Preliminary studies Feasibility studies Approval design Tender Design Project construction Preliminary studies A great deal has to be taken into consideration before the decision to construct a small hydropower plant is made: Where is the region s greatest potential? Which sites are suitable? And what impact does the construction have on flood protection, groundwater and water ecology? All of these questions can be answered by means of appropriate preliminary studies. For example, we compile so-called master plans (capability studies on a large scale) and carry out both site and variant analysis. Feasibility studies If the preliminary studies show that the construction of a small hydropower plant is sensible, we are able to build upon this to clarify all issues relating to feasibility. We conduct hydrological and geological tests, make energy economical calculations and design the framework for construction methods and civil engineering. Approval Design Prior to the start of construction, a serious hurdle needs to be overcome: the approval by authorities. In this case, it is good to have a company at ones side who is familiar with all elements of law and water, construction and electricity industry, as well as the preservation of nature. Of course, our experts also know how the project description must be designed, what has to be considered in specifications on execution of construction work and construction traffic, and which infrastructure facilities must in no way be disremebered by the operating company. Tender Design It is also not a problem should you decide not to collaborate with us on the construction. We file the tender documents for you for acceptance of tender, and supply you with all of the general, commercial and technical specifications for the proceeding. Once the developers proposals are available, you can utilize our wealth of experience in this area and have them assessed by us. In addition we re happy to accompany you by your contract negotiations. Project execution There are several variants in our proposal for the construction of your plant. One variant is that we only carry out the engineering. We then take care of the detailed design for the civil works and and the electrical and mechanical engineering, the project management, the site management and site supervision, as well as the contractual management. However, you can commission us with just the design, procurement and installation of electrical equipment. We then ensure that the power connection to the grid and the automation function perfectly. As a logical consequence, we also offer the complete construction of small hydropower plants. You thus receive a plant that is at the cutting edge of technology, in which the budget fits, that is commissioned on schedule, in which the maintenance costs are low and the operational availability is high. From the initial preliminary studies right through to the commissioning of the plant, our team of experts offers the entire range of services in individual project areas or as a Comprehensive package. 7

Investments with a future The construction or revitalisation of a small hydropower plant is not just about opting for an environmentally friendly method to generate power. It is also tied in with considerable investments. Our special funding offer from the federal and state governments enable costs to be reduced. 8

To ensure that your project stands on a solid economic foundation, we support you in the energy efficiency calculations and compile an initial rough cost estimate. In addition, there is also the possibility to apply for special funding. Both the federal and some state governments support operators of small hydropower plants in the construction and revitalisation of their plants. Federal government funding is regulated via the Eco Electricity Act ( 12a). This falls under the jurisdiction of the managing body of Ökostrom AG (OeMAG). Operators of small hydropower plants of up to a maximum of 10 MW may apply here for investment grants of 1,500 Euro per KW or up to 30 % of the eligible investment costs (see illustration). Federal state funding Alongside the State funding via OeMAG, the federal state (Bundesländer) of Lower Austria, Upper Austria and Styria have issued their own funding programmes. Lower Austria, for example, increases the State funding by a further 25 % upon approval. Upper Austria grants an increase of 25 % of investment costs (maximum 50,000 Euro per plant/ operator) to plants with a potential capacity of up to 1 MW, and Styria funds already the planning phase for consulting services of external service providers. Anyone planning a small hydropower plant is therefore advised to find out about funding possibilities in advance. REFERENCE PROJECTS Preliminary studies Environmental sustainability assessment (Georgia) Study into the environmental compatibility and feasibility of small hydropower projects (1 13 MW) in the Aragvi river basin for the European Bank for Reconstruction and Development (EBRD). The assignment comprised the study itself, the analysis of the potential for small hydropower on-site and the support in the development of projects. Energy efficient utilisation (Tittmoninger basin) Energy efficient utilisation concept of Tittmoninger basin, lower Salzach, for Österreichisch- Bayrische Kraftwerk AG. Within the scope of the project, the energy-efficient utilisation was integrated in river bed restoration measures, a transverse structure developed and a rough cost estimate put together. Furthermore, Pöyry Energy GmbH was responsible for the coordination of the different measures. Hydropower potential study (Austria) Study for ÖSTERREICHS ENERGIE on the optimisation of the utilisation of hydropower in Austria. The study looked at both the technical and economically effective hydropower potential for the entire Austrian federal territory. Feasibility studies Run-of-River hydropower plant Kravica/ Stubica (Bosnia-Herzegovina) Feasibility study on different alternatives for two run-of-river hydropower plants with 2 x 2.6 MW und 2 x 1.3 MW capacities at the Waterfalls near Kravica and Stubica for Elektroprivreda HZ HB. Development of the tender documents. Stadl-Paura power plant (Austria) A feasibility study serves as a basis for decision-making in the construction of a small power plant on the Traun by Energie AG Upper Austria. Within the scope of the study, nine power house variants were designed, a report on their pros and cons compiled, an energy calculation made, the costs determined and a rough timetable put together. Approval Design Revitalisation of Platzl power plant (Austria) Approval design for the revitalisation of the decommissioned small hydropower plant of Platzl for Anton Putz. Preliminary draft and design for the 370 kw small hydropower plant with Kaplan S bulb turbine, two weir flaps, vertical bar screens, fish ladders and power house. New construction of Magerlmühle II power plant (Austria) Preliminary draft, design and approval design of the Magerlmühle II small hydropower plant for Wagner KG and Elektrizitätswerke Berg in Upper Austria. The goal was an improved utilisation of the hydropower potential with simultaneous improvement of the hydrobiological conditions in the diverted reach. tender Design Klokun power plant (Bosnia-Herzegovina) Supervision of the tender process for the runof-river power plant of Klokun commissioned by Elektroprivreda HZ HB. In the process, special attention was given to environmental aspects. The Pöyry services comprised a study of various alternatives, corresponding feasibility studies and the compilation of the tender documents. The small hydropower plant has two horizontal Kaplan S turbines with a capacity of 3.26 MW. Hydropower plant Lehen (Austria) Comparison of variants by means of 2D simulations for the existing hydropower plant of Salzburg AG on the Salzach, comprising two hydroelectric generating sets and a four-field weir plant. Pöyry Energy GmbH also took care of the geological investigation, a rough cost estimate, the static pre-dimensioning, the approval design and participation in proceedings with local authorities. New construction of power plant Agonitz (Austria) Preliminary studies, comparison of variants and the planning coordination for the new construction of an existing power plant on the river Steyr, with the prototype of a 550 kw Straflo-Matrix turbine for Energie AG Austria. In addition, Pöyry Energy GmbH carried out the inventory and approval planning, detailed planning and tender design and the planning for the application process. Project construction Nußdorf power plant (Austria) Consortium leader for the planning and construction of the submersible small hydropower plant in the historic Schemerl weir at Nußdorf for Verbund Hydro Power AG, Wienstrom and EVN. Our services comprised the approval and detailed planning, the participation in proceedings with local authorities, the coordination of construction, mechanical and electrical engineering, as well as inventory planning. Novakovici power plant (Bosnia-Herzegovina) Complete planning, procurement and installation of the electrical and process control technique machinery of a Bosnian small hydropower plant for the Carinthian energy service provider KELAG. Included among the services offered were basic engineering, detailed engineering, CAD documentation and programming, as well as the procurement, installation and commissioning of the plants. The prototype of a Strafo-Matrix turbine has been running as a pilot test in Agonitz power plant since 2004. 11
