1. About the Northern Regional College Northern Regional College is one of six Further Education Colleges in Northern Ireland. The College is made up of five campuses, Ballymoney, Coleraine, Magherafelt, Newtownabbey and two buildings in Ballymena (Farm Lodge and Trostan Avenue). The College is staffed by approximately 900 teaching and support staff. The College aim is to be a top class provider of professional and technical training in a full range of curriculum areas, benefitting students from the expertise and support of staff. 2. Job Description Role: Business Development Officer Reporting to: Business Development Manager Job Purpose: To work within the Business Development Team and Curriculum teams, building relationships with employers and other external stakeholders to achieve the objectives of the NRC Business Development Strategy. Location: Ballymena Main Duties and Responsibilities: Supporting the wider Business Development Team to achieve the activity and income levels outlined in the Faculty Plans. Build relationships with employers, sector skills councils and other stakeholders. Implement Business Development policy Key Contacts Internal: Head of Business Development, Business Development Managers, Curriculum Managers, MIS, Exams, Finance, Quality Improvement Unit, Marketing Manager, Infrastructure and Facilities. External: Employers, Sector Skills Council, DEL, Regional Colleges, Colleges NI, other stakeholders Operational: Support the Business Development Managers to co-ordinate the activity to be delivered by NRC under externally funded initiatives such as DEL Innovatells, Connected and Customised Training. Support the Business Development Managers with the preparation of funding applications/tenders/reports as required. Support the Business Development Managers in the delivery of Business Development staff development activities to teams across NRC. Page 4 of 15

Work as directed by the Business Development Managers to contact companies/employers to set up initial meetings. Attend meetings with employers/stakeholders, in conjunction with Business Development Managers, as required, to explore potential for the delivery of Business Development activities. Participate in carrying out training needs analysis within companies using agreed NRC procedures. Monitor and oversee short course provision as outlined in the faculty plans to ensure alignment with MIS report. Review MIS data and prepare monthly reports on all business development activities based on the agreed KPI template. Implement 360 degree evaluation for all clients and prepare monthly reports on evaluation outcomes. Compile data for annual FE Sector report on activity and satisfaction on agreed sector template. Input details onto and maintain Business Development database to support the management of relationships with customers. Follow procedures for Business Development cost recovery activities as set out in the Business Development procedure checklist, such as compiling Service level agreements, creating invoice requests, ensuring 360 evaluations are completed. Liaise with Finance to supply all evidence required for claims for business development activities funded externally. Carry out other support activities as necessary which may include supporting external business development events and activities. Link with marketing team to ensure Business Development section of website is up to date. Attend and contribute to Business Development meetings. Page 5 of 15

