2 About the programme The recent economic turmoil and, in some cases, severe economic constraints experienced in many countries across the globe is having far-reaching effects for public sector managers. Citizens are looking to public sector organisations to show that they can build and sustain a more efficient, economic and effective service to stakeholders. The challenge is to maintain, or possibly even increase, levels of service with reduced resources. Public sector organisations are being required to reshape their systems and processes to ensure that their objectives can be met, and that they can demonstrate successful outcomes. Public sector organisations are increasingly being driven by performance objectives, and are implementing performance management and monitoring systems at the strategic level. This programme focuses on performance management at an organisational level; and at how performance frameworks can be developed to enable senior managers to evaluate progress towards overall strategic objectives. Who is it for? We have designed the programme specifically for public sector organisations central, state and local government bodies as well as parastatals and NGOs. It will be especially beneficial for: Senior managers responsible for maintaining or introducing performance management Senior managers responsible for business planning, corporate performance, reform projects and governance issues Senior managers needing guidance on related processes on which they may be asked to provide assurance or advice to top management. The programme will also be of interest to people working for organisations involved in governance, audit, evaluation and civil service reform policy. Aid donors and consultants will also find the programme helpful in understanding current responses to the challenges that organisations face. How participants will benefit You will be able to: Understand performance management in its organisational context Experience developments in good practice and lessons learned from UK and other countries Share your own experiences of managing and implementing performance management systems with other participants Explore how these developments may be introduced and/or implemented in your organisation. 3 What the programme will cover The programme will include discussion sessions and practical case study material, with a range of visits to key practitioners to examine good practice. It aims to be highly interactive and you are encouraged to: share your experiences with other participants; debate the potential added value of applying some of the features of models used in the UK; and consider skills and resources required to develop a framework for organisational performance management. At the end of the week, we will give you a USB key containing copies of the programme notes, presentations and further material for future reference and follow up.

Using measurement to learn and develop Day 4 Creating the right conditions Building a supportive culture Stimulating challenge and support in the management review IT, reporting and regulation More than spreadsheets Use of Dashboards for reporting Visit to a public sector organisation to discuss performance management arrangements Day 5 Different models for performance management e.g.: European Foundation for Quality Management (Europe) Capability Review (UK, Australia) PETS (e.g. Uganda) and PEFA Putting developments into practice Programme conclusion Action planning Review and evaluation Presentation of certificates of attendance We reserve the right to change the programme as necessary.

5 Language The programme is conducted in English. You will need to have a good working knowledge of the language. Location and arrival arrangements The study programme is based in central London. We can arrange travel to and from one of the London airports if you let us have your flight arrival details in good time. The cost of airport transfers is included in the programme fee. Fees and other costs The fee for the study programme will be 1,845. It includes tuition, travel to and from the airport in London, travel on scheduled visits which form part of the programme 1, presentation material and other documentation. It also includes a light lunch and refreshments during each working day. Airfares and daily travel to and from the study programme venue are not included. Our programmes are non-residential and you are responsible for your accommodation costs. We can help you with booking hotel accommodation so please let us know if you would like us to advise you or make a reservation. We suggest that you should allow approximately 140 per day for a modest standard of hotel (for example, threestar), local travel in the UK, meals (apart from a light lunch on working days) and other incidental expenses. We do not have to charge UK Valued Added Tax (VAT) if you can provide written confirmation from your government or its accredited representative that you are employed by the government in furtherance of its sovereign activities. In all other cases, we will have to charge VAT (currently 20%) in addition to the fee. We must receive payment in full no later than 9 March You, or your government agency, can pay by bank transfer or by cheque, made payable to Public Administration International. Discount and cancellation charges We offer a 10% reduction on the full tuition fee if we receive payment no later than thirty days before the first day of the programme. If we receive payment after that, we will charge the full tuition fee. We also offer a 10% discount on the tuition fee if a funding organisation sponsors more than two participants in any one calendar year. Please ensure that when you book your third and any subsequent participant (in any one calendar year) you let us know, so we can apply the discount. If you have to cancel your booking, you must let us know in writing and we will acknowledge in writing your cancellation. We make a cancellation charge of 100 to cover our administration costs. Alternatively, we can hold your fee as a credit towards the cost of future PAI study programmes. Insurance We advise you to arrange travel and health insurance cover before you leave your home country. 6 Programme Director The Programme Director will be Jane Squire. Jane is a consultant specialising in public sector performance management and value for money issues. She has benefitted from some twenty years experience at the National Audit Office (NAO) developing recommendations from major investigations of government policy initiatives and programmes. While at the NAO Jane was seconded to the Treasury to advise on the development of a performance measurement framework for the National (Misuse of) Drugs Strategy, and to the Audit Commission to advise on developing the private sector market for audit of local government and health. Jane has most recently worked on a series of high profile reviews of financial management, including governance, performance management, audit and risk, in UK public sector organisations. She also provides a major training programme in performance audit to the European Court of Audit, and carries out advisory and training assignments in a number of countries. She is a qualified accountant in the public sector (CIPFA).
