With possible travels across Puntland and Somalia About the Ministry and its Mandate The Ministry of Women Development and Family Affairs (MoWDAFA) was created in 2005 to cater for women's rights, child development and family welfare. The Ministry s key responsibilities are to design and implement social policies and programs, promote women empowerment and child development as well as consolidate and safeguard family welfare. We do this by supporting access to security, as well as social and economic opportunities especially in the areas of health, education, food security, and enabling access to clean water and hygiene. The Ministry s goal is to facilitate national, regional and international processes
on key areas of concern so as to implement concrete and significant change for women and children Assignment Summary The Ministry of Women Development and Family Affairshas already signed a letter of Agreement with UN Women for one year. To support achievement of the expected results contained in the LOA, and build the capacity of ministry to better serve its clients, MoWDAFA is looking for a Technical Consultant to provide in-house technical capacity and advisory support for the activities covered under this LOA and with direct supervision of the MoWDAFA Minister, and in close coordination with deputy minister, Direct General (DG), Director of Admin and Finance and Director of Gender and Human rights department and other ministry staff. The Technical Consultant will play an active role in the setting directions, advocacy and capacity building role of the ministry including in the preparation of technical documents that the ministry might be required to produce. The Technical Consultant will also assist the ministry in development and setting up of M&E framework to monitor the implementation progress of gender responsiveness activities within the ministry and other government institutions. The Technical Consultant will also develop an Action Plan for capacity building that includes activities of on-the job training, and coaching of MoWDAFA staff by the consultant. The Technical Consultant will be expected to carry out the following functions: Duties and responsibilities: Support minister and ministry s staff in development of concept notes, proposals, strategy document, actions plan and monitoring and evaluation tools. Assist the minister for identifying the strategic opportunities for improving gender equality and women s empowerment programming. Conducts gender audit and gender statistics assessments in the relevant government ministries. Facilitate advocacy efforts that promotes on woman s roles and representation in politics, peacebuilding and development, human rights and gender mainstream activities. Assist the minister to develop terms of reference for MoWDAFA gender unit staff to ensure segregation of duties and functionality of the department.
Liaise with and support the MoWDAFA gender department staff in ensuring effective program implementation and coordination mechanisms. Assist the Ministry to ensure full implementation of National Gender Policy and Action Plan across government institutions. Support the establishment of a gender working group, coordinate and lead the functioning of the working group in partnership with the gender department team. Document the proceedings of the meeting. With support from the minister, develop an action plan for capacity building of ministry staff for both on-the job training and short period trainings. Ensure capacity building of MoWDAFA staff through provision of in-house advisory support. Advice and support MoWDAFA on mobilization approaches of local community leaders, religious and opinion elders, political parties and institutions towards acceptance of women roles in the communities. Assist the Ministry to organize and facilitate advocacy workshops and consultation meetings on women role in political processes, peace and development. Assist the minister to set up an institutional M&E framework that supports regular monitoring of progress of gender responsiveness activities within the ministry and other government institutions. Follow up and work closely with other government institutions in development of gender-responsive policies and strategies Prepare quarterly and annual reports report, meeting minutes and other necessary documents and reportsfor the ministry. Oversee the production of Puntland Women Status report Assist the ministry in establishing the gender resource center. Support the preparation of financial report UN Women project with ministry s finance department. Perform any other duties/tasks assigned by MoWDAFA minister.
Expected deliverables Review and finalize the Puntland gender policy. Activate and regularize meetings of Puntland National Gender Coordination Committee Minutes of the regular meetings of the activated National Gender Coordination Committee Put in place the M&E framework and tools Puntland Status of Women Develop and implement action Plan for capacity building of MoWDAFA staff. Gender mainstreamed in all Puntland government institutions processes. All necessary documents including action plans, strategies, concept notes are in place for the ministry Copies of the reports and minutes of coordination meeting on gender. Copies of the quarterly and final reports of the consultancy work Functional Competencies: Demonstrated knowledge and substantial experience in dealing with policy and strategic issues related to gender, women empowerment, and capacity building. Substantive knowledge on project management, capacity building, procurement, and community empowerment. Demonstrated experience in managing development projects (preferably in conflict environments), in particular dealing with community mobilization and/or local governance. Experience in working with senior government officials, donor representatives and civil society on policy and strategic issues. Demonstrated strong coordination and facilitation skills Strong communication skills (oral and written) Analytical skills Results oriented, flexible and problem solving skills

Skills and qualification A Master s degree in Social Sciences, Public Administration, Business Administration, Political Science, International Affairs, International Development studies, Gender/Women's Studies, Human Rights or a related technical field; Additional qualifications in training methodologies and adult learning are an added advantage. Holds a Bachelor s degree but has substantial experience in any of the abovementioned or a related field; At least 5 years relevant experience in programming on gender issues, project management, organizational development and/or capacity building experience; Experience providing policy advice and technical assistance on women, capacity building, peace and conflict resolution; Strong project management experience, including experience in proposal writing, strong M&E skills, budget management and financial monitoring, and donor reporting. Experience in budget management and knowledge of financial procedures; Ability to multi-task, meets short deadlines, and effectively handles stressful situations; Excellent verbal and written communication skills; Fluency in English;
