1 I.S.C RESOLUTIONS March 2013 Entry Form Dates for the 19 th Maccabiah EF #1 April 10 th, 2012 EF #2 November 30 th, 2012 EF #3 April 30 th, Entry Form #1 to be submitted by April 10 th, This form will include Sports, Divisions (Masters, Open, Junior, Youth and Physically Challenged) and gender, with estimated numbers in Individual Sports. This will be the final date to confirm the list of sports. A comment will be on the form and in the regulation which states: THE LIST OF SPORTS TO BE INCLUDED IN THE 19 th MACCABIAH WILL BE DETERMINED UPON RECEIVING ENTRY FORM # 1. A COUNTRY THAT DOES NOT SUBMIT THE FORM WHEN IT IS DUE MAY CONTRIBUTE TO, OR CAUSE THE SPORT TO BE CANCELLED. ONCE A SPORT IS CANCELLED IT SHALL NOT BE REINSTATED. Entry Form # 2 is to be submitted by November 30 th, Entry Form # 3 is to be submitted by April 30 th, Entry Form # 1 will include a list of sports that were held in previous Maccabiot as well as possible new sports, based upon the results of the Preliminary Entry Form. After receipt of Entry Form #1, the ISC will determine the official sports of the 19 th Maccabiah. 3. In order for a Sport to be included in the 19 th Maccabiah there must be a minimum of four (4) countries in Men s Open and Masters Sports, four (4) countries in Junior and Female individual sports, three (3) countries in Junior and Female team sports, unless otherwise specified in the official Maccabiah Sports Rules and Regulations. The following are prioritized criteria to be used for sport selection in the 19 th Maccabiah: a. Number of countries entering; b. Number of athletes participating; c. Standard of competition in past games; d. Availability of proper facilities;

2 e. Costs to run the competition; f. Availability of competent officials; g. Popularity of the sport for Jews, world-wide; h. Previous Maccabiot tradition; i. Future potential of the Sport in the Maccabiah; j. Spectator interest. 4. A country that withdraws a team in a sport after November 30 th, 2012 (Deadline for ENTRY FORM #2) may incur a penalty up to a maximum of U.S. $1,000 per sport that has been withdrawn. A country that withdraws totally from an individual sport may incur a penalty up to a maximum of U.S. $250 per sport. 5. In the event that a country withdraws a team or any individual in an individual sport after April 30 th, 2013 (Deadline for ENTRY FORM #3), a penalty up to a maximum of U.S. $100 per athlete may be incurred in addition to the penalty referred to in par. 4 above. 6. A country that fails to pay all penalties incurred as in par. 4 & 5 above, within 15 days of withdrawal, but no later than July 1 st, 2013 (whichever is the earlier), may be excluded from the participating at the 19 th Maccabiah. 7. If, after the submission of ENTRY FORM # 2 ( ), a country withdraws a male Open or a male Masters team, or all individuals in a male Open or male Masters individual sport, leaving only 3 countries in that sport, then the remaining countries will decide if they will compete in that sport. In no event shall a competition be held in a sport, in any division or gender, with only two countries. 8. Late entries; If Entry Form # 2 is not received by November 30 th, 2012, a penalty may be imposed upon a country up to a maximum of U.S. $2,500, which must be paid and submitted with Entry Form # 2 within 15 days. After December 15 th 2012 that country s Entry Form #2 may not be accepted and that country s entire delegation may be excluded from the 19 th Maccabiah. If Entry Form # 3 is not received by April 30 th, 2013, a penalty may

