During and after strm impact, there is a real pssibility f shrt and lng-term disruptins f cmmunicatins. Radi and cellular phne pwer, relay, and transmissin facilities may be destryed r severely damaged. Electric and telephne lines may be dwn fr extended perids and their surces f pwer may nt be in service. Damage t infrastructure and debris-laden radways may prevent face-t-face cntact between and amng units and cmmand fficers. It is imprtant that emergency persnnel start peratins as sn as cnditins permit, even if all cmmunicatins are lst. The prcedures in the Level I: Impact/Pst Emergency (Recvery Effrts) sectin f the Emergency Strm Plan applies when nrmal cmmunicatins exist. The prcedures in this sectin are t be used by persnnel during any perids when cntact with supervisrs and/r ther units are nt pssible. Safety f persnnel is paramunt and all persnnel are expected t use gd judgment. Even thugh radi cmmunicatins may beperatinal, the public's ability t cntact emergency rganizatins may nt exist. Mst telephne and pwer lines in the city are abve grund n plls. The survivability f radi twers may be greater than pwer and telephne line plls. If that situatin exists, the prcedures in this sectin shuld be used t render assistance t citizenswhen they are unable t cntact emergency services. Until cmmunicatins are established with Cmmand, units shuld limit their respnses t znes that crrespnd t their statin number. Fr example, Engine 47 shuld try t stay within the 47 znes. Ratinal judgment wuld allw frlgical exceptins, such as, Engine 88respnding t zne 53 because the 88 znes surrund the airprt.

Level I: impact/pst Emergency (Recvery Effrts) After the decisin is made t cmmence utside peratins, persnnel shuld first d the fllwing: Check statin perimeter fr anyne wh may have made their way t the statin Medical aid may be needed Temprary shelter may be needed until permanent shelter can be arranged Check statin apparatus, vehicles, and equipment fr damage r cnditins that need immediate attentin G t emergency pwer if necessary Make regular and cnstant attempts t establish cmmunicatins with Cmmand and ther units Ifsafety permits, use the rf r hse twer f the statin t develp a Disaster Assessment Snapsht f the areas arund the statin, and survey fr fire r ther cnditins that may need immediate attentin. Disaster Assessment Snapsht Reprt Instructins and prcedures are lcated in the Disaster Damage Assessment Annex. Civilian Cntact: Direct cntact by persns needing assistance will definitely ccur. Direct cntact requests fr assistance must be addressed and cannt be bypassed. Level I: Impact/Pst Emergency (Recvery Effrts) Prtcls related t fire, medical, hazardus materials and special peratins are lcated in the Operatins Prtcl sectin. Prcedures Persnnel t establish pririties shuld use the areas f cncern listed in this sectin. Nt all areas f the city are the same, s pririties may differ. Fr example, nt all parts f the citycntain trailer parks r large hazardus material strage and/r manufacturing facilities. All the items listed belw are imprtant, but their rder f appearance des nt necessarily reflecttheir pririty. Officers shuld nt assume that any type f structure, facility, cmplex, r residence has been evacuated, fr that is ften nt the case. There will be situatins where n serius life safety emergency exists but firefighters may have t rganize citizens s they can help themselves. During Pst Emergency (Recvery Effrts) peratins, fficers shall make a list f all places, situatins, r grups that may need assistance frm private r gvernment agencies, such as H.R.S., Red Crss, Salvatin Army, F.E.M.A., etc. After cmmunicatins are restred, the list shall be given t Cmmand s the prper agencies can be ntified. There may be requests fr assistance frm citizens wh are nt injured and fr situatins where n life hazard r ptential fr it exists. Fire Rescue persnnel shuld explain that the highest pririty during pst impact peratins is life safety. Debris remval and clean up prblems will be addressed after all life safety situatins are checked. Officers shall establish pririties based n pssible life safety hazards and their knwledge f the area.

