Office: Vidyut Bhawan, Bailey Road, Patna ) EMPLOYMENT NOTICE NO. -03/2013 Bihar State Power (Holding) Company Ltd., on behalf of its three subsidiary companies namely North Bihar Power Distribution Company Ltd. (NBPDCL), South Bihar Power Distribution Company Ltd. (SBPDCL) & Bihar State Power Transmission Company Ltd. (BSPTCL) invites applications from eligible candidates for appointment on the following posts for Head Offices and Field Offices of the respective companies as per the details given below: Total consolidated Vacancy for all the three companies is as detailed below: Sl. The above posts are exclusively for the respective Company. Once a candidate is selected for a particular company, no request for change of the Company shall be entertained. ii. The allotment of company to the candidates in the Merit List will be on alternate basis amongst the three companies starting from NBPDCL. iii. Female reserved category includes women candidate of SC, ST, EBC and BC category. iv. The numbers of posts are subject to change as per requirement, without giving any prior notice. 2.0 Compensation: a. Pay (Consolidated Pay including HRA): i. AEE/ AE (Civil)/ RO : Rs. 32,000-51,000 ii. JEE Gr.-II / JE Gr.-II (Civil): Rs. 15,500-24,000/- b. Annual 4% (Four percent) will be paid. c. As an incentive, an additional payment up to 2% may also be allowed based on the performance of the individual. d. No other allowances would be given in addition to the pay fixed in above Pay. PF, Gratuity and Group insurance would be paid as per Company Rules. 3.0 Qualification & Eligibility: a. Assistant Electrical Engineer: Full time 4 years B.E./ B.Tech./ B.Sc. (Engineering) Degree in Electrical/ Electrical & Electronics/ Electronics/ Electronics & Communication/ Electronics & Instrumentation/ Electronics & Tele-communication/ Power Engineering with minimum marks as detailed in "f" (or equivalent) from a recognized University/ Institute approved by AICTE b. AE (Civil): Full time 4 years B.E./ B.Tech./ B.Sc. (Engineering) Degree in Civil Engineering/ Construction Engineering with minimum marks as detailed in "f" (or equivalent) from a recognized University/ Institute approved by AICTE c. Revenue Officer: Full time 2 years MBA/ PGDBM along with 4 years B.E./ B.Tech./ B.Sc. (Engineering) Degree in Electrical/ Electrical & Electronics/ Electronics/ Electronics & Communication/ Electronics & Instrumentation/ Electronics & Tele-communication/ Power Engineering with minimum marks as detailed in "f" (or equivalent) from a recognized University/ Institute approved by AICTE d. Junior Electrical Engineer, Gr.-II: Full Time 3 years Diploma in Electrical Engineering with minimum marks as detailed in "g(a)" (or equivalent) from recognized Institute/ college duly recognized by State Government/ Central Government OR Full Time 4 years B.E./ B.Tech in Electrical/ Electrical& Electronics/ Electronics/ Electronics & Communication/ Electronics & Instrumentation/ Electronics & Telecommunication/Power Engineering from a recognized University/ Institute approved by AICTE with 50 % minimum marks (or equivalent) for all categories as explained in "g(b)" Page 2

JE (Civil), Gr.-II: Full Time 3 years Diploma in Civil with minimum marks as detailed in "g(b)" or equivalent )from recognized Institute/ college duly recognized by State Government/ Central Government. OR Full Time 4 years B.E./ B.Tech in Civil Engineering/ Construction Engineering from a recognized University/ Institute approved by AICTE with minimum 50% marks (or equivalent) for all categories as explained in g(b). f. Minimum Percentage of marks for the post of AEE/AE(Civil)/RO Minimum percentage in Degree Engineering final year exam UR SC ST BC EBC 60% 50% 50% 55% 55% g. (a) Minimum Percentage of marks for the post of JE Gr-II/JE(Civil) Gr-II Minimum percentage in Diploma Engineering final year exam UR SC ST BC EBC 60% 50% 50% 55% 55% OR (b) Minimum 50% (or equivalent) in Engineering Degree Exam for all categories. No relaxation in marks to any category shall be given, to Engineering Graduates applying for the post of JEE Gr-II/JE(Civil) Gr-II The relaxation in marks as detailed in chart "f" or "g(a)" will be available, only to those SC, ST, BC, and EBC candidates, who are domicile of Bihar. Female will get marks relaxation as per their Category. g. The candidates with relevant qualification applying for the post of AEE/ AE (Civil)/ Revenue Officer, may also apply for the post of JEE/ JE (Civil), as the case may be, but they will have to submit a separate application form with requisite fee. 4.0 Age (As on ): Age UR (General) SC ST EBC BC Female (UR) Minimum Maximum a. PHP (Physically Handicapped Person) Candidates shall get age relaxation by 10 years additionally in maximum age limit. They will have to produce necessary certificates in this respect. b. Land losers/ Land displaced persons due to land acquisition by erstwhile Bihar State Electricity Board, shall get relaxation in maximum age limit by 5 years additionally. c. For claiming relaxations in the Category of land losers/ land displaced persons, the Candidates have to produce certificate from concerned District Magistrate/ Dy. Commissioner, of the following effect to avail the benefit:- i. That he is a land displaced person due to land acquisition by the erstwhile Bihar State Electricity Board. Page 3

