The membership is the G8 countries, the World Bank Group, the African Development Bank (AfDB) Group, the European Commission (EC), the European Investment Bank (EIB), the Development Bank of South Africa (DBSA) and the Republic of South Africa. 1.3 The ICA is a major initiative to accelerate progress to meet the urgent infrastructure needs of Africa in support of economic growth and development. It addresses both national and regional constraints to infrastructure development with an emphasis on regional infrastructure, recognizing the challenges at this scale. The Consortium is intended to make its members more effective at supporting infrastructure by pooling efforts in selected areas such as information sharing, project development and good practice. Although ICA is not a financing agency, the
consortium acts as a platform to broker more financing of infrastructure projects and programs in Africa. 1.4 The main objectives of the ICA can be broadly defined as follows: Increase the amount of finance going to sustainable infrastructure in Africa from public, private, and public and private sources; Facilitate greater cooperation between members of ICA and other important sources of finance of infrastructure sector e.g China, India, Arab Funds and the private sector; Highlight and help remove policy and technical blockages and progress; Increase knowledge of the sector and through monitoring and reporting on the key trends and development 2.0 Objectives of the Assignment 2.1 The main objective of the assignment would be to maintain, manage and populate the content of the ICA website and support ICA s external communications activities. 2.2 The consultant will be required to update the ICA website with essential information about the main developments relating to infrastructure development in Africa encompassing the Energy, Water and Transport and ICT sectors; ensuring that the website is refreshed with new material on a regular basis (e.g. news items, newsletters) and that all background information on the site (e.g. sector briefs, case studies) is regularly updated. 2.3 The consultant will be required to support the ICA Secretariat and coordinate with an external website hosting and development firm with the development and continues improvement of the ICA website, making recommendations for improvements in relation to both content and functionality. 3.0 Scope of Work/Responsibilities Reporting to the Coordinator of the ICA Secretariat and working alongside ICA secretariat colleagues and specifically the ICA Communications Consultant, the junior consultant s duties will include, but not limited to: i. Uploading relevant content, media and research materials/documents/reports using TYPO 3 Content Management System Tool onto the ICA website particularly the ICA Knowledge Centre; ii. iii. iv. Identifying relevant web sites and web pages to be linked to the ICA web portal. This may include establishing contact with relevant counterparties in order to arrange the terms of the link exchange arrangement; Assist the ICA Communications Consultant to review the ICA s website infrastructure and work closely with the ICA website design, hosting & support consultants to enhance the website s functionality and develop innovative ways to effectively meet stakeholders needs; Archive/post relevant articles, reports and documents; v. Assist the ICA Communications Consultant and website design/hosting and support consultants to enhance the visibility of the website by referencing and positioning the web portal with search engines; vi. Research new web projects and/or ideas (Blogs, podcasts, etc.);

Support/coordinate with the Communications Consultant to produce the ICA Quarterly News Letter Support/coordinate with the Communications Consultant to produce infrastructure subsector briefs/knowledge Perform any other duties as may be directed by the ICA Coordinator. 4.0 Qualifications and Experience required The ideal candidate should have strong, recent, communications and information management experience and an awareness of (and interest in) infrastructure and development issues. Some experience working in Africa would be beneficial. In particular the candidate should have: i. At least a post-graduate level qualification in Information Management/Information Technology, Development Economics or related fields with a minimum of 2 years of relevant working experience; ii. iii. iv. Experience/knowledge of the African Infrastructure landscape would be an added advantage. English and French are the working languages of the African Development Bank. For this assignment a good command of English and proficiency in French (oral and written) would be required. An effective writing style, with an ability to write in a variety of formats for multiple audiences; v. Have a good aptitude for innovation Be a national of one of the member countries of the African Development Bank. 5.0 Remuneration The successful candidate will receive remuneration in line with the Bank s guidelines on remuneration of junior consultants. The consultant will also be granted leave in line with the Bank s leave policy for short-term consultants.
