive and relevant organization.

3 THE UNIVERSITY A SHORT PROFILE The University of Burdwan is one of the premier institutes of higher education in Eastern India. The National Assessment and Accreditation Council (NAAC) of UGC designated it as a B++ University in 2007 for its effective role in higher education and research in different disciplines. The University was founded on 15th June, 1960 and was celebrated its golden jubilee in 2010. At present, it has around 115 affiliated colleges in five districts of Burdwan, Hooghly, Birbhum and Bankura. The administrative wing of the University is located in the majestic Bardhaman Maharaja s Rajbati Palace while the academic departments are situated in the Golapbag (Rose Garden) campus. The post-graduate classes are held at this sprawling and beautiful campus, which has a pristine and green environment. It is located near the main town of Burdwan, yet far away from the urban hustle and bustle. Through the undergraduate affiliated colleges, the University provides higher education in all major subjects under Science, Arts, Management, Law, Commerce, Fine Arts & Music, Engineering & Technology faculties to the urban and rural youth. At its campus, as also in some constituent colleges, postgraduate courses in all the major subjects in Science, Arts & Commerce faculties are offered. While still developing the traditional mode of teaching and learning, the University fully recognizes the need for Distance Mode of teaching with a view to providing more access to higher education. The University is also aware of the rapid pace at which the explosion of knowledge is taking place around the world. Keeping this ground reality in view, distance programmes in several postgraduate subjects have been introduced for the first time in West Bengal at this University way back in 1994. Also, recognizing the strong social need for

4 providing education in upcoming subjects, the University have been launched certain professional, specialized and emerging courses through distance mode. ABOUT THE DIRECTORATE OF DISTANCE EDUCATION, B.U. In accordance with the suggestion of the Distance Education Council (DEC), Directorate of Distance Education was established in 1994. It was the first of its kind in West Bengal. It evolved and developed since its inception and now it has a state of the art infrastructure with modern teaching aid of its own. Situated in the Golapbag Campus, the DDE has a splendid building of its own. It houses all the administrative departments of the directorate and holds counselling sessions for different courses it runs. The principal objectives of the Directorate are - (i) To provide, subject to fulfillment of minimum eligibility criteria and other requirements as may be prescribed by the University from time to time, wider access to higher education to persons of all ages and sex residing in any part of the country - particularly to working persons - who, for different reasons, cannot undergo the higher courses of studies as regular full-time students of the University. (ii) To provide a system of student-centered self- paced learning which will neither be entirely separate from nor wholly independent of the formal, full-time campus system of education as traditionally followed in University departments of studies.

5 (iii) To ensure, as far as feasible, appropriate value addition to career prospects of the students in the context of prevailing market opportunities and (iv) To provide means of improvement / upgradation of professional skills and competence of individuals who wish to take education as a life - long activity. At present DDE conducts a total of twelve post-graduate courses. There are nine conventional courses [MA in Bengali, English, History, Philosophy, Political Science, Sanskrit, M.Com., M.A. / M.Sc. in Mathematics and M.Sc. in Computer Science] and three professional courses at the post-graduate level [MBA in Insurance & Risk Management, and MBA with specialization in Marketing / Finance / Human Resource / Systems & Operations]. Learners from places all over West Bengal enroll themselves in these courses. Among them 68 percent are from rural areas, while the rest from urban background. In accordance with the guidelines of the Distance Education Council, New Delhi, the University of Burdwan has appointed one core faculty in each of the subjects run by the DDE. Another achievement of the DDE is that the students of the DDE enjoy the services of the placement cell of this University along with regular students.

6 PROFESSIONAL COURSES OFFERED THROUGH DISTANCE MODE 1) COURSES OFFERED POST GRADUATE LEVEL: MBA with specialization in Financial / Marketing / Human Resource / Systems & Operations/Media/Insurance & Risk Management. 2) MODE OF INSTRUCTION Unlike regular day-time instruction in the college or university departments, the off-campus distance learning programmes, as mentioned earlier, will be self-paced and learner-centered. It will essentially be based on the supply of reading materials in Self-Instructional Mode for home-study by the learners duly supplemented by: a) face to face Personal Contact Programmes (PCPs) and counselling; b) practical sessions wherever necessary; c) feedback from students through assignments and d) arranging project work.

