Seminar Performance Management in Public Sector Organisations: The Contribution of the CAF Maastricht (NL), 17-19 February 2016 European Institute of Public Administration Institut européen d administration publique Introduction Target group Public top and middle managers and experts on organisational development and public management of ministries and agencies who are responsible for implementing strategic and performance management. Description The seminar on Performance Management in Public Sector Organisations has been designed to instruct participants on how to manage, measure and assess performance at organisational level within their organisation. The aim of every public organisation should be the achievement of its mission in the light of its vision. The main building blocks of its performance will be discussed in the context of the CAF: defining the mission, values and vision, determining strategy, measuring performance and perceptions and analysing impacts or outcomes. They will be illustrated by means of concrete examples and targeted exercises. In addition, important questions related to the planning, measurement, monitoring, assessment and improvement of performance will be addressed. In particular, the implementation of the key elements of performance management and the different steps through which a public organisation carries out performance assessment will be analysed and discussed. Learning methodology The programme will involve a variety of training methods, presentations, discussions of case studies, group exercises, plenary reporting and debriefing of exercise results, as well as experience sharing between participants. The seminar will have a strong emphasis on interaction and on practical, hands-on information on how to implement a performance management system. The exercises have been tailor-made on the basis of real cases and performance management. Objectives By the end of the seminar, participants will: have a clear understanding of the CAF 2013 quality model and its implementation; be able to formulate the mission, vision and values of their organisation, linking them to strategic objectives, key processes and key performance results; understand the importance of a stakeholder needs analysis in order to build a strategy; be aware of the main quantitative and qualitative techniques and tools for implementing performance assessment; be provided with material to support the organisation in implementing performance assessment.
