1 WIHA RULES AND REGULATIONS SECTION 10 GENERAL The USARS/AAU (the National Governing Body for inline hockey in the Untied States) Rules and Regulations shall apply. For unique, local situations for which there are no specific USARS Hockey rules, the WIHA Rules and Regulations will apply. WIHA may expand on USARS/AAU Inline Hockey Rules Any rules, regulations, or directives must be approved by the WIHA Executive Committee. s are encouraged to In the event that a game official or league official deems it necessary to eject a spectator, the following shall occur: The spectator will be ejected and shall leave the rink properly and shall not be allowed re-entry to the property for a minimum of 3 hours. The score sheet shall be documented that an ejection occurred. Whenever possible, the spectator s name should be documented on the score sheet. The referee will file a report within 24 hours with the Director Of Officials Any player or coach who is given a penalty as a result of using a racial slur will be immediately suspended for 30 days. The racial slur must be documented on the score sheet or in the referee s report. SECTION 11 REGISTRATION REQUIREMENTS FOR PLAYERS Anyone who is an amateur in accordance with the Association s decision, therefore, who is not under suspension by the Association or any of its branches, affiliates, USARS/AAU and is not a member of any other club or team under the jurisdiction of USARS/AAU shall be eligible for membership in a club or team of the Association Any player who participates in WIHA organized development programs, team practices and games must be registered with WIHA and USARS/AAU prior to taking part in any on-rink activity It is the club registrar s responsibility to check all birth certificates and releases before submitting them to WIHA Member Services. Rinks must be in possession of birth certificates prior to rostering players Proof of age must be submitted with the registration form for all new registering players. A certified copy of a USA birth certificate, government issued passport, foreign

2 birth certificate with proof of U.S. residence or entry visa, drivers license and state issued identification cards are the only acceptable proof of age Any player whose name appears on the game score sheet must be properly registered and rostered with USARS/AAU prior to taking part in his/her first game. Failure to register can mean forfeiture of all subject games. Forfeiture fees may apply.. SECTION 12 REGISTRATION REQUIREMENTS FOR TEAMS No team can participate in any WIHA organized activities without proper registration with WIHA and USARS/AAU Hockey Each team shall be entitled to register fourteen (14) active players on or before the WIHA registration date. In order to compete in the WIHA season. 12 players and 2 goalies Teams will be registered at the USARS/AAU Inline Hockey recognized age division level according the oldest player listed on the roster. Age Divisions for 2010 / 2011 season. Age as of Jan 1st 2011 Junior/Mens Minimum Age 16 and up Junior Birth years Midget 1992/1993 Birth years. Bantam 1994/1995 Birth years. PeeWee 1996/1997 Birth years. Squirt 1998/1999 Birth years. Mite 2000/2001 Birth years Atom 2002/ 2003 Birth years. Cubs 2003 or less. Note: Girls and women 20 years of age and younger playing on a boys team, must conform to the boys age restriction, however, they shall be allowed in the 6u,8u, and 10u divisions to have one additional year of eligibility. In the 12u, 14u, 16u, 18u and 21u divisions (including any other age divisions above 12U) a female player will receive two additional years of eligibility. i.e. A 11-year-old girl can play down in the 10u division,