2.1) PCPs & COUNSELLING 7 Personal Contact Programmes and Counselling sessions will be arranged at the specified and approved study centres of the University as per the preference of the candidates unless, under unavoidable circumstances, the University is otherwise constrained to allot any candidate a study centre beyond the candidate s own choice. These PCPs and Counselling sessions will principally facilitate face to face interaction between the students and the subject experts to be appointed and engaged by the University for these specific purposes. Learning at classroom environment will thus be compensated by these sessions. The duration of the PCPs and Counselling sessions may vary from course to course depending upon the specific need of individual courses. However, students will be duly informed of such programmes so that they are able to attend them properly. For the MBA programme, PCP will be organized at Burdwan and Kolkata. 2.2) Assignments Assignment on lessons / topics / units of study will be given to students to get feedback from them on the progress of their learning on the basis of the study materials supplied. This will compensate for face to face interaction of teachers with students in the class-room environment. Students will be asked to send answers to these assignments to the respective study centres on time-bound programme basis. The assignments will be duly tutor-marked or computer-marked as the case may be and the students will informed of their progress and of the areas or points that might be found to have definite need for improvement on their part. However, as per the evaluation procedure to

8 be followed for these courses, the marks thus awarded on the assignments will count towards the continuous evaluation of the students learning. 2.3) Project work So far as the specialized courses are concerned, project work often at practical field environment including industry environment will form an integral part of learning. These projects will help students enhance and authenticate their knowledge acquired during the learning process through study materials and practical sessions. These projects will also help students to acquire knowledge from practical situations and industries. And they will thus have necessary scope to relate their knowledge and experience to their learning process. Wherever necessary, students will be required to submit project reports which will be duly evaluated and marked. Consequently, these marks may also count towards the continuous evaluation of their learning. In other works, the DDE puts emphasis on self-initiated learning at the learners own pace and leisure to be duly enhanced and upgraded at the PCPs, practical sessions and projects. 3) Medium of instruction The medium of instruction through the print materials to be supplied to the students will be English only. 4) Medium of examination The medium of examination for all the courses will also be English.

9 5) Library facility Library facilities will be provided to students at such study centres as may be specified by the University. Students at specified hours will have access to the library facility to supplement their reading at home by going through the text books and reference works. 6) Study materials Printed study materials on all the course as prepared by best available experts and eminent scholars in the subject will be supplied to the students for home-study either by hand through the study centres or by post whenever necessary. 7) Pre-admission counselling The University may arrange pre-admission counselling at the study centres to help students in all relevant aspects of course choice and admission formalities.

10 8) Admission procedures All admissions will be undertaken at the approved study centres of the University. Students will be required to procure prospectus and admission forms on deposition of specified fees in the manner to be specified in the admission notification in the leading national dailies. 8.1) Instruction for submission of the application form Candidates are advised to carefully follow the instruction while filling up the application form: The application form shall be submitted in the DDE counter on payment of Rs. 300/- in cash. The following documents will be attached with the filled in application form. a) duly attested photocopies of marksheets of all the previous public examinations passed; b) duly attested photocopy of the admit card of the Madhyamik / Secondary / equivalent examination; c) duly attested photocopy of the Registration Certificate of the University of Burdwan (instantly applicable for graduates of this University); d) wherever available, duly attested photocopy of the score-card issued by AIMA (of recent MAT) or IIM (of recent CAT). This will be applicable in case of candidates seeking admission into the MBA programme only. However, candidates who do not have valid MAT or CAT score may also apply for admission if they are otherwise eligible;

11 e) duly attested photocopy of the caste certificate (applicable in case of OBC / SC / ST candidates only); f) 1(one) stamp-size (colour or black & white) recent photograph with name and form number written on the back. This photograph will not be attested by anybody. 8.2) Last date of submission forms Last date for submission of any form relating to admission to next semesters or relating to registration or examinations or otherwise will be announced by the University from time to time through the study centres. However the last date for submission of admission form at the first entry point will be announced in the admission notification to be inserted in leading national dailies. 8.3) Admission Procedure: The selected candidate shall be deposited Course Fee and Registration/Restoration Fee only for other University students by SBI Power Jyoti A/c. No. 32868998865 from any SBI Branch for which students are required to pay service charge of Rs. 50/-. This Power Jyoti Challan shall be downloaded from our website: www.buruniv.ac.in/dde.

