Summaries of Duties and Responsibilities The position was created to plan, direct, or coordinate activities in the form of operational development projects for Navajo Agricultural Products Industry. Maintain a team environment with other departments. Champion NAPI in the community. Primary Duties and Responsibilities: Essential Functions 1. Develop deliverables related to project initiation including feasibility studies, risk assessment, project initiation reports, staffing, project organization outline, and standards and control procedures. 2. Monitor project progress, deliverables, quality assurance, and customer service. Report status to management and identify and resolve risks that impact project completion. Manage time and budget, initiate action to identify and resolve problems, and ensure goals are met. Coordinates planning, development, testing, documentation, and installation of project to ensure timely deliverables, project success and quality. 3. Adjusts resources as necessary to ensure project success and completion. Provide work direction and feedback to all team members and assist them
in issue resolutions. Provide guidance to team members on administrative and technical problems. Providing customer service by developing team behaviors and empowering team members to plan and execute work. Assist in staffing activities related to project. 4. Develop new processes as necessary to ensure mission critical projects are completed; provide expertise in identifying appropriate methodologies for large-scale development efforts. 5. Coordinate and direct projects, making detailed plans to accomplish goals and directing the integration of technical activities. 6. Consult or negotiate with clients to prepare project specifications. 7. Prepares and explain proposals, reports, and findings to clients and management. 8. Direct, review, and approve product design and changes. 9. Perform administrative functions such as reviewing and writing reports, approving expenditures, enforcing rules, and making decisions about the purchase of materials or services. 10. Prepare budgets, bids, and contracts, and direct the negotiation of research contracts. 11. Analyze technology, resource needs, and market demand, to plan and assess the feasibility of projects. 12. Confer with management (Executive/Department/Crop) to discuss project specifications, updates, procedures and other relevant information on a consistent and timely basis. 13. Review and recommend contracts and cost estimates. 14. Research and analyze the development of NAPI s Master Plan. Communicate findings to the Chief Operating Officer, Chief Financial Officer, and the Chief Executive Officer as needed. 15. Coordinate and assist in the planning, design, and installation of irrigation systems. 16. Maintain consistent communication with the Irrigation/On-Farm Development Manager concerning Irrigation components. 17. Develop and Implement Radio Telemetry unit in setting, monitoring, and programming systems to communicate with Base Station. Performs other related duties and assignments as required. Education, prior work experience, and specialized skills and knowledge: This job requires a High School Diploma (or GED or High School Equivalence).
College course work in Business and/or Project Management or relative field of study Bachelor s Degree (Master s Preferred) in Business Administration, Business Analysis, Project Management, or a closely related field. Certification in Project Management, Information Technology. Number of years experience in: Minimum of 5 years experience in a business analyst, project management, or information technology role in a complex business environment. In extraordinary cases, education and training may be substituted for some (but not all) of the required experience This job requires the incumbent to have a valid driver s license with an acceptable driving record. Ability to use a computer and computer programs is required. Ability to use search engines, data queries, and assimilate printed information. Must be able to speak in public. Must have the ability to communicate effectively orally and in writing in English. Navajo language is helpful. Ability to use state-of-the-art word processing equipment and programs, electronic communication technology, search engines, public presentation equipment and similar technology. Ability to observe, receive and otherwise obtain information from all relevant sources. Ability to analyze information and evaluate results to choose the best solution and solve problems. Ability to provide information to supervisors, coworkers, and subordinates by telephone, in written form, e-mail or in person.
