2 Minutes of Allendale Parish Council, Planning sub-committee held on Thursday 5 th March 2015 at Allendale Village Hall. Present: Cllrs: Simmonds (Chair), Bacon, Crellin, Dunn, Galley, Howard, Lee, Philipson, Sandison, Stonehouse & Walker. Apologies: Cllr: Whitfield. Cllr. Stonehouse declared an interest in 15/00249/FUL and took no part in discussions. Planning Applications: 15/00087/LBC The Hagg, Allendale the Parish Council support this application. 15/00249/FUL Dale Hotel, Market Place, Allendale the Parish Council support this application. 15/00351/LBC 8 Shield Street, Allendale the Parish Council has no objections to this application. 3 MINUTES OF THE MEETING OF ALLENDALE PARISH COUNCIL Held in Allendale Village Hall on Thursday 5 th March Present: Councillors: Simmonds (Chair), Bacon, Crellin, Dunn, Galley, Howard, Lee, Philipson, Sandison, Stonehouse & Walker. A Grieve (Clerk) 3 members of the public. 1) Apologies for Absence. Cllr: Whitfield. County Cllr. Horncastle. 2) Declarations of Interest. Cllr. Bacon declared an interest in Allen Mill & Allendale Folk Festival. Cllr. Crellin declared an interest in the Dale Singers, Allendale Folk Festival & Allen Valleys Promotions Ltd. Cllr. Dunn declared an interest in Allendale Primary School, Allendale Sports Club & Allendale Golf Club. Cllr. Galley declared an interest in Dale Singers, Allendale Folk Festival & Allen Valleys Promotions Ltd. Cllr. Lee decalred an interest in Allendale Primary School & Health Walks. Cllr. Philipson declared an interest in High Forest Community Association, Allenheads Trust, Natural Ability & Allendale Cricket Club. Cllr. Sandison declared an interest in Sport Tynedale & Allendale Sports Club. Cllr. Simmonds declared an interest in St. Cuthbert s Church & AONB Heritage Project Board. Cllr. Stonehouse declared an interest in Allendale Lions, Allendale Village Hall & Recreation Ground, Allendale Youth Project & Fawside. 3) Public Participation. Luke Philipson and Lily Weatherson, Year 6 pupils at Allendale Primary School were in attendance to tell the Councillors about their school council and the work they are doing. The Chair gave them a brief overview of what the PC is responsible for within the parish. 4) Minutes of the previous meeting 5 th February Proposed Cllr. Bacon, seconded Cllr. Sandison that the minutes of the previous meeting held on 5 th February be agreed and signed as a correct record. 5) Matters Arising. Allendale Market Square Cllr. Sandison has been approached to see if there is a way of making slight alterations to the lychgate in order to allow for the remembrance poppy wreaths to be hung instead of placed on the ground.

4 Also a proposal that APC lay a wreath in future years. Cllr. Simmonds to investigate further, although it was noted that the lychgate is listed. Cllr. Bacon advises he has received two quotes to date for the footpaths over the cobbles in front of the Golden Lion and the Kings Head. Once a third quote has been received they will be forwarded to the Clerk for presentation to a future meeting. 6) County Councillor update. County Councillor Horncastle had sent his apologies. 7) Allendale Neighbourhood Planning Frontrunner Scheme. The referendum will take place on 26 th March. Northumberland County Council has asked the PC for Polling Observers and Counting Observers. Councillors volunteered as below: Polling Observers Cllrs: Philipson & Sandison. Postal Vote Counting Observers Cllrs: Lee & Sandison. Counting Observers: Cllrs: Dunn & Sandison. In addition Cty. Cllr. Horncastle and a representative from Sustainable Allendale will be in attendance for the count at Allendale Village Hall. Copies of the Allendale Neighbourhood Plan will be placed in the pubs, cafes, hairdressers, health centre, vets & library from the beginning of next week. The Chair wished to put on record thanks to Arun District Council for their advice to NCC, on various matters in relation to the referendum as they have had several local plans go to referendum. 8) Allendale Market Square. Site meetings in relation to the cobbles in front of the Dale and a quoits facility on village green have been delayed again due to the recent poor weather. Cllr. Philipson has had a meeting with Richard Powell, NCC in relation to advice & useful contacts within NCC. Ray Whealens, Highways Officer is to attend the April PC meeting and intends to meet the Chair prior to the meeting to have a look at the various aspects of the plans for the market square. 9) Correspondence. NCC Area Committee West Humshaugh Village Hall, 10 th March at 6.00pm. Allen Valleys Scarecrows 18 th April 4 th May Northumberland VCS Assembly link to consultation survey in relation to subsidised bus services.
