The Parish Council of Belford Minutes of the Meeting held on Thursday 16 th October 2014 at 7.00 p.m., Bell View West Street Belford. Present: Chairman Mrs. B Stanton Parish Councillors I Carruthers, Mrs. T Bell, & B Keys County Councillor J Woodman Clerk Mrs. I Hunter 5 Members of Public Apologies: Parish Councillors C Rosby, & PC Kylie Currie Parish Councillor Resignation- The Chairman advised members that since the last meeting the Vice Chairman G O Connell has retired from the Parish Council. The Chairman stated the Geoff O Connell had worked hard for the village and that she had sent him an e-mail thanking him for all his hard work. Election of Vice-Chairman for 2014-15- The Chairman proposed & Parish Councillor Mrs. T Bell seconded, Parish Councillor I Carruthers as Vice Chairman. This was agreed and Parish Councillor I Carruthers agreed to accept the position. Declarations of Interest-.The Chairman declared a Personal & Prejudicial Interest in Detchant/Bedmax Agenda Item as a resident of Detchant. Request for Dispensation. None Public Question Time: -Mr. G Duncan read the following statement: Gary Duncan objected to a comment in the October minutes about the state of his garden. He objected to the council singling out his property and for not raising the issue with him before discussing it at a council meeting and then referring it to the County Council Enforcement Officer. After reading the comments in the parish magazine, he said he talked to two council members but neither was able to explain what the comments actually refer to. He said he is still waiting for an explanation, and would like to know if the council now plans to start naming and shaming other home-owners about the state of their personal property. The Chairman replied that the Parish Council s normal procedure is to accept and investigate complaints and this is how this case was dealt with. Community Police updates- PC Kyle Currie submitted the following report: there was 1 report of assault which led to an arrest and 1 report of theft. There have been 3 incidents of youth disorder where stones have been thrown at windows in Crofters Court & Raynham Road. Minutes: The Minutes were signed as a true record of the Meeting held on 18 th September 2014 by the Chairman. Matters Arising: Min 1234 (Min 1218) - Community Benefit Document- The Chairman informed the meeting that David Francis is in discussion with Michael Briggs and is happy with a review every 3 years or as necessary to be included within the document. 161
Min 1235 (Min 1231) - Noise Issues Station Road- The Clerk read the reply from Coastal Grains. Parish Councillor Mrs. T Bell agreed to continue to work on this matter as a resident and come back to the Parish Council in future if support is required. Min 1236 (Min 1229)- Northumberland Strategic Housing Land Availability Assessment- The Chairman informed the meeting that she had read and was happy with the listed areas of land identified within the Parish. Min 1237 (Min 1233)- Information Exchange BT- The Chairman informed the meeting that she had raised the issue of high speed broadband and the current service in Belford at the Northumberland County Council joint meeting with Town & Parish Councils. The Clerk advised the meeting that BT have replied to say each resident with a problem must report their issue to their providers to allow a picture to this situation can be built up. Min 1238 (Min 1233) - Information Exchange Handrails- The Clerk reported there is no update. Mrs. K Ives left the room at this point Min 1239- Parish Council Vacancies- The Clerk reported that there are currently 5 vacancies, and went on to read out the requests from Mr. Barry Smith & Mrs. Karen Ives to join the Parish Council. The meeting considered and agreed to accept Mr. Barry Smith & Mrs. Karen Ives as Parish Councillors. The Vice-Chairman informed the meeting that Mr. Robbie Redpath was interested to re-join the Parish Council; the meeting accepted Mr. Robbie Redpath as a Parish Councillor on receipt of a written request. Min 1240 (Min 1219) - Detchant Road/Bedmax- The Chairman advised the meeting that a letter has been sent to Andrew Douglas at Northumberland County Council in regard to agreed routes for timber lorries and he had agreed to come to a future Parish Council meeting. The meeting agreed to invite him to the November meeting. The Vice-Chairman in the Chair Suspend Standing Orders A member of RODA advised the meeting that the North Area Planning Committee had carried out the site visit and the planning officer indicated that the applications may go to committee on 6 th November. He went on to say there had been 2 traffic incidents this week involving lorries, the police were in attendance. He informed the meeting that the U34 and Greymare roads will be part of the Sandstone Ridge Cycle Way which goes from Berwick to Hexham when it is adopted. County Councillor J Woodman informed the meeting that G O Connell was originally going to speak on behalf of the Parish Council when the planning applications went to committee however this is not possible now, he went on to say he has checked out and if the Parish Council do not have a spokesperson he as County Councillor can speak on behalf of the Parish Council as long as the Parish Council supply the information. The meeting agreed that County Councillor J Woodman would speak on behalf of the Parish Council at Planning Committee in regard to the Bedmax applications The Chairman back in the Chair 162
Min 1241 (Min 1220) - Peregrini-.The Chairman informed the meeting that they are still awaiting the outcome to the HLF Grant application. Min 1242 (Min 1221) - Neighbourhood Plan- The Chairman updated the meeting that the residents of Easington have been approached and it is intended to hold a public meeting in Easington to see if they are interested to join with Belford Parish, otherwise the boundary will be drawn to just include the quarry and the Industrial Estate. Any Other Business: Min 1251- Bank Signatory- The meeting agreed to add the Vice Chairman I Carruthers to the Bank signatory list along with the Chairman & Parish Councillor Mrs. T Bell. Min 1252- War Memorial- The Vice Chairman would like to give G O Connell an apology because after the September meeting he checked, and there are new posts around the War Memorial. Parish Councillors agreed that there are new posts in position. Min 1253- Bus Shelter- The meeting was informed that Mrs. Fiona Renner-Thompson has cleaned and painted the Bus Shelter at the bottom of North Bank. The meeting agreed to write and thank Mrs. Renner-Thompson offering to recompense her for any expenses incurred. Min 1254- Play Parks- The Clerk informed the meeting that Emma Evans from Northumberland County Council would like to met with Parish Councillors in regard to the transfer of play areas. It was agreed to see if this could be organised for 20 th October as this is when the Parish Council have their regular meeting with Northumberland County Council. Min 1255- Information Exchange The Chairman- Informed the meeting that the new Cramlington Hospital in scheduled to open in June 2015, she also said she is going to write on behalf of Patients Participation Group to the Clinical Commissioning Group about the level of the Ambulance Service in the area. She concluded by saying that Bob Hodgson of Northumberland County Council was unable to attend tonight but was willing to attend a future meeting. It was agreed to invite him to the November meeting.
