2 1.1. GENERAL TERMS The 2010 ITTF Pro Tour will include the following events (mandatory): Men s and Women s Singles Men s and Women s Doubles Men s and Women s Under 21 events (born in 1989 or later) All qualifications in Men s and Women s Singles are played best of 7 games, all qualifications in Under 21 events and in doubles are played best of 5 games Main draw in all events is played best of 7 games 1.2. ELIGIBILITY ITTF Pro Tour is open to athletes being entered by a national association having jurisdiction over them according to Constitution Law 1.20 and 3.8 of the ITTF Handbook ENTRY FORMS AND SEEDING 1) Preliminary entries: This file is in excel format posted on the website two months before the event. The preliminary entries are an indication given to the organisers for the preparation of the event. They are not a guarantee to enter to the competition. Only the final entries are taken into consideration by the organisers and the Competition Manager for the participation of the players. 2) Final entries: The deadline for the final entries for singles AND U21 is automatically set 30 days before the starting date of the event in the Prospectus. NO LATE ENTRIES WILL BE ACCEPTED 3) The deadline for the final entries for doubles is automatically set 10 days after the deadline for the singles in the Prospectus. Entry of double partners representing different associations shall be confirmed by both associations. After this deadline doubles combinations will not be created. ONLINE ENTRIES : This is the only way to enter your players. All national associations can use the ID and password they use for the World Championships to access the full list of their players. Online entries are opened from the day of releasing the Prospectus and the forms until entry deadline is over. For each event, a maximum number of entries is accepted according to the chart below Number of days for Number of tables Maximum entries qualifications 1 day 10 tables day 12 tables
3 1 day 16 tables days 8 tables days 10 tables days 12 tables days 16 tables 415 In case of having less than 10 tables, the qualification shall be organised during 2 days. In addition, each country will have NOT MORE than 24 entries accepted in total as follows: 6 men, 6 women, 6 U21 boys and 6 U21 girls The host association can enter a maximum of 48 entries (12 of each category) No association can have more than 6 players entered in the doubles event, except that the host association can enter 12 players. (FIXED ENTRIES) However, each association can enter additional players (not in doubles) who will be placed automatically on a waiting list. (WAITING LIST ENTRIES) In case the total number of entries exceeds the maximum acceptable number of players, the Competition Manager will take the FIXED ENTRIES first and then fill up the entries to the maximum from the WAITING LIST ENTRIES according to the last available WORLD RANKING on the date of the entry deadline. Waiting list entries shall be allocated between men s and women s players equally. If there are more available places than players on the waiting list with World Ranking position, the entries shall be taken into consideration on a first-come-first-served basis, that is those entries sent the earliest within the entry deadline. 4) The deadline for entry cancellations is automatically set 2 days before the start of the qualifications groups at 12:00 local time. The deadline for room cancellations is set 20 days earliest before the competition starts and the fee is fixed in agreement with the organiser depending on the date of cancellation. In case of an entry cancellation 7 days before the start of the competition, the triple amount of participation fee has to be paid to the organisers (US$ 60 or 42 EUR). For the associations which use the final entry form on the website, they have to send the cancellation to the Competition Manager mentioned in the Prospectus before the deadline. An association can replace a player by another player after the deadline of entries and two (2) days before the start of the qualification groups until 12:00 local time. The only restriction is that associations cannot replace a non seeded player by a player who should be seeded. No additional Double pairs can be added after the entry deadline for doubles, but an association can repair its own pairs in case of cancellation or replacement of one of their players
4 The ITTF Competition Manager will do final adjustments into the time schedule based on the number of entries received. The ITTF Ranking Official will make the seeding in both doubles competition. In the case that the Host Association does not have any players among the seeded or direct entry players, the organizers are entitled to have two positions in singles and one position in the doubles to guarantee the Host Association participants in a main draw of 64 players and one position in singles and one position in the doubles in a main draw of 32 players. No seeded positions will be given to the organizers in the U21 events if they haven t by the ranking DRAW The draw for the seeded players and for the qualification matches is done one (1) day prior to the start of the Qualification Groups of the Championships and not later than 5:00 pm. The Draw has to be conducted by the Referee & the ITTF Competition Manager together. In the Qualification groups, players from the same association will not be placed in the same group. However, in the main draw stage there will NOT be separation by association, the players will be drawn according to the World Ranking. Number of seeded players depends on the number of entries at the deadline of entries in each event as follows: In Singles: In U21: < or = 80 entries: 16 seeds > 80 entries: 32 seeds < 16: no seeds between 16 AND 20: 4 SEEDS between 21 AND 40: 8 SEEDS > 40: 16 seeds; Qualification Groups - All entries will be placed in descending order according to the latest available ITTF World Ranking at the date of the entries deadline (1 st, 2 nd, 3 rd, 4 th, etc.). - Players will be divided into Round-Robin groups of three (3) or four (4) players per group according to the number of entries. The final decision to be taken by the ITTF Competition Manager. - Players will be drawn into the groups using the snake system for placing players (highest ranked player in the first group, next highest ranked player in the second group, etc.). - Players from the same association CANNOT be drawn into the same group, they should be placed into the next available group
