1 Seminar European Territorial Cooperation: How to Build a Successful European Partnership for Better Use of EU Funds? Closure of programmes and preparation for the next programming period Barcelona (ES), May 2014 European Institute of Public Administration Institut européen d administration publique Introduction Target group National, regional or local public administration, NGOs, associations and other actors interested or involved in the design, development and implementation of territorial cooperation programmes and projects. Description The three-day practical seminar will give a complete overview of all existing and accessible financial instruments for countries, regions, provinces and municipalities in the framework of territorial cooperation in the programming period , as well as foreseeing questions related to the closure of programmes implemented under Territorial Cohesion in the perspective. Regions and cities are very important players in programming and implementation of the EU Cohesion policy in terms of promotion of regional and local growth, job creation and maintenancerelated measures, but also in the process of creation and implementation of JOINT EU co-financed projects in different areas of regional development. The EC encourages regions and cities from different EU Member States to work together and learn from each other through joint programmes, projects and networks. This seminar will be focused on the following areas: The NEW Goal 2 of the Cohesion Policy in the programming period European Territorial Cooperation covering three types of programmes co-financed by ERDF (cross-border, transnational and interregional cooperation programmes), with separate regulation, a bigger budget and higher importance; European Grouping for Territorial Cooperation (EGTC), legal instrument designed to facilitate and promote cross-border, transnational and interregional cooperation. It reflects the ongoing development of governance and organisational solutions in the area of territorial cooperation; The NEW European Neighbourhood Instrument (ENI) designed to target sustainable development and approximate EU policies and standards in the neighbouring countries; The NEW Instrument for Pre-Accession Assistance II (IPA II) instrument of EU pre-accession policy providing assistance to candidate and potential candidate countries of the European Union. Learning methodology Traditional training methods (lectures and presentations, including concrete examples) will be combined with an interactive approach through discussions, exchange of experiences between participants and with the experts. One of the most important elements of the seminar is the presentation of best practices of JOINT EU co-financed projects that were implemented in the previous programming periods, as well as those planned to be implemented in the present financial perspective, and a practical workshop on how to be efficient in joint projects, managed by experts in the field. Objectives By the end of the seminar, participants will have gained a thorough knowledge of all accessible financial and legal instruments for territorial cooperation, rules which apply to joint programmes and projects, how to use the best practices and how to avoid mistakes. The goal of the seminar is also to build a real territorial cooperation network between participants and institutions for future joint projects and the exchange of practical experiences.

Involved since 2010 in European Commission studies ( PSI: Identification of Potential Exclusive Agreements Italy ; Moving towards a more result/performance-based delivery system in Cohesion Policy ; Analysis of the financial and physical data in the Final Implementation Reports concerning the Objective 1 and 2 Programmes for financed by the ERDF), he is currently responsible for several ex ante evaluations of ETC Programmes (Interreg Europe, Alpine Space, France (Channel) England, 2 Seas, Italy-Swiss). He is also currently contributing to the DG Regional and Urban Policies study on Multi-Level Governance ( MLG in support of EUROPE 2020 ) and to the WP0 of the Ex-post evaluation of Cohesion policy programmes He has experience in capacity building and is specialised in qualitative surveys. Alexander Heichlinger (AT) Senior Faculty Member, Expert at EIPA Barcelona and Manager of the European Public Sector Award (EPSA). Over the last nearly 20 years he has managed different projects for local and regional public administrations in Europe, as well as for several European institutions and international organisations (e.g. he was member of the EC DG Employment 2010 Steering Committee Assessment of ACB interventions and future needs in the context of the European Social Fund ). He has managed and developed projects with European funds of Interact & Interreg, Framework Programme I+D and External Aid. Moreover, since 2007, he has been managing one of the flagship seminars at EIPA (EU Project Funding Strategy: Do s and Don ts), of which