12 9) Migration and Registration of candidates admitted into the courses of the University All candidates admitted into the course have to be compulsorily registered at the University of Burdwan. Candidates from other universities are, therefore, advised to note the following and act accordingly. a) Students should wait to receive the Enrolment Card of the University; b) After obtaining it, they will have to apply in the prescribed form one for Inward Migration and the other for regular Registration), to be downloaded from our website (http://www.buruniv.ac.in/dde). The duly filled in form has to be submitted at the Centre / Directorate along with duly attested documents like i) photocopy of the latest degree examination passed, i.e. B.A. / B.Sc. / B. Com. / B.E. / B.Tech. etc. as the case may be ; ii) photocopy of the Madhyamik / Secondary Examination Admit Card; iii) photocopy of the Enrolment Card of the University; iv) Photocopy of tender part of the challan of course fee as proof of deposit of the requisite fee of Rs.150/-. v) A duly attested passport size photograph to be affixed on the space provided on the form.

13 Candidates will be required to furnish migration certificate in original from the University last attended. After the registration formalities are completed at the University, students will receive their Registration Certificates from the respective study centres on production of their Enrolment Card as per the schedule to be notified in due course. As they obtain the certificate, they will have to submit a photocopy of it at the study centre itself, writing on it their enrolment number. 9.1) Restoration of Registration of B.U. candidates Burdwan University graduates, who meanwhile migrated to any other University for academic reasons, must compulsorily get their original B.U. Registration Number restored in the manner as stipulated in the relevant University rules. However, furnishing migration certificate in original from the University last attended will be a must for them also. They must submit the photocopy of the registration certificate at the respective study centres as soon as they receive it in the restored form in the manner as advised. 9.2) Time-limit for completing the formalities of Registration/Restoration This time-limit will be notified in due course through the study centres after the Enrolment Cards are issue.

10) Verification of original documents 14 Until the University is satisfied about a candidate s basic eligibility for admission on verification of his / her original documents he / she will in no case be admitted in to the course of studies. As are (or may be) instructed in the advertisement notification, candidates will be required to bring with them all the original credentials, i.e. the original marksheet of all the public examination passed, original Admit Card of the Madhyamik / Secondary / equivalent examinations and such other original documents photocopies of which are enclosed with the Admission/ Application form. These verifications will be done at the study centres where the Admission/ Application form will be submitted. 11) Cancellation of admission on other grounds Besides non-fulfillment of basic eligibility criteria, admission of a student may be cancelled by the University (without refund of the course fee deposited) on any of the grounds mentioned below i) if any suppression of information or any supply of false information is detected at any stage after admission; ii) for gross misconduct at any stage during his / her studentship; iii) for adoption of unfair means at the examination hall and iv) for other grounds of indiscipline. Candidates themselves may, however, choose to discontinue their studies at any point of time for private reasons and apply for withdrawal or cancellation of their admission / enrolment or for

15 issuance of Outward Migration Certificate. While the University may not object to granting any such prayer, no claim for refund of course fee will be entertained in any case as per University rules. 12) Degrees to be awarded by the University All Degrees relevant to the courses offered through this mode are duly instituted by the University of Burdwan in accordance with its Acts, Statutes, Ordinances, Rules and Regulations. 13) Examinations All examinations will be conducted by the University under the overall control of the Department of Controller of Examinations as per University Rules provided that such examinations may be held at centres specified by the University under its overall supervision. 13.1) Basic condition for appearing at the Semester Examinations For each semester examination candidates will be required to fill up the prescribed form of the University to be issued through the respective study centres. The duly filled in form, along with the examination fee as may be fixed by the University for that semester examination, has to be submitted at the respective study centres by the stipulated last date. After due checking of the form, admit card will be issued for the relevant semester examination through the same study centre.

16 However, admit card for any semester examination will in no case be issued to any candidate unless the B.U. Registration Certificate and the University Enrolment Card in original are not produced during the issuance of the card. 13.2) Rules/Regulations of Examinations Rules and regulations governing the examinations for these courses will be framed by the University in conformity with the University Ordinances, Rules and Regulations that are in vogue for other corresponding / identical courses of studies run directly within the University campus or at the University affiliated colleges & institutes provided that, where need be, these Rules & Regulations may also be different in respect of relevant courses. 14) Promotion/Admission to the Semester next to the one last completed After completion of one semester, a candidate will be promoted / admitted to the next semester, provided that for such promotion / admission he / she will be compulsorily required to deposit the specified course fee for that semester at the respective study centre in the manner specified in Section 16; provided further that the University will have all rights to refuse such promotion / admission to any candidate on grounds specified in Section 11.