5 - Players without a World Ranking will be drawn by lot into the free places in the groups. - The highest finishers in each group who have not qualified for the main draw are entitled to be drawn into the competition as Lucky Losers to fill any empty spots in the first round of the main event. The main event will be always a competition of 32 or 64 players in singles but in the doubles events, if a pair withdraws or cancels her participation, it will be not replaced by any other one Main draw stage - There is always a main draw of 64 or 32 players depending on the number of entries. - The seeded players will be seeded according to the latest available ITTF World Ranking at the date of the entries deadline. - The draw will be conducted according to the ITTF rules for that purpose but WITHOUT separation per association. The draw will be made according to the World Ranking only. - When qualifiers are drawn into the main draw, players from the same association CANNOT meet in the first round. In that case, they will be re-drawn. - In case of 2 seeded players (in case of main draw of 32) and 4 seeded players (in case of main draw of 64) cancel his/their participation after the draw is made, they will be replaced by the winner of the first preliminary group and the following groups by lot. In case a higher number of seeded players cancel its participation, the Competition Manager and the Referee can decide to re-draw the seeded players. - The seeded players will not receive bye in the first round when it is possible to complete the main draw with lucky losers coming from the qualifications Doubles Draw Qualification Rounds - Knock out system of play will be used. - Eight (8) pairs will be seeded for the qualification rounds according to the ITTF Seeding List produced by the ITTF Ranking Official for that purpose at the moment of closing date for double entries. Main draw stage - Knock out system of play will be used. - Eight (8) pairs will be seeded for the main event according to the ITTF Seeding List produced by the ITTF Ranking Official for that purpose at the moment of the closing date for doubles entries. - The draw will be conducted WITHOUT separation by association. - A qualifying pair will not meet another pair from the same association in the first round proper. Players or pairs who finish among the top two (2) positions have an obligation to attend the prize ceremony in sports clothing including sports shoes. Players or pairs who do not fulfil this obligation will lose the prize money
6 1.5. ACCREDITATION AND PARTICIPATION FEES For 2010, the Accreditation Fee is fixed to US$ 180 (120 EUR) per participant for players and US$ 150 (100 EUR) for accompanying people (medical, coaches, ) The Accreditation fee must be waived for those participants that choose to take the full board package (option 1 and 2). The accreditation fee is reduced to 50% for those participants that choose to take the hotel and breakfast (option 3). The accreditation fee must be paid for those participants that choose to NOT take any package (option 4). There is no obligation for your Association to provide free hospitality to any of your event's participants. However, special privileges or hospitality could be offered by your association directly to the National Association or player(s) of your choice to enhance your event A participation fee of US$ 20 (14 EUR) is fixed for each player at each event. 11 QUALIFICATION CRITERIA FOR THE 2010 PRO TOUR GRAND FINALS To qualify for the Grand Finals in singles, the players have to attend at least 6 events or 3 different continents. To qualify for the Grand Finals in doubles, the same pair has to play at least 4 events. To qualify for the Grand Finals in U21, the players have to attend 4 events in at least 2 continents. SINGLES The top 15 men and 15 women who have accumulated the largest number of points at ITTF Pro Tour events during 2010 will be invited to participate in the 2010 Pro Tour Grand Finals. In addition, the ITTF will invite one men s and one women s player from the association hosting the 2010 Pro Tour Grand Finals. If a player from the host association is already amongst the 15 invited players, then the 16th player in order will be invited. DOUBLES The top 7 men's doubles pairs and 7 women's doubles pairs who have accumulated the largest number of points, as a pair, at ITTF Pro Tour events in 2010 will be invited to participate in the 2010 Pro Tour Grand Finals. In addition, the ITTF will invite one men's doubles pair and one women's doubles from the association hosting the 2010 Pro Tour Grand Finals. If a pair from the host association is already amongst the 7 invited pairs, then the 8th pair in the order will be invited. In the case that one player appears in two or more double pairs, only the highest qualifying pair will be considered. To be eligible, the players have to play at least 4 events together. U21 The top 8 U21 men and 8 U21 women who have accumulated the largest number of points at ITTF Pro Tour events during 2010 will be invited to participate in the 2010 Pro Tour Grand Finals. Players or pairs finishing equal on points for the last positions to be qualify will be decided by their position (ranking place) on the last available ITTF World Ranking list. If players or pairs are still equal, reference will be made to the previous World Ranking list and so on. Seeding of the players or pairs is determined by the final order of the Pro Tour standing