3 but a 12- year-old girl cannot play down in the 10u division. A 14-year-old girl can play in 12u division but a 15-year-old girl cannot Teams having an over age players, player without proper release, or fictitious proof of age documentation, shall forfeit all games in which the ineligible player has participated Regardless of the number of teams an individual club field in a classification, a committee chaired and appointed by the WIHA director of operations will decide the level of play for these teams. Regardless of classification by error or misjudgment of competition, the decision as to the level of play shall be final and not subject to appeal Team representatives, who include coaches and assistant coaches must be registered with WIHA and USARS/AAU Hockey prior December 31st. Section 13 PLAYING RULES Current USARS/AAU Inline Hockey rules apply in all divisions Referee fees must be paid in accordance with the procedure established by the Board of Directors. It is the responsibility of the coach or manager to fill out the WIHA roster and to give it to the scorer or referee before the start of the first game. Referees may not start the game if the scorer does not have each roster, however, the clock may be started Failure to meet minimum player requirements will result in forfeiture of game. Each team must field 4 skaters and 1 goalie to start the game. The game must be stopped if there are less than three (3) eligible players left on the teams. Section 14 COACHES All bench personnel must be properly rostered as a coach on the official roster. Managers and trainers are not considered coaches of a roster WIHA shall notify clubs of any bench personnel who are not eligible to participate. Any coach or assistant coach who participates after the club has been notified shall be subject to fines or suspension. Section 15 ON RINK AND MINOR OFFICIALS WIHA will arrange for the officiating program in conjunction with AAU/USARS officiating program. On Rink officials are not permitted to work games in which they have family member playing or at levels in which they are a coach, assistant coach, or player, unless written approval of both coaches is noted on the score sheet.

4 Section 16 TOURNAMENT RULES Games slots must be between the hours of 5:30 a.m. (earliest start time) and 1:30 a.m. (latest start-time), with the schedule reflecting consideration for time of day and distance traveled An eight (8) goal differential will be a mercy There will be (1) one minute time out allowed per team in each WIHA game. Time outs will be noted on the score sheet Players not in attendance, or players not able to participate must be crossed off the roster A notation will be made on the score sheet for all injuries If any on-rink official deems a noisemaker to be disruptive, they can direct the spectator to desist or leave the arena. All spectators are expected to cooperate fully with the officials Tournament games will be 2 periods at 15 minutes in length on a 40 minute time slot. Section 17 GAME PROTESTS Game protests based on an official s decision will not be considered All protests must be filed in writing with the on duty tournament director within (30) minutes after the game and a protest fee of fifty dollars ($50), to be retained by WIHA staff, must accompany the protest. The party or parties against whom the protest is made shall be notified by WIHA Upon receipt of the written official protest, WIHA staff will make a decision based on the facts and advise both (all) parties. Section 18 PLAYER MOVEMENT Players may only move one time during the year. Once a player is released to another team he/she must then finish the season with that team A rostered player may only drop to the next lower playing level once during the same season. All downward movement is permanent for the season Players are not allowed to play for two different clubs within same division unless said player plays different positions. I.E. Bantam A as goalie, Bantam AA as skater or vice versa.

5 Section 19 PERMANENT PLAYER RELEASES All player releases must be in writing. Only parent, guardians or the player themselves may request a release. Before a release is valid, it must be signed by all required persons and forwarded to WIHA Member Services Release given to players with club suspensions or players with parents suspended by the club will be marked with that information and every club shall honor the suspension. Section 22 REGULAR SEASON CHAMPIONSHIP Season standing and finals eligibility will be determined by the number of points earned by each team in a division. Each team will earn two (2) points for a victory, one (1) point for a tie and (o) points for a loss The team in a division earning the most points during the season will be declared the WIHA Regular Season Champion. The team in each division which wins the WIHA Finals Tournament will be declared the WIHA Champion Tie breakers in a division for purposes of determining the Regular Season Champion in each division and for purposes of determining advancement to the WIHA Finals Tournament at the conclusion of the regular playing season will be determined by: Most Points Most Wins Heat to Head Goals Against Coin Flip Section 24 TOURNAMENTS Select weekends will be chosen to host tournaments for league clubs and outside independent clubs. WIHA will host tournaments, at each of the participating rinks Teams / Players are required to play in 3 tournaments to be eligible for the tournament championships. Out of area teams/players are required to play in 1 tournament. Any AAU regional, Winternationals or West Coast Nationals will count towards required number of tournaments The tournament series will begin in November with championships in June.

6 24.04 Cost for 5 team tournaments is $495 per team (4 game guarantee). Cost for 4 or 6 team tournaments is $450 (3 game guarantee) Tiebreakers will be as follows. Head To Head Most Wins Goals Against Goals For 4 man shootout
