1 Board of Directors Meeting February 26, :00 PM Board Member(s) Present: Also Present: CALL TO ORDER Richard Moore, President Russ Long, Vice President Wayne LeBlang, Treasurer Paula Turner, Secretary Loretta Currie, Director Ed McGraw, Director David Sari, Director Michael Walker, General Manager Kelly McGalliard, Operations Manager The Board of Directors Meeting was called to order by Richard Moore at 2:00 PM in the PGA WEST Residential Association Customer Service Meeting Room. MINUTES FOR PREVIOUS MEETINGS Approve & Waive Reading of Minutes Wayne LeBlang made a motion to approve and waive the reading of the minutes, from the Board of Directors Meeting of 12/11/14 and Executive Session of 12/11/14. Seconded by Russ Long; OPEN FORUM No homeowners were present for Open Forum; therefore, none was conducted. 1
2 FINANCIAL Operating Fund Financial Statement as of 12/31/2014 Paula Turner made a motion to accept the Operating Fund Financial Statement as presented. Seconded by David Sari; Accounts Receivable Summary as of 02/15/2015 Paula Turner made a motion to accept the Accounts Receivable Summary as presented. Seconded by David Sari; passed unanimously. Collection Status Report Summary as of 12/31/2014 Paula Turner made a motion to accept the Collection Status Report Summary as presented. Seconded by David Sari; Authorization to Record Delinquent Assessment Lien Russ Long made a motion to authorize recording delinquent assessment liens on the account listed below. Seconded by Wayne LeBlang; P Reconstruction Fund Financial Statement as of 12/31/2014 Russ Long made a motion to accept the Reconstruction Fund Financial Statement as presented. Seconded by Wayne LeBlang; OLD BUSINESS Ratify Slate of 2015 BOD Candidates Richard Moore, Nominating Committee Chair, presented the slate of candidates for the 2015 PGA WEST Residential Association, Inc. Board of Directors election. The candidates listed on the OFFICIAL MAILED BALLOT include: Loretta Currie, Incumbent; Wayne LeBlang, Incumbent; Ed McGraw, Incumbent; Paula Turner, Incumbent; Laurie Fox (candidacy withdrawn); Daniel Luttrell. David Sari made a motion to ratify the slate of 2015 PGA WEST Residential Association, Inc. Board of Directors candidates. Seconded by Russ Long; Review/Adopt PGA WEST Residential Association Revised Sign Policy The Board reviewed and considered the nine written comments regarding the proposed Revised Sign Policy, which were received during the thirty day comment period. Several modifications were made to the proposed Revised Sign Policy. Wayne LeBlang made a motion to adopt The Revised Sign Policy as stated on page 3 of these minutes. Seconded by Paula Turner;
3 PGA WEST RESIDENTIAL ASSOCIATION SIGN POLICY ADOPTED BY THE PGA WEST RESIDENTIAL ASSOCIATION, INC. BOARD OF DIRECTORS ON FEBRUARY 26, ) For Sale or Lease signs and Security System Signs are Permitted Subject to the Following: a) One single sided real estate sign on each house, or lot, of not more than 18 x 24 advertising such house or lot, for sale, lease or exchange by the Member or their agent. b) The sign is to be beige and brown. c) The only information permitted on the sign, other than For Sale, For Lease, or For Exchange (the Realty Signs) is the name of the sales agent, company, and contact information. d) One Open House sign containing only the wording Open House may be posted in front of the property for sale, between the curb and the residence, and only when individuals are on the premises to conduct an open house. A flier box may be placed adjacent to the Open House sign; it must be removed at the same time the Open House sign is removed. The Open House sign must be removed by sunset. NO directional Open House signs are permitted. e) All signs must be professionally made. Hand lettered signs are not permitted. f) The Realty Sign shall be displayed as follows: A one-sided sign on a single or double metal stake may be placed parallel to the street in a front yard planter bed, which is the closest bed to the house or garage; OR one sign may be affixed to the garage door, placed in the upper portion of the door in the center of the garage door. NO SIGNS MAY BE PLACED CURBSIDE. The top of the staked sign may stand no more than 42 from the ground. No realty signs may be visible from the golf course. g) Realty Signs must be removed from the property no later than the close of escrow. h) A Company Issued Security System sign may be placed in the front of the house and/or in the rear of the house in a planter bed adjacent to the house. All commercial signs, other than those in accord with these Rules and Regulations, may be removed without prior notification either by the Homeowners Association or by Gate and Patrol Services; signs removed will be stored at the expense of the Member and/or their agent. The agent or Member named on the sign will be contacted by the Association and informed that the sign can be retrieved during normal business hours upon payment of removal/storage fees. A removal/storage fee of $25.00 per sign will be charged for the sign removal and storage for up to seven (7) days, after which time the sign(s) will be disposed of. All charges owed must be paid prior to the signs being released. Review and Approve Combined Community Rules and Regulations Russ Long made a motion to approve the Combined Community Rules and Regulations as presented. Seconded by Paula Turner; Proposal Roto-Lite Inc. re Additional Lighting at Lake SRS 1 David Sari made a motion to approve Roto-Lite s quote number 5024 to install lighting at Lake SRS 1. Seconded by Russ Long;
