Business Manager, Southern California District Council of Laborers Vice President, Laborers International Union of North America THE As many of you know, I sit as a Vice President on the General Executive Board of the Laborers International Union of North America (LIUNA). General President Terence M. O Sullivan has challenged LIUNA s General Vice Presidents to lead our members effectively through the new tidal wave coming through the construction industry, which we call Green Construction. Green Construction focuses on construction projects which maximize the efficiency of resource use energy, water, and materials while reducing the adverse impact of the construction project on human health and the environment during the lifecycle of the structure through better siting, design, construction, operation, and maintenance. In order to successfully work in green construction, we must understand the safety components, the scope of work, and the tools and materials that are used in this industry. I challenge all our journeymen and apprentices to update their skills with green training. If you have not worked in a green environment, I encourage you to take the Green Construction Awareness course, which will introduce you to all aspects of green construction. A basic outline of green construction is provided on the front cover of this newsletter. There are different classifications of workers who will work in three sectors of the market: Public Works Projects, Private Commercial, and Residential. The residential market is challenged to retrofit millions of residences throughout the State of California. Although this market entails lower wages, there are numerous opportunities for laborers and contractors. The training for the residential sector includes the following three work classifications: Residential Weatherization Auditor, Residential Weatherization Technician, and Residential Weatherization Supervisor. Residential Weatherization Auditors insure that the lights, air conditioning ducts, and/ or pipes of a home are functioning properly. The Auditor addresses how to efficiently construct a green plan to maximize energy in a home. Once that is complete, the Technician wraps pipes, caulks windows, changes bulbs, and installs motion sensors, photovoltaics, and wind engines. Supervisors are trained in all areas related to residential weatherization, including meeting housing codes and related requirements.

GREEN PLAN The Light Commercial industry is comprised of two main sub-industries. The first consists of projects certified under the Leadership in Energy and Environmental Design (LEED) Green Building Rating System, which strives to use resources more effectively than conventional buildings that are simply built to code. The second consists of demolition and retrofitting of private commercial properties to take advantage of energy efficiencies. The Public Works Energy Industry focuses on public works projects, such as Desalination Plants, Hydro Electric Dams, Ground Mount Solar Farms, Wind Farms, and Thermo Acoustic Facilities. Officials in the public and private sector, as well as academics, recognize that the Laborers Southern California Apprenticeship Program provides its apprentices the opportunity to maintain a strong, vibrant career. Moreover, our apprentices and journeypersons have the benefit of working for various employers, participating in joint labor-management employee benefit plans, and continuing their training throughout their careers. The Laborers Training School is one of the best training schools in the country, striving to exceed the demands of the industry and the market. Our General Executive Board, Regions, Councils, Local Unions, Local Training Centers, LECET, LIUNA Health & Safety Trust, and affiliated programs will provide all the tools and resources to help our contractors and members meet the challenges posed by Green Construction. Awareness Green Construction Awareness is a 16 hour course designed to give Laborers the skill sets and confidence to address these areas of study: LEED Certification & Accreditation Weatherization Photovoltaic Installer Maintenance Residential Weatherization Introduction to Photovoltaic Prerequisite: Green Construction Awareness, Fork Lift Safety, & Aerial Boom Lift. Introduction to Photovoltaic is a 80 hour course with a 20 hour Lab that addresses: Solar Dynamics Solar Design PV Installation PV Safety & Awareness Commercial Weatherization Commercial weatherization is a 40 hour course that is designed to educate Laborers in the processes for these scopes of work : Terms, Equipment, Materials Lighting Duct work Pipe Wrap Windows & Doors Efficiency Auditor Installer Technician Introduction to Maintenance Introduction to Maintenance is a 40 hour course that enables Laborers to monitor & maintain the following systems : Recycle Program Lighting Systems Air Conditioning Stabilization Photovoltaic Maintenance Wind Generation