Contribute to the Business Development SER and operational plan. The above list of duties is neither comprehensive nor exhaustive but outlines the general requirements of the post. Other duties may arise of a more general nature which is consistent with the job title and the salary attached to this post. Duties may change as the College develops, therefore the person appointed will be expected to be flexible in relation to duties performed, subject to consultation. Location may be changed subject to the requirements of the College. All staff have an obligation to comply with the statutory duties relating to Section 75 of the Northern Ireland Act 1998 and will be required to contribute to the implementation of the College s Equality Scheme drawn up in accordance with this legislation. 3. Selection Criteria Applicants must meet the following eligibility criteria by the closing date for applications but are only required to demonstrate how they meet the eligibility and essential criteria on the application form. Eligibility Criteria OR Applicants must hold a Level 4 qualification and at least 2 years relevant employment experience in the last 5 years of engaging with employers in relation to Business Development or workforce development (e.g. supporting the development of SMEs, training and development, preparing funding/tender applications to support economic development activities). Applicants must have 4 years relevant employment experience in the last 5 years of engaging with employers in relation to Business Development or workforce development (e.g. supporting the development of SMEs, training and development, preparing funding/tender applications to support economic development activities). Applications will also be considered from applicants with relevant formal qualifications considered by the selection panel to be of an equivalent or higher standard to those stated above. If putting forward an equivalent qualification, please state the type of qualification and the date awarded. The date awarded is the date on which you were informed of the result by the official awarding body. If you believe your qualification is equivalent to the one required, the onus is on you to provide the panel with the details of modules studies etc so that a well-informed decision can be made. Essential Criteria The ability to communicate confidently, clearly and concisely, both orally and in writing, with a wide variety of internal and external stakeholders. The ability to engage professionally with companies/ other stakeholders, carry out initial training needs analysis within companies and record the outputs in an agreed format for use by Business Development Managers and curriculum teams. The ability to effectively plan, prioritise and manage own workload making the best use of time and resources; maintain a focus on detail and accuracy and produce work of a high quality. Ensure all administration is carried out effectively and efficiently. The ability to analyse a range of information, consult effectively with others and draw sound conclusions based on the information available. A level of competence in the use of IT packages, in particular the MS Office Suite. The ability to work as part of a team and also to work on own initiative, taking personal responsibility for work. 4. Terms of Appointment This is a temporary post. Salary for this post is 17,334-21,735. The successful applicant will normally be placed at the bottom point of the salary scale on appointment. Whilst the post-holder will initially be assigned to a designated base, Ballymena, there will be a requirement to travel to other campuses and beyond according to the needs of the post. The College reserves the right to change the designated base to meet with operational needs in the future. 5. Please note that the onus is on the applicant to ensure that their completed application form is received by HR on or before the closing date. NRC will not take into consideration the failure of IT services to deliver completed application forms by the closing date. Applicants who wish to receive an information pack in accessible formats are requested to advise Human Resources, Ballymena of their requirements as promptly as possible allowing for the fact that the closing date for receipt remains the same for all applicants as noted above. Monitoring Form The Northern Regional College monitors applications for employment in terms of community background, sex, marital status, political opinion, racial group, disability, sexual orientation and family status. You should note that this information is regarded as part of your application and failure to complete fully and return this part of your application may result in disqualification. The use and confidentiality of community background information is protected by the Fair Employment and Treatment (Northern Ireland) order 1998. It will be used only for monitoring, investigations or proceedings under the requirements of the above legislation. Application Form Applicants must clearly and fully demonstrate on their application form how they meet the eligibility criteria. The Northern Regional College may decide to interview only those applicants who appear, from the information they have provided on their application form, to be most suitable in terms of relevant experience and ability. It is essential therefore, that applicants fully describe on the application form how they meet each of the eligibility criteria for the role. The Northern Regional College will shortlist solely on the information provided by the applicant on the application form. Members of the shortlisting panel will not make assumptions or take into consideration information known to them personally about any applicant. Shortlist After the closing date, the first stage in the selection process will be to conduct a shortlist of completed application forms against the eligibility criteria. Applicants who have not fully demonstrated on their application form how they meet each of the criteria will not be progressed to the next stage of the process. Page 9 of 15

Interview Following the shortlisting exercise, the selection process will involve a competency based interview and presentation against the essential criteria for the role. It is intended that the interviews will take place during August/September 2015. Interviews will not be rescheduled to accommodate applicants who are unable to attend on the agreed date due to reasons such as holidays, as selection processes are normally completed on the day of interview. If an applicant fails to present himself or herself for interview, it will be deemed that they have withdrawn from the selection process. Applicants attending for interview are required to bring with them photographic identification. After the selection process this documentation will only be held on file for the successful applicant. Notification of Successful Applicants It should be noted that selection panels, recommend applicants for appointment. Applicants are advised that a recommendation for appointment is not an offer of employment and it must not be treated as such. An applicant is deemed to have been offered the post only on receipt of a formal written offer of employment from Human Resources Department, Northern Regional College. Appointment Verification A formal written offer of employment from the College, confirming a start date, will not be issued until the successful applicant provides: A satisfactory outcome to all elements of the College s vetting process. (These checks must be undertaken prior to anyone commencing employment with the College and on average may take 3-5 weeks to complete). Acceptance of recruitment panel recommendation for their appointment Please note that successful candidates will have to pay the administration fee, which is currently 33, for the completion of the Access NI Enhanced Disclosure Certificate conducted under the College s vetting process. Keeping of Records All applicant records are kept in accordance with the Data Protection Act. Applicant records are kept to carry out statutory review of applicants as required by the Fair Employment and Treatment Order (NI) 1998; we are required to do this annually. Once applicant records have been used for the review they are destroyed. Should you be appointed to this post your applicant records (with the exception of the equality monitoring form) will be transferred to your Employee Personnel file. Equality and Diversity The College is designated as a public authority for the purposes of the Northern Ireland Act. This Act makes it incumbent upon us as an organisation to comply with the Act and in particular with section 75 of the Act. Section 75(1) of the Northern Ireland Act (1998) states that it is now the statutory duty of public authorities to have: due regard to the need to promote equality of opportunity between persons of different religious belief, political opinion, racial group, age, marital status or sexual orientation, between men and women generally, and between persons with dependants and persons without. As part of our commitment to section 75 and to show how we intend to comply with section 75 we have produced an Equality Scheme. As part of our duty under section 75 all staff will receive awareness training on section 75 and follow up training. As part of its implementation of this statutory duty the Northern Regional College expects all of its staff to participate in training on various aspects of equality and diversity within the college and as a minimum to have due regard to the promotion of equality of opportunity between all sectors of our society. 6. Policy on Vetting of Prospective Appointees 1 Background 1.1 As an employer we need to be satisfied that the staff we wish to appoint are suitable for the post concerned. An integral part of this recruitment and selection process is to ensure that prospective appointees do not have any previous criminal background, previous adverse employment history or adverse social history that would prevent us from appointing them. 1.2 As an employer working with children (defined as a person under 18 by The Children (NI) Order 1995) and vulnerable adults the College has a legislative (under The Safeguarding Vulnerable Groups (NI) Order 2007) and moral duty of care to ensure the safety of those students that are children or vulnerable adults. It is now our statutory duty to ensure that authorities who are concerned with child protection do not have any concerns regarding a prospective appointee. 1.3 By virtue of the Rehabilitation of Offenders (Exceptions) Order (NI) 1979 and because of the nature of the work the College undertakes posts are exempt from the provisions of Article 5 of the Rehabilitation of Offenders (NI) Order 1978. Accordingly applicants are not entitled to withhold information about convictions which would otherwise be considered as spent under the provisions of the 1978 Order. 1.4 All appointments will be subject to this policy and the vetting procedure. 2. Aim To ensure staff employed by the College are suitable for the post to which they are appointed in relation to their previous criminal background and social history. * This includes prospective employees, casual employees, voluntary workers and agency staff. 3. Vetting Procedure 4.1 All prospective appointees will be required to undergo all elements of this vetting policy as part of the appointment process of the College. The application pack will clearly state the requirement for this. 4.2 All applicants will be made aware of this policy. 4.3 The vetting procedure will be applied to prospective appointees only and will include all of the following: Enhanced disclosure check(carried out by AccessNI) to include: - The individual s criminal record including any convictions, cautions and bindovers; - Any inclusion on Independent Safeguarding Authority Children s or Vulnerable Adults list; - Other non conviction information on police records. Birth Certificate Marriage Certificate (where appropriate) One of the following forms of photographic identification: Valid Passport; Driving Licence; Translink Smart Pass; Electoral Card. Cross referencing of checks on identity Two satisfactory references Validation of qualifications Page 13 of 15

