Inter College State Sports & Games Competition Session 2014 ELIGIBILITY Guidelines For Participation in Inter College State Sports & Games Championship based on the AIU norms. A. Eligibility Rules:- 1. Only a bonafide student, who is currently and officially enrolled / registered for a degree or diploma at the university/college whose status is recognized by the appropriate authority of the country, which is of a minimum duration of one academic year and whose examination is conducted by the university shall be eligible to participate in Inter College State Sports & Games Championship. 2. All eligible students while participating in Inter College State Sports & Games Championship shall fulfill the following essential conditions:- (a) Not more than 9 years have elapsed since a student passed the examination qualifying him/ her for first admission to a degree or diploma course of university or college affiliated to a university. (b) The nine year eligibility period for participation of students in competitions shall be distributed as under:- i. not more than 5 years after passing/ qualifying 10+2 examination or equivalent examination while studying in Under Graduate Courses/Degrees. ii. not more than 4 years after passing/qualifying Graduate Course/Degree while studying in Post Graduate Courses/Degrees. This period also includes M. Phil and Ph. D. Courses. (c) All other Professional Courses where admission is obtained after passing Graduate Degree Examination(s), e.g. LL.B.,MBBS, BCA, BBA.B.Ed., BP. Ed & B. Lib. etc. will be clubbed together with other Postgraduate Courses like M.A., MBA, M.Sc., M.Com., M. Lib., M.Ed. and M P. Ed etc, as the case may be. (d) Only students who are less than 28 years of age as on 31 st December,2013, in the other sense the students date of birth must be on and after 31/12/1985 3. Provisional admission to a course/degree of university or college shall not make the student(s) eligible to represent the Inter College State Sports & Games Championship. 4. A student who is employed on full time basis shall not be eligible to participate in this Championship. However, student(s) who receive nominal stipend only, from Public or Private Sector(s), as the case may be, towards financial assistance to support/continue studies can also participate in this Inter College State Sports & Games Championship, provided he/she submitted No Objection Certificate (NOC) from the respective Department/Organization, categorically stating that he/ she is permitted to
participate in this Inter College State Sports & Games Championship, while pursuing study after his/her admission in a college / university is regularized 5. One year means the academic year in which the tournament is held irrespective of whether the student's result is declared or not. It will normally extend from 1 st July of one year for 12 calendar months to the next year. 6. A bonafide student may not be considered to be eligible to participate in this in Inter College State Sports & Games Championship if he/she does not pass/qualify a particular class within the period of two years, both at Graduate and Post Graduate Courses/Degrees. However, duration/length of both the courses will remain unchanged such as not more than five years after passing 10+2 examination or equivalent examination in Under Graduate Courses. Similarly, not more than four years after passing Graduate Courses while studying in Post Graduate Courses including M.Phil or Ph.D. Courses, as the case may be. B. Documents required for the Participation: 1) Every Competitor will have to submit the attested copy of his/her Admit Card of Madhyamik, Mark Sheet of H.S. Exam, previous Year Mark Sheet (for 2 nd, 3 rd year & P.G. students), University Registration Certificate (for 2 nd, 3 rd year & P.G. students), Current year Fees Book for all & College Identity card (facsimile shall not be entertained) along with the Eligibility Proforma. 2) The Fees Book of the participating Students must be attested by the Principal/Teacher-in- Charge/Officer-in-charge. 3) The Principal/ Teacher in-charge/ Officer-in-charge will sign those photos of the Competitors in such a manner so that their Seal & signature may cover the photos & the remaining portion of the Eligibility Proforma. 4) No Undertaking will be accepted from the Escorting Teacher regarding the Eligibility documents before the schedule Match. 5) The Principal/ Teacher in-charge/ Officer-in-charge are requested to fill up the Eligibility Check List along with the Eligibility Proforma before submission. 6) All the Original documents of each participant must be produce by the Escorting Teachers before participating in District & State level Competition. The documents of each participants should be arrange along with the Eligibility Proforma in following sequence 1) Admit card of Madhyamik 2) Mark Sheet of H.S. 3) Mark Sheet of Previous Year(Fail/Pass) 4) Current year University Registration Certificate 5) Current Year Fees Book. 6) Present College Identity Card. 7) All the Govt. Observers, Principals, Teacher-in-Charge, Officer-in-Charge are requested to send a Combined Single Eligibility Proforma from their District to State Level based on the records and verification of the documents submitted by the participants in District level.