Level I: impact/pst Emergency (Recvery Effrts) (cntinues) Trailer Parks and Pre-Fabricated Structures Several recent strms demnstrated vulnerability f these and similar structures The debris created by wind driven structural failure f the structures may cause extensive damage t surrunding areas, resulting in injured citizens. Medical Cmplexes The vulnerability f medical cmplexes and similarfacilities may vary. Large hspitals such Brward General, and Hly Crss well staffed with medical, security, and maintenance persnnel and may nt need Fire- Rescue services, unless fire r ther type f hazardus cnditins exist. Smaller hspitals and medical facilities are nt as well staffed r equipped and are mre susceptiblet strm related damage and ccupants if any, may need assistance and aid. Senir Citizen Cmplexes. Retirement and Nursing Hmes Often, the structures in this categryare n better prtected than private residences, their staffs may nt be there, and their ccupants ften need assistance during nrmal cnditins. These cmplexes shuld be checked carefully. Htels and Mtels Strm prtectin in these ccupancies is uncertain at best. Evacuatin fthese types fccupancies, especially near the cast, is usually mandatry. The best effrts f the plice and the ccupancy's management cannt guarantee ttal evacuatin, s they must be checked. Schls Unless these and similar facilities are being used fr shelters, they shuld be empty. Citizens whse dwellings have been damaged r wh have been injured may g t schls because they have nwhere else. During Hurricane Andrew, schls faired prly and shuld be checked. Nurseries and Day Care Facilities These structures are ften cnverted family dwellings and strm prtectin may be pr, Authrized Shelters They shuld be checked thrughly as peple may have used thefacility as an unauthrized shelter. Shelters are usually schls r similar facilities and several were hit hard during Andrew. They are nt as strng as they lk and their rfs may nt stand under the amunts f water that a wet hurricane can deliver in a shrt perid f time. They may be very crwded, As shelters they may have peplefrm rganizatins such as the Red Crss and the Salvatin Army and City/Cunty persnnel may be base Industrial/Manufacturing Cmplexes These cmplexes may have ccupants fr reasns fsafety and/r security. Strm damage may cause fires r hazardus materials incidents.

Level I: impact/pst Emergency (Recvery Effrts) (cntinues) Frt Lauderdale Cmmunity Emergency Respnse Teams (CERT) The Frt Lauderdale Fire-Rescue Department and Emergency Management has been training civilians frm the City f Frt Lauderdale t be members f the Frt Lauderdale Cmmunity Emergency Respnse Teams (CERT). CERT members have been training in the fllwing areas: Light Search and Rescue Fire Suppressin f small fires (fireextinguisher training) First Aid practices including heart saver CPR. Hazardus Material recgnitin Medical Operatins/ Triaging NIMS/lncident Cmmand Training Lcating and shutting ff gas a CERT Recgnitin & Equipment CERT members will be wearing a "Green T-Shirt" with Frt Lauderdale Fire-Rescue Department lg n the frnt. The wrds Trt Lauderdale CERT" n the back f the T-Shirt. Picture identificatin cards with CERT lg as T-Shirt. CERT Baseball hat CERT Leadership will have Radis that are n repeater, team members will have nly ne blck radius radis. CERT Green Bag and Red Medical bag with limited medical supplies CERT Teams have a Radi Repeater lcated at the SunTrust Bank Twer in Dwntwn Frt Lauderdale. Channel 1 is n the repeater. CERT Objectives: Assists neighbrs in strm preparatin. Assist thercitizens until arrival f fire rescue and/r plice persnnel, Gather infrmatin that can be used by fire rescue and plice persnnel t address emergency situatins during the pst impact stage. CERT Crdinatr will prvide mnthly advance training fr all CERT Graduates. CERT members will drill n a mnthly basis t keep skills learned in basic training update. CERT members will have the pprtunityt participate in Special Events/Details with Fire-Rescue Department. Level IV: Mnitring f Strm: During the appraching strm, when the department ges int Mnitring level, CERT Crdinatr will email CERT member's updates n the Fire Department Emergency Level. At this time all CERT members will mnitr thestrm and receive updates frm CERT Crdinatr. Level III: Strm Watch: CERT Crdinatr will activate via email all CERT Leadership Team. CERT Crdinatr will request that all CERT members cmplete the fllwing: Cnduct a quick assessment f their gear Request at this Level III: Strm Watch any gear necessaryfr full activatin f CERT Teams. Have all CERT Leadership members cnduct a call dwn assessment f their team members Have all CERT members checktheirfamily disaster plan. Level II: Strm Warning (Full Activatin:) CERT Crdinatrwill request the full activatin f the CERT Teams CERT Crdinatr will requestthat all necessary final preparedness f persnnel prperty and persnnel plan must be cmpleted at this time CERT Crdinatr will request the fllwing frm CERT Leadership Team: List f all CERT members by Fire-Statin ready t respnd List f all pssible CERT Triage Sites and Cmmand Pst Statins Cmplete a Radi Check with all CERT Leadership Members Prvide One CERT Battalin Chief with extra medical peratins supplies Prvide ne CERT Assistant/Deputy Chief with extra medical peratins supplies Prvide Battalin Chiefs with extra radi batteries Set up Cnference calls with CERT Leadership and CERT Chief/Deputy.