3 be imposed upon a country up to a maximum of $5,000, which must be paid and submitted with Entry Form # 3 within 15 days. After May 15 th, 2013 that country s Entry Form #3 may not be accepted and that country s entire delegation may be excluded from participating at the 19 th Maccabiah. Late additional entries of athletes (not countries), after April 30 th, 2013 shall only be accepted at the discretion of the Chairman of the Sports Department in consultation with the Co-Chairs of the ISC th Maccabiah registration payments should not be linked to sport. LACK OF FUNDS MUST NOT DETER A COUNTRY FROM SUBMITTING ITS ENTRY FORMS BY THE DATES SPECIFIED. 10. For the purpose of registration and recording results it is recommended that the latest technology be used. 11. Sports should be played at the best possible venues and accommodations are to be as close to the venues as possible. All cultural and social programs must be scheduled to accommodate sports competitions. Efforts will be made to provide athletes with appropriate training facilities, depending upon proximity to accommodations and availability. 12. Each country is urged to bring International referees. A special effort will be made to bring international foreign referees in selected sports. A country that brings three (3) or more teams in a sport, including all divisions and gender, should bring at least one qualified and approved referee in the sport to the Maccabiah. The entire list of referees shall be subject to approval of the ISC and the Sports Department. 13. In order to encourage participation of Open elite athletes in the 19th Maccabiah, the ISC and sports Department will use the

4 following prioritized criteria and incentives: 1. Preference shall be given to the following Sports disciplines: A Sports with Measurable Results: Track & Field; Swimming; Rowing; Triathlon B Combat/Contact/Martial Sports: Wrestling; Taekwondo; Judo; Karate; Fencing C Tennis/Table Tennis D Team sports: Basketball; Beach Volleyball; Football; Rugby; Volleyball; Field Hockey; Water Polo 2. Incentive categories: A Measurable Results: I- Finalists in Olympics, World Championships; Athletes ranked worldwide in the top 20: No Registration Fees + II - Participants in Olympics or World Championships and passed at least the first round of the competition; Athletes ranked Worldwide during : No Registration Fees III - Participants in International Championships or other major world events and passed at least the first round of the competition: 50% Registration Fee reduction B C D AII AIII Combat/Contact/Martial Sports: Categories I, II & III as listed above for Category A Tennis: Players ranked in the ATP Top 100 as listed above for Category AI Team Sports: Athletes who played at least 3 games for their national teams: DI Players from national teams rated 1-15 worldwide: as Category AI DII Players from national teams rated worldwide: as Category DIII Players from national teams rated worldwide: as Category 14. In order to promote and encourage participation of elite junior athletes in the 91th Maccabiah, subsidies will be awarded as

5 follows: 1) Athletes who finished in the top thirty (30) in an International Championship within two years immediately prior to the Maccabiah will have their Registration Fee waived. 2) Athletes who have represented their country in a significant International Sports Event and passed at least the first round within two years prior to the Maccabiah, will have 50% of their Registration Fee waived (to be determined by the ISC co-chairs in conjunction with the Sports Department). 15. The Sports Department shall have the discretion to promote Diaspora Maccabiah all-star teams to compete against elite Israeli teams, in any sport, following the conclusion of competition. 16. The ISC strongly recommends that all Junior and Youth athletes at the 91th Maccabiah be housed together. We also recommend that the Israeli Junior athletes be housed near or with Diaspora Junior athletes. 17. The ISC recommends that the Israeli open athletes be housed together with Diaspora athletes from the same sport for the duration of their competition. 18. In Masters sports the calendar year in which the athlete was born will determine his/her eligibility in the various age categories. 19. The Official Maccabiah Regulations book shall be published in English, Spanish and Hebrew. In the event of a disagreement as to the interpretation of any of the regulations, the English text will be authoritative. The book shall be produced in a loose-leaf folder so that amendments can be made to individual sports and circulated without having to reprint the entire book. This will enable delegations to distribute individual sport regulations to their sports managers. 20. In Beach Volleyball, 2 teams per country may participate, in