C. Disqualification From the Tournament : 1) The District and State Organising body reserves the right to verify the Original Documents/Admission/Attendance Register or Admission Form and other relevant papers demanded by the Directorate, in the event of any protest against any competitor of a particular college. 2) If it is detected that any ineligible participants represent the College Team / District Team, the said Team will be Scratched & Penal action will be taken against the College by the Directorate of Higher Education, West Bengal. D. Guidelines for Athletics 1) Two competitors per event (both Boys & Girls) can take part from each college. 2) A competitor will not be allowed to take part in more than three (3) events excluding the Relay Race. 3) If there is less than five competitors in a particular event, the selection trial will be taken and the standard winning competitors may be send to state level prior discussion with the Govt. Observer. 4) A college will send the first two position holder of each event at the District athletic Meet. The first two position holders of each event at the District level (both Boys & Girls) will be entitled to represent the district at the State Level Athletic Meet. 5) If there is any Tie in second position only one athlete will be selected by lot for the second position. 6) Every District will send one Male and one Female Escorting Regular Teacher and one Attendant along with the District athletic team and those will be selected by the Host College consulted with the Govt. Observer. 7) No team will be entertained without regular escorting teacher. If the team come to District or state meet with out escorting regular teacher will be immediately send back. 8) The Escorting teacher will have to stay at the venue of the state meet during the tenure of the meet. 9) For the team Championship, points to be calculated as per 5-3-1 basis (first 5, second- 3, third-1) including 4x100m relay race. 10) It may please to be noted that no Athlete will be allowed to run bare footed on the synthetic Track. The length of the Nail for running Shoes should not be more than 9 mm. In case of high-jump the length of the nails should be as per AIU rules. E. Guidelines for Foot Ball Tournament 1) One escorting Teacher and one Attendant (N.T.Staff) of champion Team/ Collage (selected by the Host Collage) will accompany the District Foot ball Team. 2) 18 football players of a District will be allowed to register their names in the State Championship. 3) The Football championship will be played on knock out basis. 4) The players list to be submitted to the Referee before the start of the match which must include the names and jersey no. Of the first 11 players and maximum seven substitute players. Players must use the same numbered jersey throughout the tournament.
5) Not more than 3 players can be substituted. 6) The team should report the ground at least 30 minutes before the schedule time along with the escorting teacher. 7) In case of identical colour of the jersey of the both team the fate shall be decided by the toss of the coin by the Referee. The team who loses shall change its Jersey. 8) Players are not eligible to play without foot ball Boots, shocks and Shin Guards. 9) The duration of the match will be 35+10+35 minutes. In case of draw the fate of the match shall be decided by direct Tie-breaker rules. 10) If any players receives two yellow cards shall automatically suspended for the next match of the tournament. 11) A player who is sent off the field (Red Card) shall be suspended for next two matches. 12) Request for postponement of any match or change of date shall not be entertained. But the organising committee shall have the right to change the date, time and venue of the match if so required. 13) No protest shall be entertained against the decision of the referee / officials. 14) Protest against any player on specific grounds and with proper documents, shall be lodged in writing on college letter head by the escorting teacher to the organising secretary with in an hour before completion of the match. 15) Team concerned shall be liable for suspension for any disturbance, misbehaviours of their players, students and official during the matches. The organising committee is requested to take all necessary measures for smooth conduct of the tournament. 16) In case of all disputes the decision of the technical committee will be final. 17) Every college Foot ball team should bring the Foot Ball & 2 sets of coloured Jerseys of which one set must be white. The coloured must be numbered. Numbers of the Jerseys should not exceed NO.30. Jersey no. 1 must be for Goal Keeper. Jersey without number will not be allowed. 18) The District Champion Foot ball team will straight way will take part at the state championship at Kolkata. The organising secretary of the District must inform the date and venue of reporting for state championship accordingly. F. Guidelines For Badminton (Women) 1. The competition of badminton tournament will be restricted within the women players only. 2. The competition will be conducted in accordance with the rules & regulations prescribed by the badminton federation of India which will be the partly modified by the organising Committee. 3. The tournament committee will decide draws and seeding of the matches. 4. The tournament committee will be the final authority for fixing/ changing the programme of fixture and to settle any dispute arising during the tournament. 5. Request for postponement of matches mentioned in the fixture of the programmes will under no circumstances be granted. 6. The organising committee may change the time and venue of the matches under unavoidable circumstances. 7. Entries receive after the last date of entry will not be considered for participation. 8. A team will consists of minimum three players and maximum four players. 9. The name of the players once submitted by the District teams for the tournament shall not be changed under any circumstances. 10. The tournament committee will decide the quality and the brand of the shuttles to be used during the tournament.