4 ii. That his one acre or more land has been acquired for the construction of power plant or any other infrastructure of the Board. iii. That no one from his family has benefited in preferential treatment in employment on the basis of land displaced person. d. For the purpose of calculation of maximum age of all Candidates who are domicile of other States than of Bihar, maximum age mentioned for UR Candidates shall be applicable. 5.0 Probation Period: The probation period shall be 2 years from the date of appointment. If during probation period, the performance is not found satisfactory, probation shall be extended by one year. Even if during extended period of probation the performance is not satisfactory, the services shall be terminated. 6.0 Reservation: a. Reservation will be given in terms of reservation rules and policies as per Govt. of Bihar. b. The benefit of reservation is available only to the permanent domiciles of Bihar. The Candidate who claims for reservation benefit will have to submit the application along with the Caste and Creamy Layer Certificate issued by the Competent Authority of his/ her home district in the prescribed Performa of Govt. of Bihar issued not more than a year before. The Candidates belonging to SC/ST are not required to submit the Creamy Layer Certificate. c. If a Candidate does not produce valid certificate of caste & creamy layer, Physically Handicapped, Land looser/ Land displaced persons or domicile etc., (as applicable), in original at the time of document's verification, his/ her claim for such reservation benefit will be forfeited and his/ her Candidature will be considered under UR category/ general candidate. 7.0 Application Fee: a. Application fee is Rs.1,000/- (Rupees One Thousand only) only for all categories except SC/ ST of Bihar domicile, for whom it will be Rs.250/- (Rupees Two Hundred Fifty only). b. Application fee is to be deposited in the BSP(H)CL Current A/C - (Power Jyoti) in any State Bank of India branch by filling a triplicate Challan which may be downloaded from prescribed website as mentioned at Sl. '10.0' and then obtain journal Number from the bank after depositing required application fee before final filling and submitting the 'ON LINE' application. The applicant must write journal Number, on the "ON LINE" auto generated application along with other details. The application fee is nonrefundable in any case. Therefore, the candidates are advised to ensure that they are eligible for the applied post in all respect. Before submitting the application "ON LINE", the applicant must ensure that the Journal Number entered is correct in all respect. In case of non-encashment of deposited fee due to any discrepancy, the application will be rejected. c. SC/ ST candidates of other States will be treated as UR candidates even for the purpose of Application fee. 8.0 Mode of Selection: a. For AEE/ AE (Civil): i. Candidates would be shortlisted based on the valid score in the GATE examination. ii. Merit List would be prepared on the basis of valid GATE Score, Experience marks and Interview. iii. Weightage of marks obtained in the GATE would be 80% and out of balance 20%, 10% each would be for the relevant work experience and interview. Page 4

5 iv. Candidates with prior relevant work experience of 5 (Five) or more years in any Government/ Semi-Government Organization/ PSU would be given maximum marks. v. No weightage would be given to experience below 2 (two) years. vi. Marks will be awarded on prorata basis for work experience between 2 (two) years to 5 (five) years as per the following table- Work Experience Marks Less than 2 Years 0 More than 2 Years and less than 3 Years 3 More than 3 Years and less than 4 Years 5 More than 4 Years and less than 5 Years 7 More than 5 Years 10 b. JEE, Gr.-II / JE (Civil), Gr.-II : i. Candidates would be shortlisted on the basis of marks obtained in the Written Test. ii. Merit List would be prepared on the basis of written test, work Experience(If any) and percentage of marks in Engineering Degree Exam.(only for candidates having degree in engineering). iii. Weightage for written test and work experience should be 75% and 10% respectively. iv. Candidates with prior relevant work experience of 5 (Five) or more years in any Government/ Semi-Government Organization/ PSU would be given maximum marks. v. No weightage would be given to experience below 2 (two) years. Marks will be awarded on prorata basis for work experience between 2 (two) years to 5 (five) years as per the following table - Work Experience Marks Less than 2 Years 0 More than 2 Years and less than 3 Years 3 More than 3 Years and less than 4 Years 5 More than 4 Years and less than 5 Years 7 More than 5 Years 10 vi. Balance 15% weightage would be given to candidates with Engineering Degree (B.E./ B.Tech./ BSc. (Engineering)) in relevant field. vii. Maximum weightage would be given to candidates (Engineering Graduates) scoring more than 75% marks or equivalent in Engineering Degree. Marks will be awarded on prorata basis for scores between 50% to 75%. Note: Those candidates who have been awarded CGPA scores in Engineering Degree will have to submit conversion formula issued from the concerned institute / university for calculation of CGPA score to percentage of marks. c. For RO: i. Candidates would be shortlisted on the basis of marks obtained in written test. ii. Merit List would be prepared on the basis of written test, Experience and Interview in the following manner; (a) Weightage for marks obtained in written test 80%. (b) Weightage for experience 10%. 