POSITION DESCRIPTION Position: INFORMATION TECHNOLOGY OFFICER TECHNICAL SYSTEMS Permanent Full-Time Award Classification: Band 6 (Victorian Local Authorities Award 2001) Department: Unit: Current Occupant: Approved By: Corporate & Community Services Information Services Vacant Manager Information Services Date Approved: 14/11/2007 POSITION OBJECTIVES Implement and maintain appropriate technology used to support Colac Otway Shire s business processes. Assist in implementing the necessary technology to improve Colac Otway Shire s processes and procedures. KEY RESPONSIBILITY AREAS Information Technology Perform appropriate system administration functions to ensure that all system software, hardware, network and telecommunication services are performing to their optimum capabilities. Develop and maintain standard technical support procedures. Provide specialist advice, training and support to staff. Liaise with external suppliers and contractors to discuss and resolve technical problems. Provide a basic level of backup support for other Information Communication and Technology (ICT) Staff. Maintain a secure, protected and virus-free Wide Area Network (WAN) environment. Maintain an up-to-date inventory of all computer hardware and software licenses. Install software packages on PCs and servers and, if appropriate, provide basic training. Monitor statistics to identify and resolve consistent problems. Provide a stable data backup environment. Monitor system usage to facilitate capacity planning requirements. Purchase hardware, software and consumables, within purchasing limits. Administer annual rollout of replacement PC s and peripheral equipment. Responsible for the annual server replacement program. 4

Engage in shared help desk duties to ensure all internal requests for ICT support and service are handled with appropriate urgency. Undertake special projects as defined by the Manager Information Services (IS). Maintain the Colac Otway Shire Internet and Intranet functionality. Information Technology Ensure accurate and prompt registration of all customer requests within the Colac Otway Shire request system or the ICT helpdesk as appropriate. Action and respond to assigned requests within a prescribed timeframe and according to Colac Otway Shire Performance Standards. Ensure appropriate and thorough electronic file management within the corporate library system is maintained. Ensure effective utilisation of electronic file management techniques eg: create folders, search for files, print files, etc. Ensure effective use of relevant application software systems (appropriate level of training provided). The Position Responsible for implementing and maintaining appropriate technology to support Colac Otway Shire s key business processes. Assist in providing back-up support of Colac Otway Shire s application software systems. CLASSIFICATION CRITERIA Accountability and Extent of Authority Accountable for ensuring that all computer hardware and system software operates at an optimum level and within specification. Input into policy development for Information Technology procedures and policies. Judgement and Decision Making Decisions are based on providing a high level of service and support in a timely manner to ensure that users have appropriate tools to assist them in performing their duties. Outstanding tasks will be assessed and actioned according to their impact on the business. Specialist Skills and Knowledge Excellent knowledge of Microsoft Server 2003 including Active Directory, Group Policy and User Profile management. Excellent knowledge of Microsoft Office suite of applications. Well developed analytical skills. Sound knowledge of database concepts, particularly relating to Microsoft Access and SQL Server, Oracle knowledge is advantageous. Good understanding of electronic mail technology and functions. Well-developed skills in the use of telecommunication and networking technology. Understanding of Disaster Recovery capabilities and processes. Excellent interpersonal skills, customer focused. Management Skills Experience managing and implementing Information Technology projects. Demonstrated ability to participate as a team member. Ability to understand the information technology needs of end users and to provide IT explanations to users in a simple, non-technical way. Ability to produce results on time, in full and within budget. Capable of accepting changes to assigned activities. Able to handle multiple tasks at the one time. 6

Interpersonal Skills Customer focused i.e. willingness to work with end users in a harmonious and collaborative way to understand and resolve their problems. A high level of written and oral skills. Qualifications and Experience A relevant degree or diploma in information technology or a certificate in an appropriate system administration course is desirable. Information Technology Infrastructure Library (ITIL) Certification desirable. Minimum of three years experience in a system administration role including: Installing and maintaining PC hardware and software. Managing networks. Maintaining server hardware and software. Managing an Active Directory environment. Utilisation of Microsoft Operations Manager (MOM). Development, management and maintenance of Group Policies. Experience in managing the following operating systems: Windows 2003 Server. XP operating systems. Virtual PC software. Virtual Server software. An understanding of database concepts. Drivers license essential. KEY SELECTION CRITERIA Experience in providing administrative support for technical systems including: Managing the local and WAN. Installing and maintaining PC hardware and software within a WAN. Maintaining server hardware and software. Maintaining WAN technologies including Wireless infrastructure. Ability to oversee the installation of software upgrades and to undertake satisfactory testing procedures. Experience or understanding of some or all of the following: Server Hardware and systems including SAN s. Windows 2003 Server and XP Operating Systems. Database systems including Oracle and SQL. Terminal Services technologies. WAN protection systems. Virtual PC and Server technologies. ITIL framework and practices. Development and maintenance of ICT procedures and support documentation. Strong communication and interpersonal skills (including Customer Service) Highly developed organisational, strong time and priority management skills. SPECIAL CHARACTERISTICS Occasional out-of-hours work may be required to install and test software upgrades or to undertake system maintenance. Occasional requirement to provide an On-call service. 7

TERMS AND CONDITIONS OF APPOINTMENT The Information Technology Officer (Technical Systems) position is classified as a Band 6 within the Colac Otway Shire Enterprise Agreement No. 4 2006 (Part B Victorian Local Authorities Award 2001). The position is Permanent Full-Time. The salary range for the position is $52,278 - $56,545 per annum. Membership of a superannuation fund is compulsory (default fund is Vision Super). Annual, sick and long service leave accruals will apply pursuant to the Local Authorities Award 2001. Current office hours are 8.30am to 5.15pm Monday to Friday. Council offers a 19 day month rostered day off scheme based on an average of 38 hours a week. A six-month probationary/qualifying period applies. APPLICATION DETAILS 1.