11. Only one player of a team can play a single match and doubles match. 12. A match consists of best of three games. 13. A game will be played in 21 Points. 14. The sequence of the matches will be as under: Matches Category Team-1 Team-2 1 st Match Single A Vs. X 2 nd Match Single B Vs. Y 3 rd Match Doubles G. General Guidelines for Principals, Teacher-in-Charge & Officer-in-Charge and Govt.Observers. 1) Every individual college will collect the Eligibility proforma, Entry forms etc.from the Principal of the Host colleges and will submit those along with the education directorate Eligibility proforma duly filled in to the said principal(host College)on or before 28 th Feb. 14. Principal, Teacher-in-Charge & Officer-in-Charge of the Host college are requested to collect the Education Directorate Eligibility proforma from the Bikash Bhawan, Salt Lake,Kolkata. 2) Principal, Teacher-in-Charge & Officer-in-Charge of the Host college who is also the organising secretary will form the organising committee for his her District Meet & Foot Ball championship with Govt. Officers such as District Magistrate/ADM/SDO/Principal/ officer-incharge of his district, Sports personalities of the localities, Physical Education Professors of Govt. And non Govt Colleges may be included in the committee. 3) A technical committee will have to be formed with technical persons and Govt. Observer. All disputes will be referred to that committee and their decision will be final at the District Level. 4) Principal, Teacher-in-Charge & Officer-in-Charge of the Host college of a particular district will be the Drawing & Disbursing authority of the amount to be sanctioned for the District Meet. The said Principal, Teacher-in-Charge & Officer-in-Charge of the Host collegewill hand over the following to the Addl. D.P.I.(Physical Education), Bikash Bhawan, Kolkata after the completion of the meet and the tournament of his/her District with in 28 th Feb 14. 5) List of eligible competitors for the state meet with college and education directorate eligibility proforma and attested Xerox copy of the other relevant papers duly endorse by the Govt. Observers. 6) Name of the District Foot Ball Champion team along with the list of the registered players (18 only), the Eligibility proforma duly filled in and signed by the principal of Host Colleges and Govt. Observer. 7) Every District will have to arrange the opening and the Closing ceremony of the athletic meet And the Foot ball championship as per of a standard sports meet. 8) Utilization Certificate on proper format, internal Audit accounts and other related papers will have to be submitted after the completion of the meet latest by 30 th April,2014. 9) Necessary sub-committees will have to be formed along with the formation of the organizing committee. 10) Specimen of the Eligibility Proforma, Entry form etc. will be supplied by the Directorate to the District organisers and they will be hand over to the participating colleges of his/her District.
11) It is the duty of the District organizers to inform the (date, time, venue fixture of the State competition ) competitors and champion Team through their principal and teacher in-in- Charge. He /she should inform the names and telephone number of the escorting teacher of his /her District with a request to make contact with them for further details. 12) The Govt. Observers be requested to remain present in each meeting of the Host college & during the District meet and extend all co operation for successful completion of the meet. 13) The Govt. observers are requested to submit a detailed report of the meet to the Directorate by 28 th Feb 14. 14) Prizes and Certificates for the district meet will be provided on payment basis to each district from the state organizing body. 15) Only qualified District/ State level officials and referees will have to be employed. 16) To ensure maximum participation, the host college of the district is requested to circulate the information including rules and regulations to all the colleges of the concerned district and involve all concern for smooth conduct of the meet. 17) Govt. Observers appointed by the Education Directorate shall be responsible in all respect for the completion of the tournament. 18) In these circumstances, full co-operation and assistance for the successful completion of the Inter College State Sports and Games Championship, 2014 will be provided by the Education directorate, Govt. Of West Bengal with all its strength for this purpose. For further details or any other information it is requested to contact with the Education Directorate. 19) All the Escorting Teachers must bring all the Original documents of participating students at District & State level for the verification purpose. H. Funds and Expenditure 1) Necessary funds for conducting the District Athletic Meet and Foot Ball tournament will be provided and placed at the disposal of the Principal/ Teacher-in-Charge/ Officer-in-Charge of the host college who will also act as the District Organising Secretary. 2) The Fund will be made available for the following items : a. Expenses towards Inauguration and Closing Functions. b. Prizes, Medals, Trophy Certificates etc. c. Stationary, Printing, souvenir, Press & Publicity. d. Conveyance and accommodation of the Officials and Govt. Observers during the meet. e. Honorarium to the officials, Contingency Expenditure for the pre meet and post meet work. f. T.A. to Participants, Officials, escorting teachers and Govt. Observers. G. Food, Refreshment, Tiffin cost of the Participants, officials, Guest etc. 3). Additional expenditure for the District meet, if incurred by the host college beyond the Govt. Fund, the college authority is requested to meet the expenditure from their own resources.