12 RANKING DEFAULT POLICY FOR NO-SHOWS PRINCIPLE: When a player does not show up for a competition or for a match, the player will be penalized by the deduction from the player s rating the points that should have been lost if the player would have lost that match. This would, however, affect only the first non-played match scheduled for that player within the tournament. Furthermore, it has to be noted that the opponent in the non-played match will not gain points for the win of the match by default. I. Extent of the Ranking Default Policy effective 15 October 2007 at: - ITTF Pro Tour Tournaments - ITTF Junior Circuit - World and Olympic Title Competitions II. Ranking Default Commission A Ranking Default Commission will be in charge of this policy. This Commission is composed of: - Executive Committee member in charge of Ranking functions - Representative of the Competition Department (Executive Director or his appointee) - Representative of the Rules Committee (Chairman or his appointee) - Competition Manager on duty at the event (reporting and proposing actions) III. No-Show at a competition A player nominated for a competition 1. Informs the organizers before the draw is made that he will not play 2. Informs the organizers after the draw is made that he will not play for whatever reason 3. Does not show up without any information to the organizers DECISION NO The Competition Manager on duty at a competition will report to the Ranking Default Commission all cases covered by this regulation, submitting detailed explanation for each case subject to consideration by the Commission. The Commission will then confirm or reverse the proposal
13 IV. A player withdraws during a competition a) At a certain stage of an event, a player still in the run, does not play the next match in the same event b) A player cannot start a match because the player s racket has been found illegal and the player does not have a spare one c) A player does not show up for a match because of political reasons (See ITTF Handbook 4.1.7) d) A player entered in more than one event does not show up for a match in one of these events (for instance, U-21) e) A player does not show up for an event because the player has been disqualified for the remainder of a competition for his misbehaviour in another event f) A player does not show up for a match because he/she has to leave before the end of the competition (because of commitments to a club or Association, or because the time of return flight, or for any other reason) g) A player, entered in several events, who has to give up in a match because of injury or illness does not show up for the next match he/she has to play (* no multiple penalisations) NO* V. A pair does not show up for a match in a doubles event For such cases it is difficult to apply the policy because - Perhaps only one of the players forming a pair is guilty and it would be unfair to penalize the partner as well; - It is not logical to penalize a player on singles ranking points for behaviour in a doubles event. VI. Team events When it concerns only part of the team, the regulations above would also apply (For instance when a player cannot play a singles match of the team-match because the racket was found illegal and the player had no other suitable one, or when the player was disqualified by the referee for the rest of the match). When the whole team does not show up or is not allowed to play by the referee because of the colour of their shirts or for any other reason there will be no individual penalty applied to the players. VII. Bonus Points The Bonus Points earned by a penalized player will not be affected, except that a player who does not play any match in an event cannot get Bonus Points for this event. VIII. Appeals When a player or his Association does not agree with a decision taken by the Ranking Default Commission an appeal may be made to the Executive Committee whose decision will be final. 14 MAIN CHANGES FOR THE ITTF PRO TOUR EVENTS 2010 There will NOT be four (4) events in 2010 with specific entry system and status. DHS is the Official Ball Sponsor and Supplier of 2010 ITTF Pro Tour. DHS s rights and benefits have to be executed according to Annex of the contract. In return DHS provides the necessary quantity of selected white tt-balls, manual scoring devices and assistant umpire tables as well as special umpire chair for the TV-court. The host association can enter 12 players in doubles. All other associations can enter 6 players in doubles from the same association. VIP Lounge is mandatory at least for the last 2 days. VIP boxes or VIP seats have to be provided around the court or on the spectator seats. Event entertainment and other public activities have to be planned and organised during the tournament. The appointed Racket Controller has to get the same daily allowance as the foreign umpires. Event cancellation policy is in force (see general contract, point 1.7) Room cancellation policy is set 20 days earliest before the competition starts and the fee is fixed in agreement with the organisers. In case of an entry cancellation 7 days before the start of the competition, the triple amount of participation fee has to be paid to the organisers (US$ 60 or 42 EUR).