The Residential Weatherization Course is a 80 hour course for the Residential Housing Weatherization Technician and the Residential Housing Weatherization Auditor. Journeyman Upgrades WELDING I Cutting, Burning, WELDING II Arc & Gas Tested Welds WELDING III Advanced Techniques Welding I is a cutting and burning course that is designed to: Address the Safety issues associated with Arc and Gas Address the equipment associated with both Arc and Gas Provide competent training on how to cut and burn with Arc and Gas Welding II is a course associated with a lab to test welds. Students will perform vertical and overhead welds and must submit welds for testing: Show proficiency in setting up and maintaining equipment Receive approved welds for Arc and Gas Welding III is a 40 hour Pipeline Welding course. LABORERS Supervisor Courses Introduction to Supervision Safety & Health Plan Reading Credit Hours: 32 Prerequisites: Foreman, Plan Reading This course will identify personnel roles within the chain of command. It requires participants to understand the purpose of contracts, plans and specifications; demonstrate the use and understanding of schedules, bar charts, and critical path charts. Credit Hours: 40 Prerequisites: Foreman, OSHA 30 Identify leading cause of death in construction; demonstrate ability to identify at least 80% of the hazards in a given situation; identify the key elements of an effective accident investigation; substance abuse; drug testing procedures; EAP; critical incident stress debriefing. Credit Hours: 40 Prerequisites: None This course will familiarize the student with the basic skills of reading blueprints. This includes; how to find and understand legends, compass, scale ruler, and how to locate specific items. Problem Solving DOL Approved 30 hr OSHA Project Planning & Management Credit Hours: 16 Prerequisites: None This course will cover effective communication techniques, problem solving, decision making, effective motivational techniques, conflict management and sexual harassment. Credit Hours: 30 Prerequisites: None The OSHA 30 is a DOL certification course, that covers standards that are relevant to the construction industry. The 10 hour course is a recommended field course for Foremen and lead employees. The OSHA 30 is recommended for Superintendents, project managers and loss control officers. Credit Hours: 32 Prerequisites: Foreman, Plan Reading, OSHA 30, Const. Math In this course you will learn how to perform a project analysis and a value engineering study, which includes; preplanning, safety planning, CPM terminology, network diagrams, start to finish calculations, cost and time management. Communication Project Estimating Sexual Harassment Prevention Credit Hours: 8 Prerequisites: None Participants will learn how to read material safety data sheets and chemical labels, as well as the OSHA standards that apply. Credit Hours: 40 Prerequisites: Foreman, Plan Reading, Construction Math Participants will learn how to identify and explain reasons for estimating, types of estimates, elements of the bidding process, bonding, types of insurance and material pricing. Credit Hours: 4 Prerequisites: None In order to meet Senate Bill 1825 requirements, managers/supervisors must attend a sexual harassment awareness course. Competency include: Recognition of harassment in the workplace; verbal, visual and physical. Addressing key documentation in the employee handbook, and related documents, reporting procedures, confrontation resolution and corrective actions.

LABORERS APPRENTICESHIP REQUEST TO INDENTURE APPRENTICE FORM The Laborers JAC requires signatory contractors who want to sponsor a Construction Craft Laborer Apprentice to petition the JAC to indenture the Apprentice. This means that you must complete this form and send all sponsored applicants to the Training School for Mandatory Orientation before they are registered in the Program. In Mandatory Orientation, applicants will learn about the Apprenticeship Program, undergo a drug test, take the Candidate Physical Agility Test, be interviewed, and complete necessary paperwork. If the Apprentice is not properly indentured in the Program, the State of California and the Department of Labor will not consider the worker as an Apprentice for purposes of working on public works projects; or for any other projects. A dispatch by the Local Union is insufficient to indenture the Apprentice and will not be accepted by the JAC. The JAC's policy protects signatory contractors from having apprentices on their payroll who are not indentured by DAS and DOL. Contractors who fail to send applicants to the JAC, may be forced to pay additional wages, such as paying for apprentices at the journeyman wage rate, and penalties for being outside the ratio limits. Personnel officers, safety managers, and loss control officers of contractors must complete the procedures outlined above and submit their names as required below.