6 accordance with the Olympic rules. 21. In events with only 3 teams there will be a double round robin with a play-off for gold and silver medals, only. 22. There shall be competitions in team sports until final placing in order to assist in seeding for the next Maccabiah. Countries that do not participate until the final placing will not be seeded for the next Maccabiah. 23. Referees shall be given a gift other than a medal. The Sports Department will appoint a person to ensure that medal presentation ceremonies are properly conducted. 24. In addition to athletes, medals should be given to only 3 accredited officials of each team. 25. Each athlete in the Junior, and Masters Maccabiah must send a photocopy of his/her Passport/ID Card showing the athlete s date of birth and a recent photograph with ENTRY FORM # Before the start of each Junior, and Masters team game/event, an ISC official and/or team manager shall review the full list of the opposing team's registered players and ID badges. A player without an official Maccabiah ID badge will not be permitted to play. 27. In the Open competition, Junior age athletes will only be eligible if the athlete s age is allowed under the respective Sports Federation's rules. 28. The rules governing sports at the 91th Maccabiah shall be enforced by the ISC, subject to any special or exceptional circumstances as determined by the ISC in conjunction with the Sports Department, as outlined herein. 29. In order to ensure a minimum of 3 games per team, System A (Round Robin) will include a maximum of 7 teams (with the exception of Rugby which shall remain at 6), with other systems adjusted as follows:

7 System B 8-12 teams 2 groups System C teams 3 groups System D 16 + teams 4 groups Each Sport s Federation in conjunction with the ISC will determine the format of the competition providing that no team plays less than 3 games in the preliminary round. 30. Each Sport s Federation will ensure that each venue has adequate shade, changing and toilet facilities. Additional toilet facilities and refreshment kiosks must be provided for spectators 31. The ISC should gather all conclusion reports, including those from federations, delegations and key individuals, in order to submit to the Conclusions Committee observations and recommendations. 32. Junior age category for the 91th Maccabiah shall be: GIRLS, born in the years 1995, 1996, 1997 and 1998 (15, 16, 17 & 18 years of age), except as follows. BOYS, born in the years 1995, 1996, 1997 and 1998 (15, 16, 17 & 18 years of age), except as follows. In Boys Basketball, Football, Futsal, Karate and Rugby: Juniors division for athletes born In Boys Basketball, Football, Futsal, Karate and Rugby: Youth division for athletes born In Girls Karate: Juniors division for athletes born and a Youth division for athletes born In Swimming: Boys (born ) and Girls (born ). In Gymnastics: Boys (born ) and Girls (born ).

8 In Rhythmic Gymnastics: Girls (born ). 33. The ISC may make exceptions for younger athletes to participate in any sport, on an ad hoc basis and only in limited and rare circumstances, taking each application on its merit and subject to International Regulations. 34. The 19th Maccabiah Games shall be governed by the World Anti- Doping Declarations and protocols of, by or for the IOC which are in effect during the 19th Maccabiah. 35. All countries are urged to increase the number of female and Junior athletes in their respective delegations for the 19th Maccabiah Games. 36. The ISC and Sports Department highly recommend that awards be presented to the most Outstanding Male and Female Athletes of the 19th Maccabiah Games at the closing Ceremony. The Sports Department will appoint a committee to make the selection based upon criteria which must be presented to, and approved by, the ISC no later than February. 37. The Maccabiah Basic Regulations shall include a Code of Conduct which shall apply to all athletes, coaches, team officials and all other delegation members. A sub-committee of the 19 th Maccabiah International Sports Committee ( ISC ) shall be appointed by the ISC Co-Chairs to create such Code of Conduct. 38. The ISC Co-Chairs together with the Chairman of the 19 th Maccabiah Organizing Committee shall have the discretion to approve the formation and participation of combined teams solely and entirely consisting of athletes from countries which have not participated in the Maccabiah or any Regional Maccabi Games at any time during the period of This Resolution shall only apply to the 19 th Maccabiah and is absolutely not intended to apply, be relied upon or used for any other purpose.

9 39. Each participating country in a competition shall be permitted to bring a maximum of two representatives to the relevant technical meeting for each division (masters, open, junior, youth and Paralympic) and gender. It is strongly recommended that such representatives include head coaches.
