The consultant will be expected to provide the following services under the Assignment among others: a) Contribute to the development of strategic options for mobilizing and deploying resources; b) Identify philanthropic organizations that might have common interest with the Bank s mandate, with a particular emphasis on African philanthropies, and develop a comprehensive plan to reach out to such organizations; c) Identify any areas of cooperation that may exist between established philanthropic organizations and African philanthropic organizations, with a view to sharing best practices; d) Identify any new fundraising means such as crowdfunding, use of new technologies for targeted resource campaigns, web outreach, and examine their suitability for the Bank; e) Coordinate resource mobilization through trust funds and special initiatives, and any other innovative partnership mechanism; f) Contribute and participate in the organization of regular internal and external outreach events for the benefit of staff, clients and other stakeholders, to explain the activities of the different funds or financing vehicles; g) Organize business development and strategic initiatives consultations and meetings with partners, investors, institutional funds, enterprises and foundations; h) Promote the utilization of Trust Funds by User Departments, monitor their disbursement, prepare progress reports/financial reports to Donors; i) Produce research brief on emerging trends, philanthropic donors, and various topics in partnerships and cooperation arena. To this end, prepare partnerships briefs for Senior Management, strategic partnerships agreements, memos and concept notes; j) Participate in key donor meetings as required; k) Contribute to the effective collaboration with other departments and complexes. l) Prepare reports, inter-office memorandum, letters, notes, and briefs as requested by FRMB.2 Manager; and

2 m) Provide general assistance to FRMB.2 Manager and support any other tasks assigned by the Director in relation to partnerships and cooperation. 3. SELECTION CRITERIA a) At least a Master s degree in Business Administration, Development, Finance, Law, International Affairs or in related fields. b) Substantial professional experience in program coordination and operations in Africa. c) Previous experience in a Multilateral Development organization is a must, with previous experience in the African Development Bank highly desirable. d) Previous experience working in or with non-profit and/or philanthropic organizations. e) Proven capacity to deliver output in a timely manner and ability to use relevant computer technology. f) Excellent computer skills: Microsoft Word, Excel, Powerpoint, etc. g) Client and results-oriented with strong analytical and communication (verbal and written) skills, sense of accuracy and attention to detail. h) Ability to deal with sensitive issues in a multi-cultural environment and to build effective working relationships with colleagues. i) Excellent inter-personal, organizational capacity and communication and writing skills. j) Fluency in English or French as a working languages and ability to work effectively in the other. 4. The Resource Mobilization and External Finance Department invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.). 5. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank s Rules and Procedure for the Use of Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. 6. ESTABLISHMENT OF THE SHORT LIST A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume: Educational level and qualifications for the proposed assignment 40% Experience with the Bank or other international donors 10% Language proficiency (English and French) 5% Knowledge of the Region 5% Similar experience in the area of expertise of the assignment as described in the 40% Terms of Reference

4 AFRICAN DEVELOPMENT BANK RESOURCE MOBILIZATION AND EXTERNAL FINANCE DEPARTMENT CONSULTANCY SERVICES TERMS OF REFERENCE 1. Background The role of the Resource Mobilization and External Finance Department (FRMB) is to support the financing of Africa s transformation based on AfDB s Ten-Year Strategy for The Department leads the Bank Group s resource mobilization, partnerships, and management of donor & partner relations. The Department achieves its mission by targeting sovereign and non-sovereign parties which have an interest in Africa. The Department is the focal point for relationships with public and private sector co-financiers. The department is composed of two distinct Divisions: The FRMB.1 Division is responsible for fund raising initiatives and partnerships with sovereign entities. It is mandated to mobilize, allocate and monitor resources for the Bank s statutory capital including the African Development Fund (ADF) and ensuring compliance with the ADF rules and the commitments taken upon the replenishment negotiations. It leads, coordinates and supports the implementation of HIPC and MDRI. The FRMB.1 Division coordinates the Country Policy and Institutional Assessment (CPIA) and is responsible for the process of allocating ADF resources among beneficiary countries, and monitors their use in accordance with various ADF policies and guidelines. The FRMB.2 Division is responsible for relationships with private sector co-financiers and institutional investors, sovereign wealth funds, pension funds, development finance institutions (DFIs), commercial banks, foundations and philanthropies. The FRMB.2 Division manages the coordination of relations and strategic partnerships with non-sovereign entities and international institutions (including Pan-African and regional organizations, Bretton Woods Institutions, UN, Multilateral and Regional Development Banks, foundations, the World Economic Forum, and others). The FRMB.2 Division promotes co- financing with nonsovereign entities. The Division is expected to find innovative ways to partner with nontraditional donors and to work with other departments of the Bank Group seeking to find resources for their initiatives (e.g. Africa 50). The FRMB.2 Division works to develop innovative financial products and risk mitigation instruments which catalyze private capital to finance development in Africa, such as the Private Sector Enhancement Facility. The Nigeria Trust Fund as well as the Nigeria Technical Cooperation Fund are handled by the FRMB.2 Division. Both divisions handle partnerships with sovereign entities such as bilateral aid agencies and manage a number of bilateral trust funds, depending on the country. To effectively manage the Bank s partnerships, FRMB.2 is seeking to hire a long term consultant to assist the team in achieving its work program, particularly related to new strategic partnerships with philanthropic organizations and new ways of fundraising for the Bank. The Consultant will work directly under the supervision of FRMB.2 Manager with the overall

5 guidance of FRMB Director. 2. Duration and Location This will be a long term consultancy for 12 months, beginning on 15 th February 2016 and finishing on 14 th February The consultancy will take place in Abidjan, Cote d Ivoire and will require regular full time presence in the Bank s offices. Missions may occasionally be required. The consultant will be granted a cumulative of 2 days per month of leave. 5. Costs The consultant will receive a monthly lump sum commensurate with his/her experience with no additional benefits or per diems will be paid. The consultant is responsible for his/her own health insurance and accommodation costs. The Bank will cover full costs of any required missions and provide per-diem in accordance with rules governing consultant mission travel. 6. Accountabilities The consultant will formally report to FRMB.2 Manager.
