XXIII PANAMERICAN YOUTH CHESS FESTIVAL Lima, Perú 23-30 of July 2012 I.- INVITATATION The Confederation of Chess for America and the Federación Deportiva Peruana de Ajedrez, has the pleasure to invite all National Federations of Chess in the American Continent to the XXIII Panamerican Chess Festival, Absolute and Female, that will also include the Panamerican Rapid Play Championships, Courses for Titled FIDE Instructors, Trainers and FIDE Arbiters, besides other cultural and artistic activities from 23 to 30 July 2012 in Lima, Perú. II. GENERAL CONDITIONS: 2.1 The Panamerican Youth Festival Classic will be carried out by what is stated in this invitation and what is not expressed by the REGULATIONS FOR THE PANAMERICAN YOUTH CHESS FESTIVAL, that can be located on the CCA web page http://www.fideamerica.com/. 2.2 The Panamerican Blitz Championship will run according to what is established in this invitation applying the current rules and regulations for Blitz and complemented by the REGULATIONS FOR THE PANAMERICAN YOUTH RAPID CHAMPIONSHIP as per the CCA web page, the basic modes are as follows: 2.2.1 The rhythm of play is 12 minutes to the finish for each player. 2.2.2 The participation is open. 2.2.4 7 Rounds Swiss System 2.2.5 The Categories for competition will be as quoted in 2.3 2.2.6 Any other complementary conditions will be established in the Technical Congress. 2
2.3 Categories Absolute & Females Categorías Periodo Sub 08 Born from: 1º January 2004 Sub 10 Born from: 1º January 2002 Sub 12 Born from: 1º January 2000 Sub 14 Born from: 1º January 1998 Sub 16 Born from: 1º January 1996 Sub 18 Born from: 1º January 1994 2.4 System: 9 Rounds Swiss. 2.5 Rhythm of Play: 90 minutes per player for the whole game with the addition of 30 seconds from the first move. With mechanical clocks play will be 2 hours till finish. 2.6 Característics: Open Tournament, each National Federation can register as many participants it wishes. All participants must present authorization from his federation which must be recognized by FIDE. 2.7 Tie Break System: 1. Individual result of the game between players if applicable 2. Progressive score 3. Bucholz without cuts 4.- Lowest age 2.8 Pairings & PGN Files: Before the beginning of the first round the names of the participants will be published with its respective date of Birth. The pairings will be published on the official pages of the event: www.ajedrezenperu.org and Facebook/Federación Deportiva Peruana de Ajedrez, at the end of each round. 3
2.9 Rights: 2.9.1 The Champions of the categories Under 10, Sub 12, Sub 14, Sub 16 y Sub 18 will be awarded the titles of FIDE Master in Absolute and Woman FIDE Master in the female categories, in case of a tie for first place, the titles will be awarded to the first three. 2.9.2 The Champions of the categories Under 16 & 18 will receive one Norm of International Master of 9 rounds in the absolute and one Norm of Woman International Master in the female category, in case there is a tie for first place, second and third places will be awarded the title of FIDE Master according to gender. 2.9.3 En case there is no tie for first place in the categories Sub 10, Sub 12, Sub 14, Sub 16 & Sub 18, the second and third places will receive the titles of CM & WCM in the Absolute & Female categories respectively. 2.9.4 Each country has the right to free accommodation and meals supplied by the organizers, for one player in each category and gender from under 8 to under 18, for registration purposes they shall be called Officials and one Coach is also afforded free meals and accomodation, the other participants will have to pay for meals and accommodation in the official Hotels and shall be called extra players. 2.9.5 The Regional Festival Champions (South, Central & North) from the previous cycle in each category and gender and also the 3 top players at the previous Panamerican Youth Festival have the Rights to free accommodation and meals provided by the organizers and are considered official players. 2.9.6 The first three players from each category & gender have the rights to free accommodation & meals at the next Panamerican Youth Festival. 2.9.7 The Champion of each category & gender has the rights to free meals and accommodation at the World Youth Festival. 2.9.8 For every 15 extra players registered by any federation, the organization will give one free additional room and board. 2.9.9 For Official players, the organization recognize his stay from dinner 23 July till breakfast 31 July in double, triple or quadruple rooms, if he desires single room, he shall pay US Dollars $150.00 extra. 4
2.10 Prizes: 2.10.1 In the Panamerican Junior Rapid Chess Championships The first three places of each category and gender shall receive Trophies and Medals. The three first countries that accumulates the most points in the first 10 places, will be declared the Champions, Runner UP and Third place of the Panamerican Festival, given: 10, 9, 8, 7, 6, 5, 4, 3, 2 & 1 point for 1st, 2º, 3º, 4º, 5º, 6º, 7º, 8,º, 9º & 10º place respectively for each category and gender. 2.10.2 In the Panamerican Junior Championships The 3 first places shall receive Trophies. The three first countries that accumulates the most points in the first 10 places, will be declared the Champions, Runner UP and Third place of the Panamerican Junior, given: 10, 9, 8, 7, 6, 5, 4, 3, 2 & 1 point for 1st, 2º, 3º, 4º, 5º, 6º, 7º, 8,º, 9º & 10º place respectively for each category and gender. 2.11 Event Hall: Estadio Nacional de Lima, Avenida José Díaz, Lima Cerrado, Peru. All emails must have a clear Subject Title and must be copied to the general email address. 3.3 Procedures and schedule for registration: 3.3.1 The Registration process for participants and accompanying members will begin with the presentation of the registration forms in the following order: 3.3.1.1 Payment of Accommodation & Transport/ Assignment of hotel 3.3.1.2 Payment of credentials / Immediate delivery of credentials & receipt. 3.3.1.3 CCA Registration Fee / Immediate delivery of receipt and listing for pairing. Once this process has ended, the participants will be assigned to their hotel. 3.4.2 Registration for foreign players 3.4.2.1 All federations must register their players by 02 July by electronic email to: info@ajedrezenperu.org, after this date all players will be considered as Extras. 3.5.3.1 All participants, coaches & accompanying persons shall pay during registration US$10.00 for credentials, the credentials give you the right to enter the public spaces of the event as spectators. 3.5.4 Touristic Offers: There will be offers for City tours to visit Nazca Lines, Cusco and other optional places in Peru, and are subject to separate payment. V.- ACCOMODATION & TRANSPORT 5.1 Official Hotels. The coordination for reservations of hotels will be via email: hospedajes@ajedrezenperu.org. The organization will determine the official hotels for all participants & accompanying persons. The players and accompanying persons who do not stay at these hotels shall pay an exoneration fee of US$70.00. The organization will not be responsible for the security, transport and other benefits offered.