more than 30 editions have taken place, training more than 1000 civil servants from all over Europe in different aspects of European projects. Since 2009 he has successfully been heading the EPSA Award scheme, which celebrated its fourth edition in 2013 and is co-financed by the ESF, with the support of 13 partners. He has published 12 books and many other publications in his field of expertise. Iwona Karwot (PL) Senior Lecturer and Project Leader at EIPA Barcelona. Doctor in EU Regional Policy. Specialised in EU funds, with a main focus on European Regional Development Fund (ERDF) and preaccession funds (former PHARE, IPA). Working experience as EU expert, national ERDF expert, trainer, manager or adviser in the framework of Institutional Building and Technical Assistance EU projects in the field of regional development in: Poland, Germany, Spain, Slovakia, Romania, Croatia, Macedonia, Serbia, Albania, Turkey, Kosovo, etc. María Lozano Uriz (ES) Coordinator of the Subsidiarity Monitoring and Territorial Impact Assessment at the Committee of the Regions, inside Directorate E for Horizontal Policies and Networks. She has been Head of the EU Office of the Government of Navarra for 12 years. Her work had a special focus on Regional policy, Research and innovation, Enterprise, Energy and Education. She has experience on Public Affairs and lobbying within the EU institutions and as a European projects facilitator for regional stakeholders. She has been an active member in European regional networks: European Regions for Research and Innovation (ERRIN), where she was a member of its management board and leader of the Bioeconomy working group; the Conference of Peripheral and Maritime Regions (CPMR); the Association of European Border Regions (AEBR), where she was a member of its Steering Committee. María Lozano Uriz holds a European PhD on Public Communication from the University of Navarra and an Executive Master in Public Management from Solvay Business School Université Libre de Bruxelles. She is also an Associated Professor at the Master in Political and Corporate Communication of the University of Navarra. Belén Mendoza (ES) Responsible for EU programmes, EU Programmes Department in the Santiago de Compostela Chamber of Commerce, Industry and Navigation. Former Secretary General of CECICN (Conference of European Cross-border and interregional city networks), where her job focused on cross-border and interregional projects and consultancy work for International Relations issues for the City Council of Santiago de Compostela. She was in charge of designing and monitoring projects of the different European Programmes: Interreg IVB, Interreg IVC, Framework Programme, Europe for Citizens, Daphne, and Youth in Action. She has coordinated ATLANTE project (Interreg IIIB), SUITE project (URBACT II) and SANTIAGO-UNE project (Europe for Citizens). She also took part in the General Assemblies or Executives Bureaux and was in charge of the communication with the entities and institutions in which the City Council of Santiago is a member. Albert Sorrosal (ES) Director of CNS Consultores. He has been working as an Expert for the European Commission since 1996 (DG REGIO, DG ENVIRONMENT & DG DEVCO) and he has a long experience in supporting project management, in particular in European Territorial Cooperation, Cultura 2007, INTERREG and LIFE. He is currently working as key expert for DG DEVCO in the support of the preparation of ENI-CBC programmes Mediterranean Sea Basin, Mid-Atlantic, Black Sea Basin and Italy-Tunisia. Xavier Tiana Casablancas (ES) Head of International Relations in the Metropolitan Area of Barcelona. Expert in EU Structural Funds national and regional programmes (programming, project preparation, project management, evaluation). Experience in European Territorial Cooperation and other EU programmes like LIFE, Horizon 2020, URBAL, ENI, etc.: project preparation and project management. Experience in lobbying EU Policies related to urban and regional issues. Good knowledge of European and international networks. Gracia Vara Arribas (ES) Expert at EIPA Barcelona, lawyer, she has dedicated the last 14 years to research on European law and the decisionmaking process in Europe, from the perspective of the regional participation in the new European Multilevel Governance. She has developed several courses and consultancy works for different levels of administration in States and Regions of Member States and candidate countries, as well as for the European institutions. In the area of territorial cooperation through the legal tool EGTC she was a member of the Committee of the Regions group of selected experts on the topic (CoR Ateliers 2008). She conducted a research on the EGTCs in Spain (2008), and published several articles on the issue, the last one under the title European Grouping of Territorial Cooperation (EGTC) - New spaces and contracts for European integration? (Eipascope number 2009/2, co-authored G. Vara & G. Spinaci).