6 (c) Weightage for interview 10%. iii. (a) Candidates with prior relevant work experience of 5 (five) or more years in any Government/ Semi-Government Organization/ PSU/ would be given maximum marks. iv. No weightage would be given to experience below 2 (two) years. v. Marks will be awarded on prorata basis for work experience between 2 (two) years to 5 (five) years as detailed in 8.0 (a)(vi). d. The minimum qualifying marks in the written test (if conducted) as per Government of Bihar norms will be 40% for UR, 36.5% for BC 34% for EBC & 32% for SC/ST/ Female candidates. 9.0 How to Apply: a. The applicants are to apply through "ON LINE" on the Website of or through the Website of BSPHCL at The Website will be open from 20thAUG2013 to 16thSEP 2013 upto 5 PM. After filling up the ON-LINE application; Candidates have to take a print out of the same. b. Print out of the application along with necessary certificates, as specified on Website, shall have to be sent through registered post/ speed post to- Durgapur Public Institute(DPI), Eman Kalyan Sarani, Sec:2C, Bidhannagar, Durgapur: , Beside: Mission Hospital as to reach on or before the last date i.e. 23 SEP upto 5:00 PM. Application received after last date of receipt, due to postage delay or for any other reasons, shall not be considered. c. Print out of the filled in on line application form having auto generated Registration number and Bank journal number must accompany two Passport size Photographs snapped within last six months out of which one should be pasted on the space provided on the application form and rest one photograph should be enclosed. d. Self-signed, visible, and clear photocopy of the following certificates and mark sheets shall have to be attached with the application form:- i. Matriculation Mark-sheet, ii. Marks sheet and passing certificate of MBA/ Engineer Degree/ Diploma/ GATE Score Card [for AEE/AE (Civil) Post]. iii. Certificate of Matriculation in support of age, iv. Caste and Creamy Layer Certificate issued by competent authority, if reservation benefit is claimed, v. Experience Certificate of the pervious employment in the relevant field. vi. Any higher qualification certificate. ( If possessing ) vii. If PHP Candidates, certificate from competent authority, viii. If land loser/ land displaced person certificate issued from District Magistrate/ Dy. Commissioner. ix. Permanent Domicile Certificate. x. BSPHCL Copy of Challan (in original).. xi. One self-addressed envelope of size 16 X 7 cm with postage stamp of Rs.39/- (thirty nine) affixed on it, must be enclosed with the application Easy steps to fill on-line applications:- a. Go to BSPHCL website or b. Click to fill on-line application for the post being applied for. c. Fill on-line application. d. Accept the filled up on-line application. e. Auto generated registration number will appear on on-line application form. Page 6

7 f. Save and print out the on-line application. Note down your registration number for future reference. g. Now go again to above named website. h. Click to download your customized Bank Challan form. i. Mention your auto generated registration no. in specified column and press enter. j. Select the option of customized bank challan, Triplicate customized Bank Challan will appear. Take print out of the same. k. Deposit the same duly filled with requisite application fee in any SBI branch. l. Bank will give a journal no. on the Challan. m. Now go to the above named website and click on enter on Bank Challan deposit details and fill up the requisite columns and save Challan information. n. Now write the same journal no. on the printed copy of on-line application. Enclose all relevant documents as well as original copy of Challan and post the same (only through registered/ speed post) General Instructions: a. The Print out application has to be sent only through registered/ speed post. No application will be entertained or received through person. The name of the post must be super-scribed on the envelope containing the application. b. The person employed in Govt./ Semi Govt. organization/ Public sector must also send the additional copy of the print out of the on line application form through proper channel, so as to reach by 23 SEP 2013 up to 5:00 PM. The envelope containing this application must clearly be super-scribed as "through Proper Channel" and name of the post applied for. They are also required to submit a certificate from the employer that no departmental enquiry or vigilance case is pending against him. c. The Candidates will be liable for severe legal action if any false information with respect of name, father's name date of birth, address, educational qualification, percentage of marks, caste certificate, photographs etc. is furnished by him/ her. d. The centre for written test will be normally in Bihar, but BSPHCL reserves the right for deciding the examination centre. e. No TA/ DA will be paid to the Candidate, if called for Written Test/ Counseling etc. f. The BSPHCL reserves right to cancel the selection process at any stage and increase or decrease the nos. of posts to be filled according to the exigencies of the Company. g. Each Candidate is required to submit only one application form. Submission of multiple applications will lead to cancellation of the Candidature. h. Selected Candidates will be called for interview/ document verification/ counseling. i. Candidates are advised to possess a valid ID, which is to be entered in the on-line Application form.
