To provide strategic expertise and development to the business area. To be the strategic lead for Warwickshire Police and West Mercia Police in respect of Youth Offending Service and Restorative Justice MAIN RESPONSIBILITIES: 1. To ensure delivery of high standards of prosecution files compliant with the Director s Guidance and national standards of file preparation. 2. To ensure delivery of high standards of victim and witness care in line with statutory and other nationally agreed provisions. 3. To ensure performance targets in relation to Criminal Justice matters are consistently met and maintained. 4. To identify and implement legislative changes and lead, drive and deliver national initiatives and strategic change relating to Criminal Justice, Custody, Youth Offending and Restorative Justice matters 5. To represent Warwickshire Police and West Mercia Police regionally and nationally and to respond on behalf of the Directorate to all regional and national Criminal Justice, Custody, Youth Offending and Restorative justice matters.

6. To provide specialist advice and knowledge in order to assist strategic decisions, preparing advice and replies for and on behalf of Head of Operational Support and Chief Officers. 7. To initiate and implement service delivery improvements to maximise performance within available resources, ensuring that procedures are in place to maintain resilience and business continuity within the Criminal Justice and Custody function. 8. To develop, build and manage strategic partnerships and relationships. To manage contracts to ensure compliance around standards of service agreed are met. To promote a multi-agency commitment to the delivery of justice outcomes, in particular with the Crown Prosecution Service (CPS), Her Majesty s Courts & Tribunal Service (HMCTS), Local Criminal Justice Board (LCJB), Probation Service, Youth Offending Service, the Custody service providers and voluntary services engaged in all of these provisions. 9. To ensure appropriate custody decisions are made in line with the statutory requirements. To ensure that there is compliance with the custody policy. To ensure that there is an intrusive inspection capability to ensure that facilities, practices and processes are fit for purpose and comply with all of the relevant policies. 10. To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required. PERSON SPECIFICATION Knowledge: A professional qualification in a Criminal Justice related area equivalent to Level 6. Extensive knowledge of legislation and codified policy as they relate to detention of suspects, service provision to victims and witnesses, the rules of evidence, jurisprudence and the requirements of the law as it applies to the custody and criminal justice process. Experience: Extensive experience at a senior management level within a high pressure environment to include evidence of effective resource management to achieve performance targets. Significant experience of the Criminal Justice process from inception to completion. Significant experience and knowledge of the detention and out of court disposal process Key Skills: Proven ability to manage information and the application of information technology. Proven ability to manage projects and drive through change. Proven leadership and motivational qualities at a senior level. Competent in the use of IT, including Microsoft packages or equivalent.
