1 Consultant-Healthcare Financing (Data Analysis) National Health Systems Resource Centre (NHSRC) has been set up under the National Health Mission (NHM) as an autonomous registered society, to channelize technical assistance and capacity building support to the states for strengthening the public health system. The NHSRC is also mandated to contribute towards National strategic health planning and programme design. Work at NHSRC is organised around multiple divisions, namely Community Processes, Quality Improvement, Public Health Planning, Public Health Administration, Healthcare Financing & Healthcare Technology, HMIS and Human Resources for Health. NHSRC intends recruiting Consultant (HCF) purely on contractual basis. Location: New Delhi with requirement of travel to states & districts. Travel could be up to 50% of time in a month. Roles & Responsibilities: Ability to prepare data collection, management and analysis plan for all research related to healthcare expenditures (qualitative and quantitative research) Design templates and useresearch programs in relevant statistical packages to display and analyze research data. Compile data from various databases and/ or sources, and perform statistical analyses Review data files for quality of data entry and basic data cleaning to ensure all observations are uniquely identified and reported data is internally consistent Design and prepare reports and summaries for statistical analysis and planning purposes Document procedures used for analysis for future reference May assist in development of software for data analysis as required. Qualification and Work Experience: Master s level degree in Information technology, statistics, or economics is required. Courses/ modules public health are desirable Good knowledge of STATA/ SPSS or other statistical packages for qualitative and quantitative research is required. Minimum 3 years post qualification experience working with research programs handling large research data sets preferably relating to healthcare expenditures. Relevant experience conducting, managing and designing field work and primary data collection Advanced application of Microsoft s tools including Excel, Access and PowerPoint Strong organizational, data visualization, presentation and communication skills Excellent communication skills, with focus on research protocols, research papers and descriptive reports Formal educational qualification and experience could be relaxed when there is published work of high quality or whenever there is work experience of specific relevance. Work at NHSRC is organised around multiple divisions, namely Community Processes, Quality Improvement, Public Health Planning, Public Health Administration, Healthcare Financing & Healthcare Technology, HMIS and Human Resources for Health. NHSRC intends recruiting Consultant (HCF) purely on contractual basis. Location: RRC-NE, Guwahati, Assam with requirement of travel to states (with focus on EAG states) & districts. Travel could be up to 50% of time in a month. Roles & Responsibilities: In the area of Healthcare Financing, NHSRC is currently involved with the following: Setting up budget tracking systemsand National Health Accounts and institutionalizing these systems Developing and demonstrating framework/systems for rationalization and improvement of fund flows to different institutional structures created under NRHM, so as to improve allocative efficiency, quality of care and equity. Developing an implementation framework for the states regarding different forms of healthcare provisioning and financing (including health insurance and PPP) that are cost effective and efficient. The role of the Consultant (Healthcare Financing) involves coordination of technical assistance and institutional strengthening at the central, state, district and health facility levels, with specific reference to rationalization and improvement of fund flows to different institutional structures created under NRHM while improving allocative efficiency, quality of care and equity. The Consultant will function as part of the Healthcare Financing team within NHSRC-RRC-NE and be responsible for the following tasks: a) Assist in analysis of public and private health expenditure patterns in centre, state and districts. b) Assist in study of Public Private Partnerships and program specific health financing. c) Help to develop systems for improved allocative efficiency within Public Health systems. d)assist the NHSRC Healthcare Financing team in organizing workshops, seminars, conferences and trainings at central, regional, district and facility level; on the theme of Healthcare Financing in general. e) Any other task as may be assigned by Advisor-Healthcare Financing and ED-NHSRC. The tasks will involve extensive travel in various states (with focus on EAG states) and districtsat the health facility level. Qualification and Work Experience: (i) Qualification: MPH / MHA / MBA (Finance) / PG Diploma in Health Economics and Financing/ Post Graduation in economics (ii) Desired Experience: Minimum 3 years post qualification experience of working with health sector, public financing and budget analysis.
