Incumbent serves as Geographic Information Systems (GIS) Coordinator for the Steuben County GIS department, responsible for overseeing, implementing and maintaining County-wide GIS technology and providing enhanced information and services to the public. DUTIES: Manages daily operations of County GIS and ensures reliable operations of the County's GIS network, including preparing department budget and grant applications, and preparing reports on utilization of GIS. Supervises assigned staff, including providing orientation and training, planning, delegating, and controlling work assignments, maintaining discipline and providing corrective action as warranted, and communicating and administering personnel programs and procedures. Provides daily supervision and technical assistance to County, City, Town and various offices regarding use and operation of County's GIS, including providing oversight and support for GIS web portal, and development of web based GIS applications. Administers and coordinates County's GIS operations, including determining project priorities, coordinating mapping efforts, reviewing and/or developing GIS software, establishing mapping procedures and data quality standards and procedure manuals and guides. Provides project oversight for consultants hired to complete components of GIS, including making recommendations to County Commissioners and GIS Committee regarding additions or changes to GIS. Coordinates with various County departments and/or agencies for consistency and reliability of data maintained.
Provides data maintenance and procedures for department and/or agencies needing data maintenance. Maintains current knowledge of GIS software by attending training, workshops, seminars and/or various educational opportunities. Provides technical assistance and training regarding operations and utilization of GIS to staff and various individuals regarding operational GIS and website GIS. Installs, imports, and/or exports data files and ensures proper maintenance and updating of GIS data. Analyses spatial data for geographic statistics and relationships to incorporate into documents and reports. Assists in integrating, managing, and installing of data links between GIS databases and various County office databases. Assists with GIS related computer issues concerning hardware and software support. Performs related duties as assigned. JOB REQUIREMENTS: Baccalaureate degree in geography, engineering, planning, science, or GIS, or equivalent combination of education and experience. Comprehensive knowledge of principles of GIS and related technology, and ability to apply theories, principles, practices, techniques, and laws. Thorough knowledge of County Government operations, policies, procedures, applications, systems and technologies, and comprehensive understanding of local, state, and federal agencies charged with GIS responsibilities and regulatory functions. Thorough knowledge of geo-database design, development, storage, and maintenance. Extensive knowledge and skill in use of GIS software, and familiarity with CAD, and fundamental knowledge of GPS and skill in use of GPS technology for data collection. Working knowledge of intemet mapping applications and programming. Working knowledge of County and GIS budget processes and grant preparation, and ability to prepare and administer Department budget and maintain complete and accurate financial records, and complete and submit grant applications within established deadlines. Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare detailed reports.

IL DIFFICULTY OF WORK: Incumbent's duties are of substantial intricacy and involve many variables and considerations. Incumbent makes direct and highly technical decisions and exercises independent judgment in providing direction for County data, defining goals and objectives, and measuring benchmarks.
RESPONSIBILITY: Incumbent establishes GIS policies, procedures and performance standards and develops own objectives for areas of responsibility. Incumbent is accountable for directing County GIS operations and regularly makes decisions in the absence of policy. Unusual problems and/or circumstances are discussed with County Commissioners at incumbent's discretion. Work is reviewed primarily for effect on Department goals/objectives. PERSONAL WORK RELATIONSHIPS: Incumbent maintains frequent contact with co-workers, other County departments, regulating agencies, and the public for purposes of exchanging information, executing policies, providing instruction/support, and problem-solving. Incumbent reports directly to County Commissioners. PHYSICAL EFFORT AND WORK ENVIRONMENT: Incumbent performs duties in a standard office environment and in the field with exposure to various weather conditions, such as lifting/carrying objects weighing more than 50 pounds, walking on uneven terrain, and working in hot/cold and/or wet/icy surroundings wheresafety precautions must be followed at all times to avoid injury to self or others. Regular duties involve, sitting/walking at will, sitting/standing/walking for long periods, lifting/carrying objects weighing 25-50 pounds, crouching/kneeling, reaching, bending, keyboarding, close/far vision, color/depth perception, handling/grasping/fingering objects, speaking clearly, and hearing sounds/communication. Incumbent occasionally works extended hours, evenings and/or weekends and occasionally travels out of town, sometimes overnight. POLITICAL APPOINTMENT: The GIS Coordinator position is a political appointive position of the County Commissioners. Specific job duties and job requirements are established at the discretion of the County Commissioners. A person appointed to the GIS Coordinator positions serves at the pleasure of the County Commissioners, works exclusively for the County Commissioners and may be terminated by the County Commissioners at any time.