4.4 If all the above elements are satisfied the appointment will be ratified. 4.5 No appointment will be made prior to the vetting procedure being completed. 4.6 Falsification of any of the above documentation used to identify an individual will result in no appointment being made. 5. Consideration to Appoint if Vetting does not Satisfy all the Elements of the Vetting Procedure 5.1 Should anything untoward be uncovered as a result of the vetting procedure, a report will be compiled by Human Resources for consideration by the Head of Human Resources. The decision of this manager on whether or not to appoint will be final. 5.2 In considering whether or not to appoint the following will be taken into account: a) Criminal Convictions, Cautions, Bindovers For convictions, cautions or bindovers that have relevance to the post concerned the manager will consider the following: The nature of the conviction, caution or bindover Given that work in education will involve contact with young people and vulnerable adults; The nature of the appointment Offences involving dishonesty would be relevant where the appointment involved the handling of money; driving convictions would be of concern in appointments involving driving; When the offence occurred Offences in the past may be less relevant than the recent convictions though some offences may not be deemed to be diminished by the passage of time, e.g. sexual, violent, drug offences and racially or sectarian motivated offences; The frequency of offence A pattern of offences over a period of years is more likely to give cause for concern than an isolated minor conviction. b) Inclusion on any Statutory List Page 14 of 15

Any person who is included on any statutory list as unsuitable to work with children or vulnerable adults will not be appointed. c) Other Vetting Checks Anything untoward uncovered by any other vetting checks, with the exception of identity checks (see section 4.6) will be considered by the manager with reference to the appointment concerned. 5.3 If documentary evidence needs clarification, consideration may be given by the manager to a meeting with the prospective appointee or any statutory agency, referee or other body 1 that has provided information on the appointee. 5.4 If necessary, the manager may seek information from any professional caring services 1 that may be able to give further clarification to the prospective appointee s suitability or not to the appointment, (e.g. probationary service, social worker, medical profession). 5.5 The manager will compile a report giving the decision made and reason for that decision. This report will be kept by Human Resources with the appointment documentation for the post concerned. 6 Security of documentation 6.1 All documentation disclosed to the College will be used solely for the purposes of the appointment process and will be held in accordance with the College record retention policy. 6.2 In particular the documents will be held in the following ways: Vetting information required by the College under 4.3 above will be copied and retained by the College on the employee s personnel file. Any additional documentation required by AccessNI to identify an individual to run an Enhanced Disclosure Check will be held on a centralised file in accordance with their code of practice and will be destroyed in accordance with the records retention policy. 1 Prior written consent of the appointee will be sought.