4 (iii) Other desired qualities: The Consultant should be a team player, showing ability to function with various types of players including professionals, government officials, administration, community representatives, and international technical / financial support partners. Excellent communication skills (including written and presentation skills) in English and a working knowledge of Hindi. Knowledge of any North-Eastern regional language will be an added advantage. Computer proficiency including MS Office (Word/Excel/Powerpoint) and ability to undertake search engine based research. Knowledge of statistical packages (like EPI-info/SPSS/Stata/SAS) is desirable. Ability of multi-tasking and adherence to tight timelines under increased work-pressure. The NHSRC is also mandated to contribute towards National strategic health planning and programme design. NHSRC intends recruiting Consultant-PHA (Legal) purely on contractual basis to extend his/her support to the PHA division of NHSRC. 7 Consultant-Quality Improvement National Health Systems Resource Centre (NHSRC) has been set up under the National Health Mission (NHM) as an autonomous registered society, to channelize technical assistance and capacity building support to the states for strengthening the public health system. The NHSRC is also mandated to contribute towards National strategic health planning and programme design. Work at the NHSRC is organised around eight divisions, namely Community Processes, Quality Improvement, Public Health Planning, Public Health Administration, Healthcare Financing & Healthcare Technology, HMIS and Human Resources for Health. NHSRC intends recruiting Consultant - Quality Improvement purely on contractual basis. Location: New Delhi with requirement of extensivetravel to states & districts.travel could be upto 50% of time in a month. Summary of the Position After launch of National Rural Health Mission/ National Health Mission, number of people visiting Public Health Facilities has increased considerably. However Quality of the services available at Public Health Facilities still remains a cause of concern. For improving Quality of care at the facilities, the Ministry of Health & Family Welfare has been supporting the states through technical assistance, as well as allocations under the NRHM/ NHM PIP. The incumbent would be expected to join the QI team at NHSRC and undertake multiple tasks such as Advocacy, customisation of the check-lists for meeting needs of states in adapting the Quality Standards& its measurement system, conduct of workshops & seminars, assisting the health facilities with gap-closure actions, and facilitating the certification process, as & when required. The envisaged task for the incumbent is intellectually challenging and stimulating, as none of two situations are same. S/he should be self-starter and motivated, have capacity to work un-supervised. Since expenditure on the drugs contributes significantly towards out of pocket expenditure and the Ministry is supporting the states in strengthening the drug and logistics procurement system, the incumbent may be expected to contribute on this role as well. Roles & Responsibilities: Expected role of the incumbent is multi-dimensional and are summarised below 1. S/he should be a team player. 2. One of the major responsibilities of the incumbent would to travel to states and districts and impart QA trainings.thus the candidate should possess the skills for imparting trainings, including excellent command over language (Hindi& English) spoken & written both. 3. 8 Qualifications: For achieving above-mentioned deliverables the applicant is expected to possess following qualifications & experience Essential- 1. Medical / Dental/ Ayush/ Pharmacy/ Nursing degree from a recognised institute 2. At least three yearspost qualificationexperience of working on Quality Assurance Projects. 3. Excellent Communication skills Writing & Verbal 4. Proficiency in MS Office package Desirable- 1 Advance Qualification in Hospital/ Health Management from a recognised institute 2 Recognised Qualification in a Quality System, which may be waived off in case of deserving candidates, who have robust field experience 3 Experience of working in a hospital s administration department 4 Preference may be given to those applicants, who have directly worked on the assignments, resulting into certification / accreditation of hospitals to a recognised quality system such as ISO 9001/ NABH/ JCI/ NABL Note- 1. Ability to publish research in international journals is desirable. 10. Provide technical input as Public Health and financing expert to different stakeholders. 11. Possess a Medical/ Dental/ AYUSH / degree from a reputed Institute with any qualification in health management or health financing / MBA (Finance) Or Doctorate or M.Phil in economics with work in health financing- could be even masters in economics if there are published papers. 2. 11 Trainers under ASHA Program National Health Systems Resource Centre (NHSRC) has been set up under the National Health Mission (NHM) as an autonomous registered society, to channelize technical assistance and capacity building support to the states for strengthening the public health system. The NHSRC is also mandated to contribute towards National strategic health planning and programme design. Work at NHSRC is organised around multiple divisions, namely Community Processes, Quality Improvement, Public Health Planning, Public Health Administration, Healthcare Financing & Healthcare Technology, HMIS and Human Resources for Health. NHSRC intends recruiting Trainers under ASHA Program purely on contractual basis. Location: New Delhi / Home State with travel to districts / adjacent states. Background: ASHAs are a central feature of the National Health Mission s (NHM) community process component. Today there are 8.6 lakh ASHAs across the country who have contributed to improving maternal and newborn health, child health and nutrition, and selected disease control programmes. NHSRC invites applications from qualified individuals for selection of Trainers under the ASHA program. The initial engagement would be for a period of 2 years. The eligibility criteria are as follows:- Roles and Responsibilities: 1. To serve as part of NHSRC Resource pool of trainers 2. Provide support and supervision to ensure conduct of quality training at the designated training site for state and districts trainers. 3. Support the process of ASHA certification at national and state level. 4. Participate in training workshops in the states for ASHA trainers to supervise the quality of training, provide feedback trainers and enable improvement. 5. Serve as a co-evaluator of ASHA trainers. 6. Undertake regular visits to various training sites to monitor quality of training 7. Support the state team in building a system for evaluation of ASHA Trainers in the training sites. 8. The role includes extensive travel to other states to support the ASHA training, at an average of 20 days in a month. Qualification & Work Experience: 1. Should have 8 to 10 years of experience in training trainers of community health workers programs 2. Graduate in Social work, Education, Development studies, Home science or graduate in medicine (MBBS, BAMS/BHMS) or Nursing (B.Sc.), Public health (MPH) 3. Retired staff nurses, Nurse/ANM tutors/social mobilization trainers would also be considered. 4. Preference would be given to individuals who have experience in training community health workers in community based organizations/asha and other large scale government programmes. 5. Willingness and interest in working as a trainer in this program for at least two years. 6. Understanding, empathy and respect for rural women. 7. Willingness to travel 8.