15) Fees other than course fees 17 i) Examination fee: Rs.1,000/- per semester for any first appearance; ii) Fee for re-appearance at any semester examination: Rs.450/- per semester (max. two papers); iii) Fee for re-appearance at any semester examination: Rs.800/- per semester (more than two papers); iv) Fee for duplicate Enrolment Card and Admit Card: Rs.50/- each; v) Other fees for miscellaneous certificates etc. of the Directorate if requested by any student: Rs.25/- each. 16) Mode of Payment & Deposition of Fees The candidate shall be deposited all types of Fee by SBI Power Jyoti A/c. No. 32868998865 from any SBI Branch for which students are required to pay service charge of Rs. 50/-. This Power Jyoti Challan shall be downloaded from our website: www.buruniv.ac.in/dde.

17) Eligibility & Selection, Duration & Pattern, Fees & Session, Programme Administration/General Guidelines 18 Course Name : MBA With specialization in Finance / Marketing / Human Resource / Systems & Operations/ Media/ Insurance & Risk Management Eligibility: a) Any Graduate (10+2+3) from any recognized University. b) Candidate should have valid MAT/CMAT/CAT/XAT/Other recognized Test score. In case of candidates not having any of the above mentioned scores, have to appear and secure valid score in the Entrance Test to be conducted by the University of Burdwan. Selection: Eligible candidates will be selected for the course on the basis of Entrance Test, Group Discussion (GD) and Personal Interview (PI). 19 18. Curriculum (Semester-wise): Programme Administration/General Guidelines 1. The course duration will be two years, divided into four semesters. 2. Each paper will carry 100 marks. The distribution of marks in each theoretical paper will be: semester written examination 80 marks and internal assessment - 20 marks. 3. The duration of each written examination will be three hours. 4. Students shall be evaluated for internal assessment on the basis of their performance in any or a combination of the following to be decided and declared at the beginning of each semester by the concerned faculty member responsible for the paper: - q Participation in seminars, case discussions, group work activities q Class Tests q Individual or group oral presentations q Written assignments, term papers q Viva Voce q Classroom participation. 5. The grand total of marks to be covered in four semesters will be 3200. Students will be evaluated out of 800 marks in each of the four semesters. 6. Students will be offered six specialisation areas viz. Marketing Management (MMD)/ Financial Management (FMD)/ Human Resource Management (HRMD)/ Systems & Operations Management (SOMD)/ Insurance and Risk Management (IRMD)/ Media Management (MEMD). A student has to opt for any single specialisation out of these six options before commencement of the third semester. 7. In each specialization a student will have to undertake a total of 7 special papers, to be distributed as: 3 rd Semester: 4 papers, 4 th Semester: 3 papers.

20 8. For paper MBD-407, a Project Report based on the Project Study (PS) will have to be submitted in 4 th semester. The written part for the Project Study will account for 70% of marks and the Project Viva (PV) to be conducted by a duly constituted board of examiners for the remaining 30% of the marks. 9. At the end of 4 th semester they have to appear for a Grand Viva (GV) examination carrying 100 marks before a duly constituted board of examiners. 10. Personal Contact Programme (PCP) classes will be conducted by the DDE, BU in each semester. The curriculum comes into effect from the academic session of 2014-2016.

25 19) Other General Conditions & Caution to Students i) Candidates are advised to ensure themselves that they possess stipulated minimum eligibility for admission and satisfy other conditions and rules before submission of application forms. The University reserves all the rights to reject application forms in any stage. Ineligible candidates may not get the refund of their course fee except in special cases where service of Rs.500/- will be deducted. ii) The University reserves all rights to change the fee structure in case of extreme and unavoidable exigencies. iii) The University reserves all rights to attach any candidate to any centre other than that initially chosen by the candidate. iv) While all necessary cautions will be taken for sending information to students by post wherever necessary, the University will not be responsible for any postal delay or loss in transit. v) Any dispute arising out of the programme administration and the examinations will be subject to the jurisdiction of Burdwan only. vi) In all other matters the decision of the University will be final and binding in accordance with the rights and powers vested upon it by its Acts, Statutes, Ordinances, Rules and Regulations.
