1 # of 5 DEFINITION Under direction, has charge of all operational aspects and maintenance of emergency response capability for the Emergency Operations Center (EOC) and the coordination of the integration with other countywide emergency services, and is responsible for the training of local emergency management coordinators, EOC staff and volunteers, local first responders, county employees and others as assigned. Must be available 24 x 7 as emergencies warrant. SUPERVISION RECEIVED This position reports directly to the Deputy Director for Emergency Management. SUPERVISION 1 EXERCISED This position does not exercise supervision, but may supervise assigned personnel during EOC activation or response. ESSENTIAL DUTIES OF THE POSITION: NOTE: An employee assigned to this title shall perform a majority, but may not perform all, of the duties listed in this job description. Conversely, minor level duties performed on the job may not be listed. Researches, recommends for purchase, and maintains that the proper tools, equipment, systems necessary for the successful operation of the EOC are in place. Maintains in operational status, equipment for receipt of warning messages and the prompt dissemination of such warnings to all political subdivisions of the County, to appropriate members of the Division of Emergency Management Services and County Administration. Assists in maintaining and modifying, as required, operational plans and annexes in current form. When called upon, assists or directs the implementation of such plans. Responds with specialized vehicles, and ensures that all Division vehicles are in a state of ready emergency response condition. Assists with administrative duties in the Emergency Management Services Division, providing tactical assistance with major emergencies. Provides operating instructions, training and procedures for EOC equipment, including computers, recording systems, satellite communications network, fax equipment, etc. 1 Supervision is defined as having the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, evaluate performance, reward or discipline other employees or responsibility to direct them or adjust their grievances; or to a substantial degree effectively recommend such action, if in connection with the foregoing, the exercise of such authority is not merely routine or clerical in nature but calls for the use of independent judgment.

2 # of 5 Required to staff the County s Emergency Operations Center (EOC) during emergency activations. Works non-business hours during drills, training, exercises, non-emergency events, and emergency events. Participates, coordinates, and develops drills and exercises as assigned. During an EOC activation, performs duties as assigned. Develops training requirements as mandated and/or recommended by Federal, State, and/or County agencies. Responsible for scheduling training sessions, securing instructors (as required) and ensuring instructional materials are available, and training local emergency management coordinators, EOC staff and volunteers, local first responders, county employees, and other constituents as directed. Develops and maintains a system to monitor the training in emergency management of all Divisional personnel and others noted above. Serves as a liaison between citizens and governmental agencies. Assists in field emergencies and response operations when directed, or in disaster planning. office. EDUCATION: Bachelor s Degree from an accredited four-year college or university required. NOTE: Experience can be substituted for Education requirement on a year-for-year basis. B. EXPERIENCE: At least five (5) years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire service, law enforcement, emergency telecommunication, or emergency medical service. C. CERTIFICATION/LICENSE: The following certifications are required: Must be certified and current NFPA (National Fire Protection Association) 472 Standard and OSHA ( ) at the Hazardous Materials Technician level.

3 # of 5 Must be certified NFPA (National Fire Protection Association) 1001 Standard for Fire Fighter Professional Qualifications at the Firefighter I level. Certified by: Pennsylvania Fire Academy, or National Board on Fire Service Professional Qualifications (National Pro-Board) or the International Fire Service Accreditation Congress (IFSAC). Must possess PEMA (Pennsylvania Emergency Management Agency) Local Basic (or higher) or County Basic (or higher) County Staff Certification. Must be certified as NIMS (National Incident Management Systems) 100, 200, 300, 700, 800 and obtain 400 within one (1) year of hire. Must possess a Public Safety Training Certification, and actively instructing. Must possess a current certification of Modular Emergency Response Radiological Transportation (MERRT) or G-320 Fundamentals Course for Radiological Response (FCCR). Employees assigned to this title will periodically be required to be available during evening and night hours as emergency situations or management requirements dictate. Must be available to attend evening meetings of public safety agency organizations. May be required to travel to attend off-site meetings. Must successfully complete criminal history investigation in accordance with departmental policy. Employees assigned to this title will be required to possess and maintain a valid and current motor vehicle operator s license to perform the essential duties of the position. Must have an acceptable driving record. D. KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of procedural and processing requirements governing workflow, work operations, recordkeeping, documentation and similar functions in emergency management or public safety offices. Thorough knowledge of the operation and maintenance requirements of radio, computer, alarm and other systems commonly found in emergency operations centers. Thorough knowledge of the Incident Command System (ICS) under the National Incident Management System (NIMS). Ability to develop and implement operations and administrative procedures, reporting requirements and related activities. Basic knowledge of Federal and State regulations governing transmission by radio; rules and regulations of the County Emergency Management Services Division. Ability to identify the nature and extent of malfunctions in electronic communications and related equipment.

4 # of 5 Knowledge of the principles, practices and techniques of training development and presentation of training programs for emergency response personnel. Ability to establish and maintain effective working relationships with associates, callers, visitors, clients, representatives of other offices and members of the public. Ability to operate a personal computer and secure information from established data processing, spreadsheet, word processing, database and graphics programs. Ability to speak clearly and distinctly over electronic media. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. TOOLS AND EQUIPMENT: Telephone, personal computer (including any specialized software), office equipment, communications equipment, SCBA (Self Contained Breathing Apparatus), air quality monitoring equipment, and protective clothing. PHYSICAL DEMANDS: While performing the duties of this job, the employee is frequently required to walk, sit, talk or hear. The employee is occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The employee must occasionally lift and/or move up to fifty (50) pounds, or more. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The noise level in the work environment is usually quiet in the office setting, but may become moderate. Tasks risk exposure to noise extremes due to emergency situations involving weather, homeland security and/or hazardous situations.