4 Letter of 12/11/14 PGA WEST II RE: Proposal from Res I The Board reviewed the December 11, 2014 letter from Al Adams, President, PGA WEST II Association. No action required; none taken Update RE: Trash Rule/Burrtec Russ Long made a motion to direct Management to write a letter to Burrtec requesting that they provide the Association members with 35 gallon rolling trash barrels. Seconded by Loretta Currie; passed by Richard Moore, Russ Long, Paula Turner, David Sari, Ed McGraw. Wayne LeBlang abstained from voting. Letter 12/15/14 Mary Caldwell RE: Governing Documents Committee The Board reviewed Mrs. Caldwell s letter of December 15, 2014, wherein Ms. Caldwell states that the Governing Documents Committee Charter only allows for two Master Board Members; therefore, although Mr. Moore may sit on the Committee in Mr. LeBlangs absence, that Mr. Moore would not be allowed to vote. Mr. LeBlang is recovered to the extent he intends to resume attending the Governing Documents Committee Meetings as a voting member; therefore this is an irrelevant subject at this point in time. No action required; none taken. Board Appointment to Community Service Committee Mr. Bob Wilson, Res I homeowner, resigned from the Community Service Committee; therefore, the PGA WEST Residential Association, Inc. Board may appoint an alternative member. Richard Moore called for a volunteer Board member to serve; no one responded; therefore no Res I member will be appointed at this time. NEW BUSINESS Proposals For Weekly Street Sweeping (Martin, B&W, M&M) The Board of Directors reviewed the proposals to sweep/vacuum the Association streets one time per week, from Martin Sweeping, Black & White Sweeping and M&M Sweeping. Wayne LeBlang made a motion to approve the proposal from Black & White Sweeping. Seconded by David Sari; passed unanimously. Proposals MC Builder Corp. Reserve Painting 2015 The Board reviewed the proposals submitted by MC Builder Corp to paint 40 Greens Units (Phases 8GA and 8GB) and 23 Fairways units. Loretta Currie made a motion to approve the 2 proposals submitted by MC Builder Corp to paint 40 Greens Units and 23 Fairways Units. Seconded by Paula Turner; Proposals Reserve Foam Roofing The Board reviewed proposals from Western Pacific Roofing and BRS Roofing to apply foam roofing per PGA WEST Residential Association, Inc. specifications on 29 units. Russ Long made a motion to approve Western Pacific Roofing Company s proposal dated 1/22/2015 to apply foam roofing at 29 units. Seconded by Wayne LeBlang; Proposal Legend Pump RE: Lake SRS-1 Intake Screen Installation The Board reviewed the proposal from LEGEND PUMP & WELL SERVICE, INC. to install a new intake line adapter to the existing LAKE SRS 1 system. Bill Bobbitt, Landscape, Irrigation and Lake
5 Manager explained the need for the installation. David Sari made a motion to approve the LEGEND PUMP & WELL SERVICE, INC. proposal. Seconded by Ed McGraw; voted in favor of by Richard Moore, Russ Long, Wayne LeBlang, Paula Turner, David Sari and Ed McGraw. Loretta Currie abstained because her residence is a Lake SRS 1 Custom Home, which is situated on Lake SRS 1. Proposal ZECO Energy Trash Equipment Lease The Board reviewed the proposal provided by ZECO Energy Solutions, Inc. for Trash Equipment Lease & Service Agreement. After due consideration, David Sari made a motion to reject the Zeco Energy Solutions proposal. Seconded by Loretta Currie; Petition Fairway Lake Owners RE: Additional Tree Lighting 14 Lake Fairway owners signed a Petition to gain HOA approval to purchase 3 additional tree ring lights from RotoLite and to have those 3 ring lights installed on 3 palm trees in the area of Lake SRP 3 (Fairways Lake). The homeowners will fund the purchase and installation of the 3 tree ring lights. Motion made by Paula Turner. Seconded by Wayne LeBlang; Proposal For 2015 Roof System Maintenance 1354 Units The Board reviewed a proposal from Western Pacific Roofing dated January 21, 2015, to perform routine roof maintenance on 1354 units in 2015 with no increase in cost over 2014 roof maintenance. Wayne LeBlang made a motion to approve Western Pacific Roofing Company s 2015 roof maintenance proposal. Seconded by David Sari; Homeowner Request RE: Signs Prohibiting Feeding Water Fowl/Birds 2 Homeowners submitted written correspondence, requesting that the Board install signage near the lakes, particularly Lakes SRP 1 and 2, stating DO NOT FEED THE BIRDS. The complainants are upset that this bird feeding activity causes a significant mess in the lake area. The Board discussed the fact that feeding birds and water fowl is in direct violation of the Association s Rules and Regulations and is a citable and finable offense. Consequently, the Board directed Management to advise the owners to please contact the Association and Gate and Patrol Services if they witness bird and/or water fowl feeding occurring so that the offending party may be cited. David Sari made a motion to deny the Homeowners request for signage prohibiting feeding the birds, at this time. Seconded by Ed McGraw; CORRESPONDENCE Notice of Rate Increase IID Notice to IID Customers of a 7.4% increase in electricity rates February 4, 2015 Letter Parker Stanbury LLP RE: Oak Tree Letter regarding water damage, subsequent to September 8, 2014 storm, at Oak Tree; Management to forward letter to Philadelphia Insurance Company. The next Board of Directors meeting is scheduled to be conducted on Saturday, March 21, 2015 at 8:00 AM.
